School principal's ‘misbehaviour' in Singapore: Punjab education secy, director issue ‘contradictory' orders

The Punjab School Education Department has issued two 'contradictory' orders against a Fazilka school principal 'for misbehaving with a woman tour guide during an official teacher training tour in Singapore'.
The order issued by Punjab Education Secretary Anindita Mitra says 'Gautam Khurana, the principal of Government Senior Secondary School in Fazilka, has been suspended', while the one by Director (School Education) Gurinder Singh Sodhi notes 'the complaint has been put under 'daakhil daftar' after issuing a stern warning to the principal'.
Officially, 'daakhil daftar' or filing means a complaint has been disposed of, and no further action will be taken on it. However, the matter has been stored/ archived in government records.
Mitra's order further says the alleged incident took place in the presence of the State Council of Educational Research and Training (SCERT) director, who had accompanied the teachers' group during the training held in Singapore. During the suspension, the 'principal will be posted at the headquarters of the Education Department, Chandigarh', the order reads, adding Punjab Education Minister Harjot Singh Bains 'approved' it.
Notably, Mitra's order mentions two dates — May 8 and May 19.
Meanwhile, Sodhi's order — with the issuance date on May 9 — observes that 'after a reply was received from the principal and related comments were given by the SCERT director, the show cause notice to the principal was 'filed' (disposed of), with a stern warning to the principal to remain careful in future'.
When contacted, both Mitra and Sodhi confirmed issuing their respective orders, but avoided commenting on each other's letters.
About the Director's order, Mitra said: 'Not in my knowledge.'
'I issued the order to file (close) the matter after the SCERT director informed 'the principal had apologised for his behaviour'. I was not aware of the suspension order(s) issued by Secretary madam. Since she is higher in rank, her orders will be implemented,' Sodhi said.

Haryana to chargesheet 80 irrigation officials after samples fail quality tests

The Haryana government has decided to chargesheet 80 officials from the irrigation department after multiple construction material samples from irrigation projects failed quality tests. Haryana Irrigation and Water Resources Minister Shruti Choudhry stated on Wednesday that 48 samples were collected from various ongoing projects, of which 18 did not meet quality standards. Official sources told The Indian Express that as many as 68 officials, ranging from junior engineers to executive engineers, will face chargesheets for major penalties under Section 7 of the Haryana Civil Services Rules. Additionally, 12 superintending engineers will be chargesheeted for minor penalties under Section 8 of the rules. Displeasure notes will also be issued to three chief engineers. The issue pertains to 23 canal rehabilitation projects spread across the state. Minister Choudhry noted that some projects were nearing completion, a phase in which the accountability of officials increases significantly. Following repeated complaints, the department's vigilance wing conducted raids and collected samples, leading to the action. She said that a significant portion of payments had already been made to contractors, adding that authorities would explore ways to recover funds where necessary. Reaffirming the state BJP government's zero-tolerance policy, she emphasised that 'there will be no compromise on the quality of construction material.' About the Kishau Dam project, Choudhry said that it is a national-level project and holds great importance for Haryana. Through this dam, Haryana will not only receive water for irrigation and drinking purposes. The state will get 709 cusecs of water from the Yamuna river through the Kishau Dam, she said.

Citing hospital records and the movement of bodies to two mortuaries for postmortems, the report states that ten additional deaths were recorded between 4:15 pm and 5:15 pm across three central Bengaluru hospitals while the public felicitation was still underway. A grand ceremony honouring the team was held from 4 pm to 5 PM pm the Vidhana Soudha, attended by Governor Thaawarchand Gehlot, Chief Minister Siddaramaiah, Deputy CM DK Shivakumar, and other cabinet ministers. The overlap between the fatalities and the ongoing celebrations has since become a major point of controversy in Karnataka. Adding to the controversy, the Karnataka government told the court that Royal Challengers Bengaluru (RCB) 'invited the whole world" to their June 4 victory parade without obtaining formal permission. The government said that although the event was widely promoted to RCB's 28 lakh social media followers, the organisers only submitted an intimation letter via the Karnataka State Cricket Association (KSCA) on June 3 at 6:30 PM—just hours before the match that confirmed their IPL win. Despite the expected turnout, RCB made a public announcement at 11:30 PM on the same night and followed it with a tweet at 7:01 AM on June 4, outlining the parade route from Vidhana Soudha to M Chinnaswamy Stadium. Citing these details in court, the state argued that no official permission was granted for such a large-scale gathering and held RCB accountable for violating standard protocol.
