Tuesday highlighting two major issues that he says are obstructing educational opportunities for 90 per cent of students belonging to marginalised communities.
In the letter dated June 10, Gandhi addressed the poor conditions in residential hostels of students from backward communities and delays in their post-matric scholarships.
"Firstly, the conditions in residential hostels for students from Dalit, ST, EBC, OBC and minority communities are deplorable," the Congress leader said.
Recalling his visit to the Ambedkar Hostel in Darbhanga,
Bihar
, he said students had shared several concerns about the state of the facilities.
These included overcrowded rooms where 6–7 students were forced to share a single space, unhygienic toilets, unsafe drinking water, no proper mess facilities, and a complete lack of access to libraries or the internet.
Gandhi also drew attention to the severe delays in disbursing post-matric scholarships to those those from marginalised communities. He cited the example of Bihar, where the scholarship portal had remained non-functional for three years, resulting in no student receiving aid during that period.

"Even thereafter, the number of Dalit students receiving scholarships fell by nearly half, from 1.36 lakh in FY23 to 0.69 lakh in FY24. Students further complain that the scholarship amounts are insultingly low," he added.
Calling for immediate action, Gandhi urged the government to audit all hostels for students from Dalit, Scheduled Tribes (ST), Economically Backward Class (EBC), Other Backward Classes (OBC), and minority communities and allocate adequate funds to ensure proper infrastructure, sanitation, food, and academic support.
He also emphasised the need for the timely disbursement of post-matric scholarships and an increase in the amounts awarded.
Gandhi said that although he cited Bihar as an example in his letter, such failures are prevalent all across the country.

Sharpening its pitch on caste-based representation ahead of the 2027 Uttar Pradesh assembly elections, the Congress on Saturday launched a month-long statewide campaign demanding a caste census and an increase in the reservation cap beyond 50%. The campaign, titled 'Bhagidari Nyay Sammelan', was flagged off in Lucknow by Anil Jaihind, chairman of the All India Congress Committee's OBC department. Senior leaders, including UP Congress chief Ajay Rai and state in-charge Avinash Pandey, were present at the launch, which saw a renewed focus on outreach to Other Backward Classes (OBCs), Scheduled Castes, Scheduled Tribes, and minority communities. 'The BJP has failed to connect with OBCs, and the Bihar elections will expose this disconnect ahead of the 2027 UP polls,' Jaihind said. 'Unless OBCs have a role in administration, they will continue to be left behind. The hunger for participation is real.' Currently, UP has 79 OBC castes recognised as socially and educationally backwards, up from 55 in 1977 when OBC reservations were first introduced in the state, following the Mandal Commission's recommendations. As part of the campaign, the Congress plans to conduct village-level chaupals and hold awareness drives in both rural and urban regions. The objective, leaders said, is to sensitise people about the need for a caste-based census and equitable representation in government jobs and educational institutions. 'We will protest against the atrocities and exploitation of backwards classes across the state,' Manoj Yadav, chairperson of the UP Congress OBC department, said. The party leadership has also endorsed Rahul Gandhi's call for implementing a caste census model similar to Telangana's. 'The BJP won't conduct a caste census in the right manner. Our party supports the Telangana model and we'll fight for Rahul Gandhi's mission, to ensure rights are distributed based on population,' state Congress president Ajay Rai, said. The event's backdrop featured portraits of prominent social justice icons from various ideologies, including Karpuri Thakur, Jagdev Prasad Kushwaha, Savitri Bai Phule, Sahuji Maharaj, Sardar Vallabhbhai Patel, and Arjun Singh, signalling an inclusive message. The campaign will continue till July 14, with party workers expected to engage local communities in discussions around representation and caste data, issues that are fast emerging as political flashpoints ahead of the next state elections. Congress begins zonal reviews in state Meanwhile, the UP Congress on Saturday began its zonal review exercise, starting with the West Zone, covering 14 districts including Saharanpur, Meerut, Muzaffarnagar, Ghaziabad, and Moradabad. AICC general secretary and UP in-charge Avinash Pande said the party structure would be built at five levels over the next 100 days to prepare for the upcoming panchayat and assembly elections. 'Our organisation must reflect the call for social justice given by Rahul Gandhi, with fair representation for women, Dalits, backwards classes, and minorities,' he said. State Congress chief Ajay Rai, CLP leader Aradhana Mishra, and other senior leaders reviewed the performance of local units and coordinators. The zonal reviews will continue across other regions in the coming weeks.

Patna: Former JD(U) national vice-president Mangani Lal Mandal is set to be formally elected as the seventh state president of the Rashtriya Janata Dal (RJD) on June 19. He was the sole candidate to file nomination papers for the post on Saturday in the presence of RJD supremo Lalu Prasad, former chief minister Rabri Devi, Pataliputra MP Misa Bharti and leader of the opposition in state assembly Tejashwi Prasad Yadav. Mandal, who hails from the Dhanuk caste within the extremely backward classes (EBC), represents a community that constitutes 36% of Bihar's population. His elevation is widely seen as a strategic move by the RJD to consolidate EBC support ahead of the election. He rejoined hands with Lalu only in Jan this year. Mandal will be the first RJD state chief from the EBC community. RJD national assistant election officer Chittaranjan Gagan said Mandal's nomination papers would be scrutinised on Sunday.
