Singapore Launches Enhanced Stars Package For Timor-Leste
SINGAPORE, July 14 (Bernama) -- Singapore on Monday launched the enhanced Singapore–Timor-Leste ASEAN Readiness Support (STARS) package to support the country's integration into the regional bloc and its long-term development.
Prime Minister Lawrence Wong said the enhanced package will include tailored support to facilitate Timor-Leste's accession to key ASEAN agreements, specialised training in areas aligned with the country's national priorities, and leadership development programmes and scholarships for the next generation of leaders.

'Timor-Leste's upcoming accession to ASEAN is a significant milestone, both for your country and for ASEAN.
'Singapore looks forward to welcoming you warmly to the ASEAN family, and we will continue to stand with you on this journey,' Wong said at the official lunch he hosted in honour of Timor-Leste's Prime Minister Kay Rala Xanana Gusmao on Monday.
Wong said Singapore launched STARS in 2002, a specially customised package to empower Timorese officials with the knowledge and skills needed for ASEAN membership.
According to Singapore's Foreign Ministry, over 1,100 Timorese officials have, to date, participated in courses under the Singapore Cooperation Programme and the STARS package.
Gusmao arrived in Singapore on Sunday for his second official visit to the city-state, which continues until Wednesday.
He is accompanied by Vice Prime Minister, Minister Coordinator for Economic Affairs, and Minister of Tourism and Environment Francisco Kalbuadi Lay, as well as Minister of Foreign Affairs and Cooperation Bendito dos Santos Freitas.

KUCHING: Sarawak will supply Sabah with 30MW of electricity starting August 2025 and this grid will also eventually connect to Brunei Darussalam as part of the Borneo Grid which it prioritises before realising supplying to the Asean Grid – to Singapore and the Philippines in future. Sarawak is supporting Malaysia in advancing the Asean Power Grid by realising an 'Interconnected Borneo' first. Malaysia is the Chairman of Asean this year. Advertisement Its plan for the Peninsular Malaysia and Singapore Interconnection is 1,000MW each from the mid-2030s via a 700-km submarine cable. 'Sarawak has been exporting 100 to 200MW of electricity since 2016 through the West Kalimantan Interconnection,' revealed Datuk Sharbini Suhaili, Group Chief Executive Officer Sarawak Energy Berhad at the International Energy Week 2025, at the Borneo Convention Centre Kuching (BCCK). The event is dubbed 'Borneo's Biggest International Energy Expo & Summit', themed: 'From Sarawak to the World: Journey to Clean Energy Leadership'. Sharbini is proud that Sarawak has put Malaysia on the world's map as a sustainable source of renewable clean energy, and by this role, the largest state in Malaysia is recognised for its leadership in green energy. Panel speaker, Puah Kok Keong, the Chief Executive of Energy Market Authority of Singapore noted that Sarawak has the lowest electricity tariff in Malaysia. He said whilst Singapore's electricity tariff is at Singapore 30 cents, Sarawak Energy offers the lowest unsubsidised tariffs in Malaysia and among the most competitive in the Southeast Asia region for organic residential, industrial and commercial customers averaging 28 sen/kWh, as its energy landscape comprises of a balanced capacity mix of 60 per cent renewable energy. Sarawak's unique energy landscape enables the state to be at the cusp of a transformative clean energy era. While the state is powered by predominantly renewable hydropower, it is also advancing alternative renewable energy like solar, biomass, etc. This afforded Sarawak Energy an opportunity to diversify its customer base and market besides the sharing of generation of renewables capacity. This facilitates regional energy trading, optimal resource utilization and promotes renewable energy integration. It also has abundant indigenous gas and coal resources for energy security and reliability of supply. Nevertheless, the state is on course to phase out coal from energy mix in future. Sharbini said 'Sarawak Energy is committed to achieving balanced energy development, focusing on energy security, sustainability and affordability to drive sustainable socioeconomic transformation in Sarawak.' Sarawak is harnessing its renewable hydropower with its Batang Ai (94MW since 1985), Bakun (2,520MW since 2011) which is the largest in Southeast Asia, Murum (944MW since 2014), and Baleh (1,285MW to be fully commissioned in 2030) to realize the Borneo grid before exporting surplus electricity to Singapore and West Malaysia. 'All hydropower facilities operated by Sarawak Energy are guided by the International Commission on Large Dams (ICOLD) and the Hydropower Sustainability Standard (HSS),' Sharbini said as he elaborated on the strategic importance of enhancing energy connectivity across Asean nations to create a resilient, efficient and integrated energy network. He called on Asean governments to allow the private sector to drive this energy transformation across Asean with support for fundings. Singaporean Puah Kok Keong revealed that the Singapore government has allocated some S$10 billion to the Singapore Future Energy Fund which must be spent prudently for this purpose. Facelift planned for Labuan beach to boost tourism

