Panel on satellite-based toll collection system urges deliberation over security and privacy

A high-level committee set up to look at ways to roll out the satellite-based highway toll collection system across India has recommended further deliberations over security and privacy considerations. Union Road Transport and Highways Minister Nitin Gadkari said in the Rajya Sabha that it is decided to proceed with corridor or stretch-based projects for Automatic Number Plate Recognition (ANPR) FASTag system (AFS)-based barrierless free flow tolling.
Currently, the satellite-based user fee collection system is not operational anywhere on national highways (NHs), PTI has quoted Gadkari as saying. However, the government has been planning to implement this system with an aim to bring more transparency to the toll collection system on the national highways and national expressways across India.
Also, this will make the travel through the toll plazas faster than the current FASTag-based system, as the government has been claiming. To increase the efficiency of the tolling operation and in order to ensure seamless and free-flow movement of vehicles along national highways without physical fee (toll) plazas, Gadkari said the government has decided to implement barrier-free Multi-Lane Free Flow (MLFF) based Electronic Toll Collection (ETC). "The Apex Committee and High-Level Empowered Committee, consisting of experts from industry and academia, in view of security and privacy considerations, and overall operational control, have recommended further deliberations for the satellite-based user fee collection system," Gadkari reportedly said, speaking about the new system.
The system with available technology at selected sections of national highways has an added facility along with FASTag, where the user fee shall be charged from the vehicle users without having to stop, slow down or stay in a given fee plaza lane. The minister also stated that a Request for Proposal (RFP) to implement the barrier-less tolling system has been invited/finalised.
MoRTH to launch the FASTag annual pass
Meanwhile, the government is ready to roll out the FASTag annual pass in a few days across India, which users can purchase directly from the NHAI or MoRTH portal or the Rajmargyatra application at a cost of ₹3,000. This annual pass will be valid for one year from the date of purchase or 200 toll transactions, whichever comes first. The annual pass will be available for purchase from August 15, and it is claimed to reduce travel costs for users. However, this will be available only for private passenger vehicle users.

New Delhi: Union Minister Nitin Gadkari on Wednesday said 1,240 national highways projects in 29,406 km, costing Rs 7.80 lakh crore, are currently under construction in the country, of which 15,674 km have been completed. These projects are under various stages of construction and are scheduled for completion in a phased manner by the financial year 2028-29, Gadkari said in a written reply to Rajya Sabha. The ministry of road transport and highways is primarily responsible for the development and maintenance of National Highways (NHs) and Expressways. Responding to a separate question, the minister said that during the current Financial Year 2025-26, the government has prepared the annual plan for the development of about 19,555 km of NHs, including about 548 km in the State of West Bengal. He also said a total of 4,557 electric vehicle Public Charging Stations (PCSs) have been installed on the State/National Highways and Expressways in the country. The minister said the government has prioritised the maintenance of the existing national highways network and has evolved a mechanism to ensure maintenance and repair (M&R), including timely repair of potholes on all NHs, through accountable maintenance agencies. NHs' development projects are executed mainly in three modes-- Build-Operate and Transfer (BOT), Hybrid Annuity Model (HAM) and Engineering Procurement and Construction (EPC). Concession period, including maintenance for projects on Build-Operate and Transfer (BOT), is 15 to 20 years, and on Hybrid Annuity Model (HAM) is generally 15 years. The Concessionaire is responsible for the maintenance of the respective NH stretches within the concession period of the project. Only in the case of EPC projects, the Defect Liability period (DLP) is 5 years for the bituminous pavement works and 10 years for concrete pavement works.

1 2 Kolkata/Jalpaiguri: Seven people were arrested by Cooch Behar Police on Wednesday in connection with the attack on the convoy of Bengal leader of opposition Suvendu Adhikari. Sources said the arrested included TMC workers and Trinamool Yuva functionaries. The arrested were remanded to five days' judicial custody. Meanwhile, Bengal BJP president Samik Bhattacharya moved a notice in Rajya Sabha under Rule 267 of the Rules of Procedure and Conduct of Business in the Council of State (Rajya Sabha), seeking a discussion on the attack, which he described as "an attack on democracy". Adhikari's convoy came under attack in Cooch Behar on Tuesday, when he arrived to attend a protest rally and submit a memorandum to the SP regarding alleged assaults on BJP workers. As the convoy reached Khagrabari, a group of alleged TMC supporters attacked the convoy. In his complaint, Adhikari named 41 persons, including state minister, Udayan Guha. "We are not going to leave them. If Udayan Guha was directly involved in the incident, the police's role cannot be ruled out," Adhikari said at a meeting on Wednesday. "Not a single Rohingya or Bangladeshi Muslim was named in complaint or arrested. His comments were baseless and he should apologise. Those who disrespect Bengalis and the Bengali language will be shown black flags," Guha said.
