City's ISBTs will be revamped into world-class passenger terminals: CM
In a high-level meeting held by Chief Minister Rekha Gupta and Transport Minister Pankaj Kumar Singh, along with other top officials from the transport department, a slew of developments, including the introduction of a larger number of public buses, the upgradation of bus shelters, the issuance of unified travel cards, and the revamp of ISBTs, were finalised.
This announcement comes after the State government noted that the severely loss-making DTC requires an overhaul.
Following this, the Delhi government collaborated with IIT Delhi to rationalise routes for both the 9-metre and 12-metre Delhi Electric Vehicle Interconnector (DEVi) buses, alongside increasing the number of both fleets of buses. 'Both small and large [DEVi] buses' numbers are being increased, and the new routes are being strategically planned to enhance accessibility for commuters. Our government envisions DTC as a symbol of excellent transport service in Delhi,' she said.
Stating that this plan is intended to improve bus connectivity in underserved localities and ensure better integration with metro services, Ms. Gupta said that a pilot project will be initiated in Yamuna Vihar, following which the model will be implemented across the city.
The Delhi government has also decided to introduce unified smart travel cards for all modes of public transport in Delhi. 'This card will enable seamless travel across DTC buses, Delhi Metro, and the upcoming Regional Rapid Transit System (RRTS),' said Ms. Gupta.
She also announced that a special Pink Card for women and transgender commuters will be introduced, which will allow them free travel in DTC buses.
Meanwhile, the CM also announced the modernisation of Bus Queue Shelters (BQS) across the capital. 'All BQS will be upgraded with real-time arrival displays, LED lighting, digital boards, solar power support, and weather-resistant designs,' she said.

Delhi govt to review 20 years of arbitration cases exceeding Rs 1 crore
The Delhi BJP government has instructed the Public Works Department (PWD), Water and Irrigation and Flood Control (I&FC) departments to submit records of all arbitration cases involving claims exceeding Rs 1 crore from the past 20 years. This comprehensive audit aims to assess the extent of financial losses arising from legal disputes and bring transparency to how public funds were spent or lost in the last two decades, said officials. This comes a day after Chief Minister Rekha Gupta directed the Anti-Corruption Branch (ACB) to probe irreugularities in the construction of the Barapullah Phase III corridor and the arbitration case that arose due to delays. Accusing the then AAP government of corruption, Gupta had highlighted that the project, scheduled for completion in October 2017, was repeatedly delayed and eventually ran into arbitration. 'The ruling favoured the contractor with an award of Rs 120 crore. When the payment was withheld, the company approached the High Court, which, in May 2023, ordered the PWD to pay Rs 175 crore, including interest and GST. The sum was subsequently paid during the tenure of then-PWD Minister Atishi,' read a statement from the CM's Office (CMO) issued on Monday. The three departments, which manage roads and drains, have been asked to provide year-wise and award-wise data — including the total number of arbitration cases exceeding Rs 1 crore; cases decided against the government, along with brief descriptions; the amount paid or losses incurred in such cases; and the number of appeals filed before making payments. 'This audit comes amid mounting concerns over repeated legal setbacks in infrastructure and civil works, many of which have resulted in heavy payouts to private contractors,' said officials. Earlier, PWD Minister Parvesh Sahib Singh had announced the removal of arbitration clauses from the department's new contract conditions. This means that any future disputes between the department and contractor will be settled exclusively in court. 'Public funds must be treated as sacred. For years, departments have settled claims through arbitration without exhausting legal options — this won't continue. We are auditing two decades of arbitration history to identify who was responsible and why legal battles were surrendered. Importantly, I have now removed the arbitration clause from PWD contracts. If there's a dispute, let it go to court. No easy money through arbitration anymore,' Singh said. Officials said that this strategic shift is expected to act as a strong deterrent to frivolous claims and force all stakeholders — government and contractors alike — to approach project disputes with more seriousness and legal preparedness. 'With this 20-year review, the Delhi government aims to establish structural reforms in contract enforcement and legal strategy — preventing future financial haemorrhage and reinforcing public trust in governance,' said officials.