She said a development plan was being drafted to rejuvenate the beach, which was renowned for its stunning sunset views, weekend family outings, and seasonal kite festivals. 'The redevelopment of Layang-Layangan beach is part of our broader commitment to upgrade and add value to Labuan's tourism destinations,' she told Bernama after welcoming travellers from Kota Kinabalu at the Labuan International Ferry Terminal. 'We are still in the planning stage but the intention is clear to rejuvenate the popularity of this beach and make it more attractive for both locals and tourists,' she said. Dr Zaliha said the facelift would not only enhance the visitor experience but also benefit local hawkers in the area. 'This initiative will create a better environment for small traders and food vendors at the beach, which in turn helps improve the local economy,' she highlighted. She stressed the Federal Government's commitment to strengthening Labuan's tourism potential. 'We will continue to identify and develop attraction sites across the island to support Labuan's positioning as a vibrant tourism hub. 'The planned upgrade is expected to include improved amenities, beautification works and enhanced public facilities to accommodate the growing number of beachgoers.' Dr Zaliha added that the redevelopment was part of Labuan Corporation's ongoing tourism enhancement programme under the purview of the Federal Territories Department.

State aims to expand connectivity across globe

Having drawn some eight million hotel guests last year, Penang is looking to expand its connectivity, says Penang tourism and creative economy committee chairman Wong Hon Wai. He said the state's Unesco World Heritage and Unesco Biosphere Reserve status, coupled with vibrant street food scene and lively cultural scene, had made it a favourite with travellers. A key driver of this growth is low-cost airline AirAsia, which currently operates 239 weekly flights to Penang. Wong expressed optimism that this network would continue to expand. 'From the first half of this year alone, AirAsia has carried over 1.8 million passengers through Penang, connecting us across the region. 'The airline connects Penang to seven international cities, namely Bangkok, Medan, Jakarta, Surabaya, Shenzhen, Singapore and Ho Chi Minh City, as well as five domestic cities which are Johor Baru, Kota Kinabalu, Kuala Lumpur, Kuching and Langkawi. 'Based on airport data, the airline contributes 38% of passenger aircraft arrival at Penang International Airport,' he said during a press conference at a hotel in Persiaran Gurney. Wong said he had also signed letters and made proposals for new routes and believed the airline would give due consideration to them. In a separate development, Wong said AirAsia was calling for participation for its RedRun event featuring 3km, 5km and 10km categories to be held on Sept 28. 'Penang has emerged as a favourite sporting hub. 'Almost every week, there are running, cycling or other sports events in Penang. 'We hope this event will draw greater regional participation and further elevate Penang as a leisure and lifestyle destination,' he said. AirAsia Malaysia chief executive officer Datuk Captain Fareh Mazputra said the RedRun event celebrated the spirit of travel, local culture and togetherness. 'After a great reception in Indonesia, we are proud to bring the next edition to Penang, a city that represents the heart of our operations and our commitment to community,' he said. Registration for the run, which aims to attract 5,000 participants, is now open. Registration will close on Aug 18.
