Mr. Jha also said that his speech was an empty bundle and Mr. Modi made a mockery of democracy by calling the ₹7200 crore scheme a (Saugaat) gift.
He pointed out that everyone knows that the development schemes run through the government with the hard-earned tax money of the poor, farmers, labourers, doctors, lawyers, businessmen of Bihar.
'The kind of language he used is not something that we associate with democracy but with monarchy. Neither is he a Mughal emperor nor any king, he should avoid such vocabulary. It is not appropriate at all. The Prime Minister should stop using such terminology,'Mr. Jha said while addressing the press at the party office.
He added, 'It is a humble request from PM Modi not to change the wrapper of running projects, nor to change the wrapper of those projects which have already been announced in the budget. We don't have any ill intention towards any of the states, but all the capital flow is for Gujarat, and you come to Bihar to inaugurate B-grade trains so that labourers can go to Gujarat.'
Lashing out at the PM, Mr. Jha alleged that Mr. Modi does everything for Gujarat but nothing for Bihar.
'The tradition of investing capital in Gujarat and taking labourers from Bihar will not continue anymore,'Mr. Jha said.

The RJD leader mentioned about the private hospital shootout in which a prisoner was shot dead inside hospital by five shooters on Thursday and police are yet to make any breakthrough in the case.
The RJD leader asserted that what will Mr. Modi say when the situation in Bihar is like Mahajungle Raj and he also knows that a government with no sensitivity is running in Bihar.
Without naming anyone, Mr. Jha alleged that the government in Bihar is running from Delhi Durbar and those who were supposed to run Bihar are not even able to run their own house.
Reminding the PM about his old speech Mr. Jha said that 11 years ago in Motihari Narendra Modi himself had said that he will start the Motihari sugar mill and drink tea from the same sugar mill.
'Till date the people of Motihari are still waiting and thinking that the sugar mill will start functioning before Mr. Modi reaches Motihari today. But nothing happened. His visit was empty bundle without any emotion and vision,'Mr. Jha said.
He asserted that the double engine government is forced to follow the line drawn by RJD leader Tejashwi Yadav for jobs, employment, development, for women and for the poor in Bihar.
Professor Jha listed out that in 17 months, Tejashwi Yadav gave 5.5 lakh jobs and left 3.5 lakh jobs pending.
Expressing confidence, Mr. Jha said that in the coming days, under the leadership of Tejashwi Yadav, investment will come to Bihar and Bihar will bring labourers from Gujarat.

Congress MP Sudha Ramakrishnan lodged a police complaint on Monday, claiming that her gold chain was snatched during a morning walk in the diplomatic enclave of Delhi's Chanakyapuri area. Ramakrishnan also wrote a letter to Union Home Minister Amit Shah, providing details of the complaint. She told Shah that the blatant attack on a woman, who is a Member of Parliament, in a high-security zone like Chanakyapuri—an area filled with embassies and protected institutions—was "highly shocking". According to the MP, the incident occurred between 6:15 am and 6:20 am on August 4 while she was walking near Gates 3 and 4 of the Polish Embassy with Rajya Sabha MP Rajathi. She said, "A man wearing a full helmet, riding a two-wheeler, approached from the opposite direction and snatched my gold chain before fleeing the spot." "If a woman cannot walk safely in this high-priority zone in the national capital of India, where else can we feel safe and do our routine without fearing for our lives and valuables," she added. In her complaint, Ramakrishnan stated she had sustained injuries on her neck and that her churidhar (tightly fitting trousers) was torn due to the impact. She added that both of them shouted for help. Later, they saw a Delhi Police mobile patrol vehicle and filed the complaint. Panel on satellite-based toll collection system urges deliberation over security and privacy
A high-level committee set up to look at ways to roll out the satellite-based highway toll collection system across India has recommended further deliberations over security and privacy considerations. Union Road Transport and Highways Minister Nitin Gadkari said in the Rajya Sabha that it is decided to proceed with corridor or stretch-based projects for Automatic Number Plate Recognition (ANPR) FASTag system (AFS)-based barrierless free flow tolling. Currently, the satellite-based user fee collection system is not operational anywhere on national highways (NHs), PTI has quoted Gadkari as saying. However, the government has been planning to implement this system with an aim to bring more transparency to the toll collection system on the national highways and national expressways across India. Also, this will make the travel through the toll plazas faster than the current FASTag-based system, as the government has been claiming. To increase the efficiency of the tolling operation and in order to ensure seamless and free-flow movement of vehicles along national highways without physical fee (toll) plazas, Gadkari said the government has decided to implement barrier-free Multi-Lane Free Flow (MLFF) based Electronic Toll Collection (ETC). "The Apex Committee and High-Level Empowered Committee, consisting of experts from industry and academia, in view of security and privacy considerations, and overall operational control, have recommended further deliberations for the satellite-based user fee collection system," Gadkari reportedly said, speaking about the new system. The system with available technology at selected sections of national highways has an added facility along with FASTag, where the user fee shall be charged from the vehicle users without having to stop, slow down or stay in a given fee plaza lane. The minister also stated that a Request for Proposal (RFP) to implement the barrier-less tolling system has been invited/finalised. MoRTH to launch the FASTag annual pass Meanwhile, the government is ready to roll out the FASTag annual pass in a few days across India, which users can purchase directly from the NHAI or MoRTH portal or the Rajmargyatra application at a cost of ₹3,000. This annual pass will be valid for one year from the date of purchase or 200 toll transactions, whichever comes first. The annual pass will be available for purchase from August 15, and it is claimed to reduce travel costs for users. However, this will be available only for private passenger vehicle users.
