
Auckland ratepayers to receive new rating valuations
It comes as the council prepares to roll out a 5.8% average rates increase from July.
The new rating valuations, based on property market trends in May 2024, show variations across property types and locations throughout the region, with industrial, lifestyle, and rural properties bucking the downward valuation trend.
Auckland Council chief financial officer Ross Tucker said the valuations reflect the economic downturn since the previous valuations in June 2021.
"As we know, the last council valuations from June 1, 2021 were completed close to the market peak and between then and May 2024 the economy and property market generally trended down," he said in a media release

"Therefore, as most people would expect, the May 2024 capital values (CVs) are lower than the previous 2021 CVs for many properties."

The new valuations are not intended to accurately reflect current market value.
Instead, they're used to determine how the city's rates burden is shared among property owners, with those whose properties decreased in value less than the 9% average likely to face higher-than-average rate increases.
"If your residential property value has reduced more than the average (-9%) change between the two valuations, you can expect a smaller rates increase than the 5.8%."
The overall capital value movements between the 2021 and 2024 valuations show industrial properties increased 5%, while commercial properties fell 5%.
Lifestyle and rural properties both increased by 4%, while residential properties dropped by 9% on average.

Properties closer to Auckland's central business district generally experienced larger value decreases, with Albert-Eden, Maungakiekie-Tāmaki, Waitematā, Whau and Puketāpapa areas all seeing drops of 13 to 14%.

But, values in areas further from the city centre held up better, with Hibiscus and Bays, Upper Harbour and Franklin experiencing smaller decreases between 1 and 4%.
Auckland Council chief economist Gary Blick explained the context behind the shifts.
"At the time of the 2021 rating valuation in June 2021, the official cash rate had been at an all-time low," he said.
"We saw exceptionally low mortgage rates and strong upward pressure on property prices. The 2021 rating valuation reflected those higher prices.
"In contrast, the 2024 rating valuation in May 2024, occurred when the OCR had been lifted to its recent high of 5.5%. Higher interest rates cooled buyer demand, leading to a decline in property prices.

"Despite that fall, the median house price as at May 2024 was still above the level just prior to the OCR cut of March 2020, and that remains the case today.
"The recent economic cycle – with its unusually steep climb and fall – helps explain why some properties have had swings between the two rating valuations."
Tucker said most Auckland ratepayers will see some degree of rates increase from July 1, with the average annual rates for a residential property valued at $1.29 million set to be $4069 – an increase of $223 per year or about $4.30 weekly.
The valuations do not change how much the council takes in rates, as this is set annually following community consultation. For the upcoming financial year, Auckland Council has approved an overall average rates increase of 5.8% for residential ratepayers.
The new valuations will be available on the Auckland Council website from tomorrow, with formal notices to be posted or emailed from Friday.

Minister for RMA Reform The Government's second RMA Amendment Bill has passed into law, bringing in sweeping changes to many of the handbrakes on New Zealanders' lives, helping to drive economic growth, and laying the groundwork for job creation,' RMA Reform Minister Chris Bishop says. 'The Resource Management Act (RMA) has been holding New Zealand back for decades. It has let successive governments and councils say 'no' to progress, 'no' to development, and 'no' to building the houses, infrastructure, clean energy and other important projects that New Zealanders need to get ahead,' Mr Bishop says. 'Our full replacement for the RMA will be introduced to Parliament this year, be passed into law next year, and be in effect by 2027- but in the meantime, through this Amendment Bill, we're making it quicker and simpler to consent renewable energy, boost housing supply, and reduce red tape for the primary sector. 'The Bill contains five broad packages of changes which will remove roadblocks and cut red tape holding back progress for: Infrastructure and renewable energy Housing, including a streamlined process for removing heritage protections Farming and the primary sector Emergency and natural hazards package Resource Management system improvements 'We also added a new provision which requires Auckland Council to allow even greater housing and development around key stations benefitting from City Rail Link investment, to ensure Aucklanders reap the full benefits of this transformational investment into the city. 'We added changes to ensure a more cost-effective transition between the current RMA and the upcoming new planning system by putting a stop to councils making RMA plan or policy statement changes until the new system is in place in 2027. There will be some exemptions for important work that aligns with Government priorities, or for activities such as managing natural hazards. Auckland councillor and mayoral candidate Kerrin Leoni faced the media for the first time on Thursday morning since releasing her fiscal policy plan . "Three years ago, Wayne Brown swaggered into Auckland, saying that he was going to fix Auckland. "The feedback we're getting is that there has been no fix for Auckland. We've got the same issues happening right across the city, our debt has increased by $1 billion, our rates have gone up by over 20 percent, and Aucklanders are really unhappy with what they're getting at the moment from council." She accused the mayor of not managing council finances well. "Our most significant asset, the Auckland Airport shares is gone, it has been sold, and it's never coming back. "He sold our biggest asset, but has still had to raise rates and increase our debt. I don't think his management of funds has been the best, and we could do a lot better." She said the council's lease on the Ports of Auckland could be under threat if Brown was re-elected. As part of her fiscal plan, Leoni proposed that a 75 percent council majority be met or a public referendum be held before the council sold any of its strategic assets. "We want to ensure we're not selling any more strategic assets in the future. "The Ports of Auckland could still be on the table if Wayne Brown gets back in. There's no legal document regarding the sale of the ports in the future that stops him from doing that. "The North Harbour Stadium is another strategic asset that could be sold under his leadership in the next term. He has talked about that in the past." She conceded that her policy to cut spending on consultants by 40 percent was a goal, and that it might be closer to 30 percent in reality. "Her announcement can't be taken seriously. "She directly voted against plans to reduce spending in the current term. She has not bought solutions to the council table. She has not established any credibility on these issues. "It is concerning that she wants a 'fiscal policy', which is set by central government rather than a council financial plan. If she wants to challenge those settings, she is standing for the wrong office." Leoni also pledged to cap rates rises to below or at the inflation rate from the second year of her term if elected. When asked by RNZ if he would match this, Brown said he would continue to keep rates as low as possible. "Her promise doesn't match her voting record on council. Mine does. I have kept rates as low as possible through reducing wasteful spending, driving down costs, and improving asset performance. That's my renewed pledge." In response to the mayor's comments, Leoni said all Auckland councillors had voted to reduce spending. "In terms of solutions, one clear solution we voted on to save money for Aucklanders was the $50 cap for public transport in the city."

The mortgage rate cutting merry-go-round is in full swing as a third major bank moves to lower its home loan rates. Kiwibank said from today it was dropping some of its fixed home loan and term deposit rates ahead of an expected Official Cash Rate (OCR) cut next week. The bank's special one-year fixed mortgage rate will decrease 10 basis points (bps) to 4.79%, matching moves this week by ANZ and BNZ. Kiwibank is cutting its special two-year fixed term rate by 6bps to 4.89%. The largest drop is a 20bps cut to its six-month special (5.09%) and standard (5.99%) rates.
