Rollback new kharif paddy registration norms: Odisha Farm body

BARGARH: Protests against the revised kharif paddy procurement registration policy continued to escalate as the Paschim Odisha Krushak Sangathan Samanwaya Samiti (POKSSS) voiced strong opposition to the state government's new guidelines on Saturday.
The POKSSS demanded immediate rollback of the revised paddy procurement registration policy, warning of intensified protests across western Odisha.
Addressing a press conference at Bargarh, POKSSS convenors Lingaraj and Ashok Pradhan alleged that the new norms requiring biometric and iris scans, OTP verification and submission of legal heir documents of all the persons named in the land records are impractical for farmers, especially at a time when they are already engaged in peak agricultural activity.
'The process is so burdensome that nearly 70 per cent of genuine cultivators may be excluded from selling their paddy at government mandis,' the leaders said.
Questioning the timing and intent of the policy, they alleged farmers are being forced to run between revenue inspector and tehsil offices for verification instead of being provided benefits like the promised bonus of `800. The farmer's body demanded immediate withdrawal of the new norms and reinstatement of a simple, farmer-friendly system that does not penalise anyone for documentation hurdles.
'The recent changes in kharif registration have triggered confusion and anxiety among farmers. We see this as a deliberate conspiracy to overcomplicate the process so that many farmers opt out of the registration process. This will ease the government's burden of paying the input subsidy introduced last year,' Lingaraj said.
Pradhan said that field reports indicate even genuine cultivators are struggling to complete the biometric and OTP-based verification due to lack of access, internet connectivity, or outdated mobile registrations. Accusing the state government of plotting to deny procurement benefits to farmers under the pretext of transparency reforms, Pradhan warned that if the government failed to revise the guidelines and restore a practical, inclusive system, protest will be intensified across the region.
On Thursday, Bargarh's BJD unit also demanded policy withdrawal, warning of mass agitation.

Chennai: Calling it frivolous and publicity-seeking, Madras high court has dismissed a PIL seeking action against seven former judges of the high court for 'interfering' with the judicial process by addressing a letter to Justice G R Swaminathan. The letter asked him to refrain from initiating contempt action against an advocate. The court also imposed 10,000 as fine on petitioner Varaaki. "This plea is nothing but a publicity-seeking litigation. The issue will be dealt within the administrative side of the court. We do not want people like you to poke your nose into such matters," the first bench of Chief Justice Manindra Mohan Shrivastava and Justice Sunder Mohan said on Wednesday. "Irrespective of the merits of the pending cases before the court, we are not convinced with the submission made by the petitioner that such letters or communication, if any, sent by any person, including the former judge as named in the petition and impleaded as respondent, are intended to influence judicial proceedings," the court said. 1 2 Cuttack: Taking serious note of alleged misuse of the national emblem, Orissa high court on Tuesday appointed two senior advocates as amici curiae to assist in checking such instances and promoting public awareness about the symbol's legal and symbolic sanctity. The order came in response to a PIL filed by a Ganjam-based NGO on Dec 27, 2024, seeking strict action against unauthorised and incorrect usage of the national emblem. The division bench of Chief Justice Harish Tandon and Justice M S Raman observed that several instances cited in the petition clearly reflect violations of the State Emblem of India (Prohibition of Improper Use) Act, 2005. "The court has the power to direct action against violators, but the larger issue of public awareness must also be addressed," the bench observed, adding that the emblem's misuse stems from ignorance among both citizens and officials. Senior advocates — Manoj Kumar Mishra, president of the Orissa High Court Bar Association, and Subir Palit — have been appointed amici curiae "to assist the court in achieving the main object, more particularly, the prevention of misuse of the State Emblem of India and spreading of awareness amongst the people".
