Tech and talent: Defence Ministry must invest in workforce to stay ahead, says minister
KUALA LUMPUR, April 28 — The Defence Ministry is urged to plan and invest appropriately to ensure that its workforce's capabilities are in line with current technological advancements.
Its minister, Datuk Seri Mohamed Khaled Nordin, said advanced technology alone is insufficient without a skilled and dedicated workforce to support it.
He said that in an era rapidly advancing with disruptive technology, service efficiency heavily relies on the ability to utilise technology and efficient digital systems.
'Comprehensive modernisation of service systems is no longer an option but a pressing necessity for delivering faster, more sustainable and competitive services.
'Automation, artificial intelligence (AI), big data and system integration will help reduce manual task burdens and prevent resource wastage,' he said at the ministry's Excellent Service Awards and Recognition Ceremony here today.
His speech text was read out by Defence Ministry secretary-general Datuk Lokman Hakim Ali.
Also present were Chief of Defence Force General Datuk Mohd Nizam Jaffar and Navy Chief Admiral Datuk Zulhelmy Ithnain.
Mohamed Khaled said through technology and digitalisation, his ministry not only enhances service efficiency but also better prepares to face the increasing demands and challenges of the evolving public service sector.
At the event, 304 civil servants from the ministry and 45 officers and personnel from the Malaysian Armed Forces (MAF) were honoured with the Excellent Service Award 2024.
Also recognised were 49 ministry staff who retired last year.
For the year 2024, a total of 877 civil servants from the ministry and 9,569 MAF officers and personnel from the three branches of service — the Malaysian Army, Royal Malaysian Navy and Royal Malaysian Air Force — including 153 retirees, were celebrated for their services. — Bernama

Court of Appeal allows govt's appeal in armed forces pension adjustment case
PUTRAJAYA: The Court of Appeal today allowed the appeal by the government and three others to overturn a High Court's ruling that had previously favoured 50 retired Malaysian Armed Forces (MAF) personnel in a pension adjustment dispute. In a unanimous decision, the three-member panel chaired by Justice Datuk Hashim Hamzah ruled that the military personnel failed to prove that the Malaysian government, the prime minister, the defence minister and the Malaysian Armed Forces Council had breached the provisions under the Federal Constitution. "We find there is merit in the defendants' appeal that warranted appellate intervention," said Hashim, who sat with Justices Datuk Wong Kian Kheong and Datuk Ismail Brahim. The judge said the defendants cannot be said to be breaching Article 147 of the Federal Constitution as they have not placed the plaintiffs in a less favourable position. The court allowed the appeal with no orders as to legal costs. Wong, who wrote a supporting judgment, said two documents, namely, Garis Panduan Pelaksanaan Pindaan Syarat-Syarat Perkhidmatan ATM dated Jan 17, 2013, and Surat Pelaksanaan Kesetaraan Pangkat dan Penambahbaikan Jadual Gaji Minimum Maksimum bagi Perkhidmatan ATM di bawah SSM dated March 14, 2013, were not salary adjustment but were amendments to the terms of service for serving members of the MAF. He said that the objective is to improve the salary scheme for serving members and not to discriminate against retirees who retired before Jan 1, 2013. Wong also said that there was no unequal treatment between pensioners who retired before Jan 1 and those who retired after Jan 1, 2013, as pension adjustments were not made for retirees after Jan 1 that year. On Feb 5 last year, the High Court ruled that all military personnel who retired before Jan 1, 2013, are entitled to have their pensions adjusted to the rates and methods applied to the retirees who retired after Jan 1, 2013. The 50 military personnel of various ranks filed an originating summons in the High Court on Nov 17, 2022, seeking a declaration that the government had violated the provisions in Federal Constitution read together with Section 187 of the MAF Act 1972 for their respective failures to implement new pension adjustments for the MAF retirees who retired before Jan 1, 2013. They claimed that the government's failures to implement the pension adjustments had caused a significant pension gap between the MAF retirees who retired before Jan 1 and those who retired after Jan 1, 2013. In today's proceedings, Federal Counsel M. Kogilambigai appeared for the government while lawyer Mohamed Haniff Khatri Abdulla represented the retired personnel. After the court proceeding, Haniff Khatri told reporters that he would study the court's grounds of judgment before deciding whether to bring the matter up to the Federal Court. – Bernama

Perhebat helps veterans transition to civilian jobs
SUNGAI BULOH: Defence Minister Datuk Seri Mohamed Khaled Nordin said around 72 per cent of veterans who completed transitional training programmes under the Ex-Servicemen Affairs Corporation (Perhebat) have secured employment. The Perhebat training programme provides a structured pathway to help retiring military personnel adapt to civilian life and employment by equipping them with new skills and knowledge. Khaled said those who completed the programme went on to become entrepreneurs or self-employed, while some secured jobs in the labour market. "If we look at the country's New Industrial Master Plan, by 2030, the nation aims to have six million skilled workers, and I believe many military personnel can fulfil that need," he said at the Dewan Jubli Perak, Kompleks Perhebat, Kem Sungai Buloh. Khaled said the Perhebat programme will continue to engage industry players by offering an experienced, skilled and competitive workforce, while remaining agile, open and performance-driven. While the employment rate's increase from last year is encouraging, there is still room for improvement, he said. "This means we must always be open to reviewing the content of the training, the curriculum used, and the transition training process. It must align with current market trends. It must be up to date and not outdated," Khaled added. In conjunction with the event, 3,473 Malaysian armed forces personnel completed the Transition Training programme, and 514 personnel and veterans received the Malaysian Skills Diploma.
