
In Major Infra Boost, Delhi To Get 1,300 Hospital Beds, Better Roads

The construction of new blocks in Acharya Shree Bhikshu Hospital at Moti Nagar, Dada Dev at Dabri Morh, Guru Gobind Singh Hospital and Sanjay Gandhi Memorial Hospital at Mangolpuri was undertaken by the previous govt in 2019-2020 but could not be completed for lack of funds. In a meeting on Friday to review Public Works Department projects, minister Parvesh Verma informed chief minister Rekha Gupta that the work was in the final stages.
While estimates were being made for furniture, formalities related to fire certification were being processed.
The AAP govt took up the construction of 11 new hospitals, including seven with ICUs, and addition to new blocks in 13 existing health facilities in 2019-2020. These required more than Rs 10,250 crore for completion. While the BJP govt is exploring the possibility of building new hospitals on a public-private partnership mode, the old health facilities will be completed with its own funds.
During the meeting, PWD also discussed the challenges being faced in the construction of three court complexes, which started last year. While the construction began in April last year and should have been completed by early 2026, officials informed CM that technical reasons, including the delay in submission of structural and architectural drawings by the consultant and high water levels at the sites, hampered the progress.

While the district court complex at Shastri Park in northeast Delhi and an additional court on a new plot in Karkardooma have both seen only 7% of physical progress, there has been only 3% construction of the district court complex at Rohini's Sector 26.
PWD also informed Gupta about the road strengthening work being undertaken across the city. While it has sought nearly Rs 953 crore from the central govt under the central road fund to be used for recarpeting over 400km of the road network across the city, another financial assistance of Rs 1,000 crore will come from the Centre under the Urban Development Fund for capital projects in the city.
PWD has decided to take up the construction of parallel flyovers at Modi Mill and Savitri Cinema intersections on Outer Ring Road, which will cost Rs 412 crore.
Officials revealed that the department would soon finalise the projects for the remaining fund of Rs 588 crore, which will come under the scheme.
Officials said Verma also informed CM about various other projects being undertaken by his department, including the installation of crash barriers from funds received under the Scheme for Special Assistance to States for Capital Investment, construction of five priority hospitals and hiring of mechanical road sweepers integrated with anti-smog guns and dump vehicles.
Verma alleged that under the previous AAP govt, many projects were started recklessly and in many cases the scope of work was grossly altered ex-post facto without the approval of the competent authority. "Due to these unauthorised changes, sufficient funds could not be made available. This resulted in stoppage of these projects midway, causing large public funds to get stuck without yielding any dividend for the people," the minister said.
He added, "The present govt is tirelessly working to make these facilities available for people of Delhi. In the first stage, govt has already targeted completion of four such brownfield projects in a matter of just a few weeks."
Full support is being extended to PWD by Delhi govt in terms of sufficient funds and proper guidance, the minister claimed. The people of Delhi were going to benefit greatly from this fast-tracking of projects which is being keenly led and monitored by the central govt, he said.

Porvorim: Chief minister Pramod Sawant told the House on Wednesday that the Goa Cricket Association (GCA) is not serious about constructing a stand in Pernem for which 1.89 lakh sqm has been leased to it by govt. He said that eight years have passed, and the GCA hasn't even applied to the PWD for road access. In two more years, at the end of the ten-year lease, the land will be taken back by govt if construction does not begin, he said. Sawant said that last year, a show cause notice was issued to GCA, but the reply it provided was not satisfactory. Sawant said that the land is prime property today, with Manohar International Airport and the Ayush hospital in the vicinity. He also said that another govt department could put the land to better use. The CM also said that GCA has paid only Rs 9.4 crore to govt of the Rs 19 crore it was to pay. 'We issued a show cause notice to them last year, asked why should the lease not be terminated, and why the land should not be diverted for another project. They have not acquired the required permissions needed to create the ground,' he said. The CM, however, said that this is not an option. 'There are 153 grounds across Goa, but hardly 10-15 are being utilised. In Mencurem, I saw a ground with toilets and all facilities, but which is not being put to use. No other state has such facilities. There is one ground in every taluka. At this rate, in Goa, each panchayat will have a ground or I am afraid it will be two grounds per panchayat,' said Sawant. He said that GCA can identify land elsewhere if they cannot construct the project there for some reason. Leader of opposition Yuri Alemao said that govt has not added any penalty clause in the lease for GCA if it does not execute the project within the ten-year period. Mandrem MLA Jit Arolkar said that GCA has not even objected to high tension power lines going over the land.

