
MP Mallu Ravi Highlights Bhū Bhārati Act as a Comprehensive Solution for Farmers' Land Issues at Awareness Meet in Alampur
Gadwal: Dr. Mallu Ravi, Member of Parliament from Nagarkurnool, stated that the newly introduced Bhoo Bharati Act – 2025 is designed as a comprehensive solution for the various land-related challenges faced by farmers. He emphasized that the Act would serve as a protective shield for the farming community.
Addressing an awareness conference on the Bhoo Bharati Act held at the BRS Function Hall in Alampur, MP Mallu Ravi participated alongside Alampur MLA Vijayudu and District Collector B.Y. Santosh. The event was organized to provide a detailed explanation of the features of the new Act and to clear doubts raised by farmers.
Dr. Mallu Ravi highlighted that the Bhoo Bharati Act, launched on the occasion of Dr. B.R. Ambedkar's birth anniversary, is a revolutionary initiative by the Telangana State Government to resolve long-standing land disputes and bring justice to farmers. 'Many farmers previously faced severe hardships with the Dharani portal system, running from pillar to post in government offices, only to be left helpless,' he said.
He added that Chief Minister Revanth Reddy's government has taken up the task of implementing Bhoo Bharati with a pro-farmer approach. The Act especially aims to resolve pending issues related to Sadabainama lands and includes detailed provisions after extensive research and consultations. Mallu Ravi promised weekly reviews of land issue resolutions with the Collector, Tehsildars, and relevant officials, which he himself would oversee.
Criticizing the previous government, he said it pushed the state into Rs. 8 lakh crore in debts, and despite this financial burden, the current government is fulfilling its promises to the people. Some key welfare and development initiatives mentioned by the MP include:

District Collector B.Y. Santosh stated that the Bhoo Bharati Act replaces the Dharani system, providing farmers with clear ownership rights and speedy resolution of land disputes. He explained that the Act contains 23 Sections and 18 Rules, and a new digital system called 'Bhoodar' is being developed to include comprehensive details like land boundaries, dimensions, and ownership—similar to Aadhaar for land.

RAIPUR: Chhattisgarh Chief Minister Vishnu Deo Sai held a detailed meeting with Prime Minister Narendra Modi in New Delhi regarding the implementation of the multipurpose Bodhghat Dam Project and the Indravati-Mahanadi Interlinking Project. CM Sai proposed that both initiatives be taken up as national projects, highlighting their strategic importance for the holistic development of the Bastar region. Chief Minister Sai said that Bastar, having been severely affected by Naxalite violence for decades, has lagged behind in irrigation infrastructure. To bridge this gap and boost regional development, the state government is prioritizing these two key projects. During the meeting, CM Sai emphasized the strategic importance of these projects for Bastar, which has long suffered from Naxalite violence and underdevelopment. He informed the Prime Minister that of the total 8.15 lakh hectares of cultivable land in Bastar, irrigation facilities currently cover only 1.36 lakh hectares, highlighting the urgent need for expansion. According to CM Sai, the Bodhghat Multipurpose Dam Project, proposed on the Indravati River — a major tributary of the Godavari — will be transformative for Bastar. Although the project was mentioned as far back as the 1980 award by the Godavari Water Disputes Tribunal, it had remained unimplemented due to its remote location and security challenges. While other states have executed similar projects mentioned in the same award, Bodhghat remained unrealized — until now. Doubling the Pace of Development in Bastar Officials told TOI that Bodhghat project is expected to significantly expand irrigation facilities and catalyze Bastar's overall development. It will facilitate irrigation across 3.78 lakh hectares in the Kharif and Rabi seasons, generate 125 MW of hydroelectric power, ensure 49 million cubic meters of drinking water, and support an annual fish production of 4,824 metric tonnes — thereby creating multiple livelihood opportunities. The Indravati-Mahanadi Interlinking Project will enable irrigation across more than 3 lakh hectares of land, including 50,000 hectares in Kanker district alone. Combined, both projects are expected to bring irrigation to approximately 7 lakh hectares of farmland across the Bastar division — a game-changer for agriculture, water security, and employment in the region. The Bodhghat Dam is proposed on the Indravati River, which flows for 264 km within Chhattisgarh. The dam site is located about 8 km from Barsur village in Geedam block of Dantewada district and around 100 km from Jagdalpur city. Officials told TOI, the total estimated cost for both projects is Rs 49,000 crore — Rs 29,000 crore for Bodhghat Dam and Rs 20,000 crore for Indravati-Mahanadi link. The plan includes civil irrigation works and hydroelectric power infrastructure. The dam will have a usable water storage capacity of 2009 million cubic meters and a total capacity of 2727 million cubic meters, with a full reservoir area of 10,440 hectares. Bodhghat Dam Project will directly benefit 269 villages in Dantewada, Bijapur, and Sukma districts. Meanwhile, the Indravati-Mahanadi project will expand irrigation facilities to several villages in Kanker district. Raghubar slams govt for non-implementation of PESA Act
