Now, councillors throw up hands as waste management spirals out of control in Gurgaon

Gurgaon: The city's councillors too appear to have thrown up their hands over the collapsing waste management system. In the absence of a dedicated agency for doorstep waste collection in the city, MCG recently decided to allow the councillors, RWAs and contractors to deploy waste collection vehicles and staff in their respective areas.
However, councillors say garbage collection in their wards is now largely dependent on local, unorganised rickshaw-carts that have been operating in residential colonies for years.
On Monday, councillor of ward number 8 Naresh Kataria admitted they are "unable to arrange" tractor trolleys and staffers for the door-to-door garbage collection.

"Neither councillors nor contractors have the resources," Kataria said at a House meeting, adding that when vehicles are available, drivers and helpers are missing and when manpower is present, the trolleys are not there.
They also expressed concern over MCG sanitation workers — assigned for manual road cleaning — skipping work despite the ongoing citywide waste crisis.
Councillor of ward number 4 Pardeep Kumar Padam took up the issue pertaining to funds.
"MCG is providing around Rs 45,000 per tractor trolley. However, a driver charges around Rs 18,000 and then a helper also charges around 10,000 and then there is the fuel cost. So, this is not a sufficient amount, due to which the councillors are unable to find resources to engage in doorstep waste collection," said Padam.

MCG commissioner Pradeep Dahiya said, "We have initiated the tender proceedings for the doorstep waste collection. The contractor will buy new vehicles and will provide us with the same."
To this, Kararia responded, "Aaj kya karein (What should we do today to resolve the problem?)"
Responding to this, Dahiya said, "I have given the provision to all the councillors, RWAs, and contractors to deploy their vehicles so that waste collection can be done."
Dahiya also said, "Residents, councillors, etc., talk about the local mafia in waste. The reality is that the reason for the existence of the local mafia is because the contractors, when they get the contract, also go to this local mafia operating in the city."
He then added the local waste mafia does not let anyone operate in these colonies. They don't even let MCG staff operate, said the commissioner, indicating that the local waste mafia is a big problem in the city.
Kataria replied, "I don't know about other wards, but in my ward, there are four people operating these waste trolleys and they belong to the SC category. They are underprivileged and have been working for the last decade in the same area. I won't say that they are mafia. They are not. They are sanitation workers."