Nashik airport lacks adequate immigration clearance area delaying approval for international flights
Nashik: Approval to set up an immigration checkpoint at the Nashik airport has been delayed by govt due to inadequate area for immigration clearance, preventing the operation of full international scheduled passenger flights. Tired of too many ads? go ad free now In a written reply to Nashik MP Rajabhau Waje's question on whether govt had granted approval to set up the immigration checkpoint at the Nashik airport following inspections by the Bureau of Immigration (BOI), Bandi Sanjay Kumar, the Union minister of state for home affairs, said no permission has been granted to establish an immigration checkpoint at the airport. The minister said after assessing the infrastructure requirements, the BOI recommended that the area available for immigration clearance at the Nashik (Ozar) airport is not sufficient to operate full international scheduled passenger flights. "It is adequate to house operating crew and passengers of cargo/chartered flights only. The required infrastructure and immigration systems are in place to cater to domestic and international cargo routes through Indian flight operators, and the necessary training for conducting immigration checks has been imparted by BOI to the police personnel who are already attached to the Nashik (Ozar) airport," Bandi Sanjay Kumar added in the written reply. The Nashik airport is managed by Hindustan Aeronautics Ltd (HAL), the defence PSU. HAL has already developed the infrastructure required for immigration checkpoints at Nashik airport. Manish Rawal, the vice-president of Nashik Industries and Manufacturers' Association (Nima), said they have been pursuing with state govt to construct a new terminal building at the Nashik airport given the upcoming Simhastha Kumbh Mela. State govt spent Rs 84 crore, while HAL spent Rs 10 crore and provided its land for the construction of the airport. State govt has leased the Nashik airport terminal building to HAL for 30 years at a lease rate of Rs 1,000 per month. The seating capacity of the Nashik airport is only 300 passengers at a time. During the Kumbh Mela, passenger footfall per hour is expected to reach 1,000 at the facility. Consequently, HAL submitted a proposal to state govt to develop the Nashik airport in anticipation of the upcoming Kumbh Mela.

Sangli contractor found dead; kin say he was under financial stress due to unpaid govt bills & debts
Kolhapur: A 35-year-old govt contractor from Tandulwadi village in Sangli's Islampur taluka was found dead on his farm on Wednesday afternoon. The deceased was identified as Harshal Patil, who worked on pipe-laying and tank-contruction projects of the Jal Jeevan Mission (a rural water supply scheme). Harshal's cousin Akshay told the police that the contractor was under immense financial strain because of bills of Rs 1.4 crore pending clearance with govt, and debt of Rs 65 lakh with banks and private lenders. Many contractors across the state are awaiting govt bill payments. On July 4, the contractors held a statewide strike demanding immediate clearance of dues. Since Jan 2025, contractors have also held at least five protests in different districts. Milind Bhosale, the state president of the contractors' association, said he has written at least 25 letters to govt to hold a meeting over Rs 90,000 crore dues. "Across the state, govt's Jal Jeevan Mission department alone has pending bills of Rs 12,000 crore. The public works department also has Rs 46,000 crore dues. He used to tell such things to our common friends," said another relative. Harshal is survived by his wife, parents, two younger brothers and a four-year-old daughter. His family was financially dependent on him. Jayant Patil, senior NCP (SP) politician and local MLA, said, "Fed up with the govt's false promises of employment, the children of ordinary farmers had turned to contracting. Govt has dashed the dreams of these youths who were striving to build their world through hard work. State govt is distributing contracts to win elections despite having no funds in the treasury. Today, contractors across the state are forced to beg and protest at the govt's doorstep to recover their pending dues. This is not the situation of just one department, but of all departments. Contractor don't just support their households; many workers' families also depend on them, but govt seems to have no regard for this. Just as we see farmer suicides, I fear a wave of contractor suicides may begin."