Dumka: Former chief minister Raghubar Das on Saturday criticised the state govt for being indifferent towards the implementation of the Panchayats (Extension to the Scheduled Areas) (PESA) Act, 1996, in the state. Das said, "The tribal society has been deprived of the benefits of the Union govt funds due to the non-implementation of the PESA Act though the community comprises the major support base of JMM, which is the ruling party in the state govt coalition. Jharkhand lost the Rs 1,400crore allotted by the central finance commission in the 2024-25 financial year as the state govt failed to introduce the PESA Act during its subsequent terms. The situation persisted even after JMM promised the electorate to implement the PESA Act in its election manifesto." "The implementation of the PESA Act would ensure 'Abua Raj' in real term as it would provide the traditional self-rule system of the tribal society a legal status in the 13 districts, comprising 112 blocks, which fall under the scheduled areas. New Delhi, Jun 7 (PTI) Preventive detention is an extraordinary power in the hands of the state that must be used sparingly, said the Supreme Court as it set aside an order to detain a man indulging in money lending in Kerala. Noting that the power of preventive detention finds recognition in the Constitution under Article 22(3)(b), the bench said, 'The provision for preventive detention is an extraordinary power in the hands of the state that must be used sparingly. It curtails the liberty of an individual in anticipation of the commission of further offence(s), and therefore, must not be used in the ordinary course of nature.' The bench said the contention of the detaining authority that the detainee, Rajesh, who used to run a private financing company called 'Rithika Finance', was violating the conditions of bail imposed upon him in the cases that have been considered for passing the order of detention. It said that pertinently, no application has been filed by the respondent in any of the four cases, alleging violation of such conditions, if any, and moreover, have not even been spelt out during the hearing of the case filed by his wife against the Kerala High Court order, which affirmed the preventive detention order of the Palakkad district magistrate. 'Keeping in view the above expositions of law, we have no doubt that the order of detention cannot be sustained. The circumstances pointed out in the order by the detaining authority may be ground enough for the state to approach the competent courts for cancellation of bail, but it cannot be said that the same warranted his preventive detention. 'We clarify that if such an application for cancellation of the detainee's bail is made by the respondent – state, the same must be decided uninfluenced by the observations made hereinabove,' the bench noted. It referred to the provisions of the Kerala Anti-Social Activities (Prevention) Act, 2007, and said that the object of the statute was to provide for effective prevention of certain anti-social activities in the state. The bench said Section 2(j) of the state law defines 'goonda' as a person who indulges in activities that are harmful to the maintenance of public order, either directly or indirectly, and includes persons who are bootleggers, counterfeiters, drug offenders, and loan sharks, among others. The bench also said that under Section 3 of the Act, the district magistrate so authorised or the government may pass an order directing detention of a 'known goonda' to prevent commission of antisocial activities within the state of Kerala. 'Coming to the attending facts and circumstances, we are of the considered view that the exercise of power under Section 3 of the Act was not justified in law,' the top court said, as it noted four cases lodged under the Kerala Money Lenders Act, 1958, cited by the police for recommending preventive detention to the district magistrate. The police stated that the detainee was a 'notorious goonda' in the district and a threat to the society at large. Aggrieved by the order of his detention dated June 20, 2024, Rajesh's wife filed a writ petition before the Kerala High Court assailing the order and praying for a writ of habeas corpus to the state against the 'illegal' detention of her husband. The high court on September 4 last year affirmed the order of preventive detention. Aggrieved by the order, the detainee's wife moved the top court challenging the decision.
