Delhi HC seeks government's reply on AAP's plea over rent for party office
Justice Sachin Datta issued notice to the Centre on AAP's plea filed in a case in which the party challenges the cancellation of the allotment of the suite for its office. The high court asked the authorities to file its reply within two weeks and posted the matter on July 22.
After AAP's counsel urged the court to stay the June 20 reminder notice demanding the rent, the Centre's lawyer said 'nothing' would happen till the next hearing.
The Centre's counsel said there was no urgency in the matter as it was only a notice and they would be proceeding in line with the Public Premises (Eviction of Unauthorised Occupants) Act.
AAP has claimed the decision of the Directorate of Estates, Ministry of Housing and Urban Affairs, was ex parte and passed without any showcause notice or a reasonable opportunity to be heard.
Its counsel argued the Directorate of Estates allegedly cancelled the allotment of a double suite in Vithalbhai Patel House with effect from September 14, 2024, without any information and belatedly conveyed the same to the petitioner for the first time in a letter dated January 17.
The petitioner handed over the possession of the premises on April 30, the counsel added. In a fresh plea, AAP said the Directorate of Estates on June 20 re-issued the bills in the form of a reminder through which the authorities have re-affirmed the arbitrary eviction of the petitioner from its state party office via the ex-parte cancellation order of September 14, 2024.

All in one: on the Prime Minister Dhan-Dhaanya Krishi Yojana scheme
The Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY), a scheme approved by the Union Cabinet, is to be implemented through the convergence of 36 existing schemes across 11 Departments. According to Union Agriculture Minister Shivraj Singh Chouhan, the scheme seeks to address the 'disparities in productivity' between States, and even among districts within a State. The Centre's pet schemes such as the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) and the PM Fasal Bima Yojana (PMFBY) as well as relevant State schemes, to be identified by the District Dhan Dhaanya Samitis, will be subsumed in the PMDDKY. Local partnerships with the private sector will also be promoted under the proposed scheme, which will begin in October during the rabi crop season. The scheme is to get an annual outlay of ₹24,000 crore for six years. Modelled on NITI Aayog's Aspirational Districts Programme, the Centre will identify 100 districts based on low productivity and cropping intensity and less credit disbursement. The hope is that the scheme will result in higher productivity, value addition in agriculture and allied sectors, local livelihood creation, leading to increased domestic production and self-reliance. This convergence of schemes must be viewed in the background of decreasing public spending on agriculture. The Parliamentary Standing Committee on Agriculture, in the latest report on Demands for Grants, had observed a continuous decline, from 3.53% in 2021-22 to 3.14% (2022-23), 2.57% (2023-24), 2.54% (2024-25) and 2.51% (2025-26), of the allocations for agriculture as a percentage of total Central Plan outlay. This aggregation of all schemes under one umbrella suggests that the Government wants uniformity in running the welfare, financial and technical schemes in the agriculture sector. It is keen to add States' measures too in the new scheme. It remains to be seen how effective such uniformity will be on the ground as further decrease in public investment in agriculture could be disastrous. Private-public partnerships should be for the larger good of self-reliance, particularly in the production of foodgrains, edible oil and pulses. The progress of area coverage under kharif crops, released last week, points to a decrease in the sowing of oil seeds and popular pulses. Though it promotes national uniformity, it is welcome that the new scheme will function based on 'District Plans' that will be aligned to the national goals of crop diversification, conservation of water and soil health, self-sufficiency in agriculture and allied sectors. For the PMDDKY, the Centre will monitor 117 key indicators of progress on a monthly basis. But to make it more participatory, States, local self governments, primary agriculture cooperative societies, agriculture universities and organisations of farmers and traders must be involved in this process.

To speed up NH projects, road transport min to soon start ranking states ‘ease of land acquisition'
File photo NEW DELHI: The road transport ministry will soon start ranking states on parameters of 'ease of land acquisition' as delay in getting the required land remains the biggest roadblock for national highway and expressway projects. This is aimed at fixing delays during the pre-construction and the project execution stages. Ranking of states will also help the Centre in prioritising projects in those states that take less time to make land available for construction. Sources said the parameters are being worked out by the ministry. One of best possible parameters is — time taken for making around 90% land available from the date of approval of an NH project. This means states taking the least number of days for completing the land acquisition process will get a better ranking. The ministry's move gains importance considering that in the past couple of years, highway-owning agencies, including NHAI and NHIDCL, have de-scoped works in around 20% projects to give completion certificates due to want of land. This must be tried with all sincerity,' said an official. Since land is a state subject, the Centre is almost fully dependent on state govts for getting the required land parcels, officials said. Earlier, PM Narendra Modi had directed the cabinet secretary to prepare a training capsule on land acquisition in collaboration with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), where civil servants undergo extensive training. He had said this would help sensitise civil services recruits about the process. As the competent authority for land acquisition in districts are deputy commissioners or collectors, training them about the process during their time at the institute will be of great help.