Women In Delhi Can Now Work Night Shifts In Shops, Commercial Establishments
New Delhi: Women in Delhi can now legally work night shifts in shops and commercial establishments, with the government easing long-standing restrictions under the Delhi Shops and Establishments Act. Chief Minister Rekha Gupta announced the decision on Tuesday, saying that the policy will boost women workforce participation and expand the city's potential as a 24x7 economy. The government plans to amend Sections 14, 15, and 16 of the 1954 Act, which currently prohibit women from working night hours, defined as between 9 pm and 7 am in summer and 8 pm to 8 am in winter. Once the change is in effect, these restrictions will no longer apply, allowing businesses to employ women in round-the-clock operations, provided they follow strict safety and workplace requirements. "This is a step toward increasing women's participation in the workforce while ensuring their safety and dignity at the workplace," Chief Minister Gupta said. "We are not just changing a rule, we're also creating a framework where women feel secure and supported during night hours," she added. Safety Protocols Mandatory The new policy comes with non-negotiable conditions for employers. Written consent from women employees will be required before assigning night shifts. The establishments must provide secure transportation for night duty, round-the-clock CCTV coverage, an adequate number of female security personnel, and an Internal Complaints Committee under the POSH (Prevention of Sexual Harassment) Act, restrooms, lockers, and break rooms and wages must be paid via bank or ECS, and all legal benefits like ESI, Provident Fund, bonuses, weekly offs, and overtime pay will be mandatory. Policy Awaiting Lt Governor's Approval The proposal will be sent to the Lieutenant Governor for final approval. Similar policies are already in place in states like Haryana, Telangana, Madhya Pradesh, and Tamil Nadu. Delhi's move follows months of internal discussions and demands from industry bodies looking to expand night-time operations. "This will help establish Delhi as a 24x7 business hub and also contribute to improving the capital's Ease of Doing Business rankings," the Chief Minister said.

Monsoon session of Delhi Assembly from August 4: School fee regulation bill on agenda—Here's what else to expect
Lieutenant Governor VK Saxena on July 28 issued an order for commencing the Monsoon session of Delhi Assembly from 4 August, which will be the first for Rekha Gupta-led Delhi government after forming the government in February this year. The school fee regulation bill is on the agenda when it begins. 'In exercise of the power conferred upon me by Section 6(1) of the Government of National Capital Territory of Delhi Act, 1991 (Central Act No.1 of 1992), I, hereby summon the Third Session of the Eighth Legislative Assembly of the National Capital Territory of Delhi to meet at Assembly Hall, Old Secretariat, on Monday, the August 4, 2025 at 2 p.m," he stated. The session will run for five days. It will shift to digital, with completely paper-less rollout under the National e-Vidhan Application (NeVA), according to officials. For that, a three-day practical training programme for MLAs kicked off on Monday, July 21, at the Vidhan Sabha Complex. A total of 18 computer systems have been installed for the sessions, with expert trainers from the Ministry of Parliamentary Affairs guiding legislators from July 21 to 23. The NeVA initiative is moving forward consistently and is anticipated to be finalised before the monsoon session starts. This will greatly improve the digital transformation of legislative operations, allowing smooth electronic access to parliamentary sessions and official records. 2. The Bharatiya Janata Party (BJP) govt in Delhi will likely to introduce important bills and policies. One of which is Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, officials said. The Cabinet-approved ordinance from April 29 introduces stringent penalties for schools that arbitrarily hike fees, including the potential loss of the right to propose future fee revisions. For a first offense, schools may be fined between ₹ 1 lakh and ₹ 5 lakh, while repeat violations carry increased fines ranging from ₹ 2 lakh to Rs10 lakh. If a school fails to refund the fees within the designated timeframe, the ordinance mandates that the fine will double after 20 days, triple after 40 days, and continue to rise with every additional 20-day delay. The draft also targets individuals involved in repeated violations, barring them from holding official positions within the school management. Furthermore, school management may lose their privilege to propose fee revisions going forward. 3. 'We will highlight achievements of the government in the House and raise issues related to people's welfare,' Abhay Verma, the chief whip of the ruling party, stated. Meanwhile, Aam Admi Party (AAP) MLA Atishi mentioned the parents of school children are "angry and helpless." She blamed the BJP government for "openly" aligning with private school managements while "ignoring" their "plight".
