Resume MGNREGA in West Bengal: Calcutta HC to Centre
The Calcutta High Court on Wednesday ordered that the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which has been stalled in the state for three years following allegations of corruption, be restarted from August 1.
During the hearing, Chief Justice T S Sivagnanam observed, 'No central project can be sent to the cold storage forever. The Centre can impose any kind of conditions to prevent corruption.'
The state government has alleged that the Centre withheld wages for the scheme, while the central government claims there was widespread corruption in its rollout in Bengal.
The Bench ordered that the Centre can impose special conditions only for West Bengal.
The court further observed, 'If the Centre wants, it can send money directly to the account of a specific person through the central portal. The Centre can carry out necessary surveillance to prevent corruption. In addition, the Centre can continue investigations in all districts of the state.'
The matter will be heard again after August 15.
Alleging that wages had not been paid since December 2021, the West Bengal Agricultural Workers' Association had petitioned the High Court, requesting that outstanding dues be settled. Opposition leader Suvendu Adhikari of the BJP had then filed a case alleging embezzlement in the project. He also requested the court to order a CBI investigation.
In March 2022, the Centre announced that it would cease funding by exercising its powers under Section 27 of the MGNREGA Act.
In June 2023, the central government's lawyer said that the decision to stop the project was taken after examining the action taken report provided by the state.

1 2 Kolkata: The Calcutta High Court on Wednesday directed Centre to resume the 100 days' work programme in Bengal from Aug 1, saying the scheme could not be "put in cold storage for eternity". The scheme (the Mahatma Gandhi National Rural Employment Guarantee Scheme) has been suspended in Bengal for close to three years. A person who obtained wages illegally or under fictitious names could not go free and had to be dealt with firmly, Chief Justice T S Sivagnanam said. "But what about those who did the work genuinely?" he asked, observing: "A line should be drawn and a cut-off date announced." Centre could impose special conditions, restrictions and regulations to check irregularities and for the recovery of money misappropriated in the past, the division bench of CJ Sivagnanam and Justice Chaitali Chatterjee (Das) said. There should be a "transparent procedure" in place to ensure disbursal of wages and utilisation of funds, the CJ added. Centre had sufficient powers to inquire into the irregularities and take action, as was done in at least four districts, he said. "(But), at this juncture, the court is concerned with the prospective implementation of the scheme," he said, observing that the Centre was empowered to issue "whatever special directives (needed) to plug whatever happened three years ago". The bench directed the state to comply with Centre's directives and said they would be "non-negotiable". State advocate-general Kishore Datta submitted that the centre in 2016 introduced a National Electronic Transfer portal by which wages were directly transferred to beneficiaries' bank accounts. The bench also took note of additional solicitor-general Ashoke Kumar Chakraborty's submission that the state had deposited recoveries in the nodal officer's state account but had not transferred the money to the Consolidated Fund of India as stipulated by law. The division bench fixed the next hearing on any day after Aug 15.

Lokesh urges central support for HC bench, edu reforms in AP
Vijayawada: Minister Nara Lokesh on Wednesday urged Union minister for law and justice Arjun Ram Meghwal to help set up a high court bench at Kurnool. Lokesh met Meghwal on Wednesday as part of his Delhi tour and explained the necessity for a high court bench in view of the long-pending demand and practical difficulties faced by people from the Rayalaseema region. Lokesh also met several union ministers on the first day of his two-day visit to the national capital. In the meeting with Union minister for education Dharmendra Pradhan, Lokesh explained the structural reforms being brought for the Andhra model of education, with a special focus on learning outcomes. He also explained the Learning Excellence in Andhra Pradesh (LEAP) system, the one class one teacher initiative in 9,600 model primary schools, and the upgrading of 700 upper primary schools to high schools. To bring transparency into the system, legislation was introduced for teacher transfers, and star ratings are being given to schools based on performance. Lokesh said the state govt is planning to bring unified legislation for strengthening higher education in universities. He said that with the effective implementation of Swayam, Swayam+ Samarth programs, the gross enrolment ratio increased from 36% to 50% in higher education. The AI University, sports university, and international law university, which are to be set up, will further strengthen higher education in AP, he said. Lokesh also sought the Centre's cooperation in setting up food processing industries in the Rayalaseema region. In the meeting with the Union minister for food processing Chirag Paswan he explained that the Rayalaseema region is suitable for horticulture crops. Large cultivation of mango, tomato, banana, and other horticultural crops is done in the region, but farmers often find themselves at the losing end in the absence of processing units. Paswan promised to visit the region to explore opportunities for setting up new industries. Lokesh also met Vice President Jagdeep Dhankhar and Union home minister Amit Shah and discussed various issues pertaining to the state.

DMK stages protest over Keeladi findings, slams Centre for ‘rewriting history'
Madurai: DMK MP Tiruchi N Siva on Wednesday led a protest in Madurai against the BJP-led Union government, accusing it of attempting to undermine the significance of the Keeladi archaeological findings. He asserted that the Tamil Nadu government under chief minister M K Stalin would not allow any effort to distort history. Addressing the protest organised by the DMK Student Wing, the Rajya Sabha MP said researchers from across India and abroad, including from Pune, Ahmedabad, and the US, were involved in the Keeladi study. "The dating of the site was based on scientific evidence, but the Centre continues to uphold the Harappan Civilisation as the oldest in India, while ignoring earlier Tamil sites like Adichanallur, discovered in 1906," he said. Siva alleged that the Centre was investing heavily to rebrand the Indus-Sindh Civilisation as the 'Saraswati Civilisation', despite the lack of archaeological evidence for the Saraswati river. "They rely on faith; we rely on facts," he added. He also criticised the Union government for stalling the Sethusamudram project while backing the "mythical" Ram Setu bridge. "If the BJP truly respected Tamil identity, it would celebrate Keeladi. Instead, it transferred archaeologist Amarnath Ramakrishna to hinder progress. Still, the state government continues to support the excavations," he said. Protesters demanded the immediate public release of all Keeladi excavation findings. Tamil Nadu Congress Committee president K Selvaperunthagai echoed the criticism, stating that Ramakrishna was transferred despite providing evidence-based findings. "First, they denied Keeladi's significance, then delayed the excavation. Now they ask for more proof while sidelining the archaeologist. This is part of the BJP's pattern of dismissing Tamil history," he said. AIADMK leader R B Udhayakumar, however, maintained that it was former chief minister Edappadi K Palaniswami who initiated the Keeladi excavations. "The Centre has only sought further corroboration. If Keeladi is truly being undermined, AIADMK will not remain silent," he said.
