'While most of the bad news looks priced in, an unexciting core earnings profile will likely cap the stock's potential upside.
'Management reiterated the need to remain cautious with disbursements amidst a tough operating environment, where cases of bankruptcies and early retirements are still at elevated levels.
'Financing receivables growth was a soft 1% year-on-year but flat quarter-on-quarter,' RHB Research said.
However, the company could benefit slightly from the recent overnight policy rate cut.
This will then have a slight positive impact on interest or profit expenses on RCE Capital's revolving credits, which form some 30% of the group's financing liabilities base, RHB Research said.
'We estimate the interest/profit expense savings to amount to circa RM2mil per year, which is not too significant.
'More significantly, RCE Capital is planning a new sukuk tranche issuance to capitalise on the favourable bond yield movements of late.
'While the tranche amount and profit rate are undisclosed at this juncture, we think this could allow the group to more significantly lower its overall cost of funds over a longer period,' it said.
RHB Research, which had retained its 'neutral' call on RCE Capital, decreased its financial year 2026 (FY26) to FY28 earnings estimates by 15%, 12%, and 10%, respectively, after factoring in softer receivables growth and higher credit cost assumptions.
It also reduced its target price to RM1.15 from RM1.25, noting the share price has retreated some 16% over the past three months.
But at these reduced share price levels, it pointed out most of the bad news has likely already been priced in.
For the 1Q25, RCE Capital's net profit dipped to RM25.99mil from RM30.32mil in the previous corresponding period, while revenue stood at RM79.79mil against RM79.12mil a year earlier.

LEMBAGA Tabung Haji (TH) has denied allegations that it spent RM20mil on a rebranding exercise, calling the claim 'untrue and slanderous'. In a statement, TH said the actual budget allocation for the brand rejuvenation process is RM2mil per year over three years, not RM20mil. 'The speculation of RM20mil expenditure for the new rebranding process is untrue and constitutes slander,' it stressed. The pilgrimage fund explained that efforts to refresh its brand are necessary despite its 60-year history. 'The allegation that TH does not need to make efforts to strengthen its brand, which is already well known, is inaccurate,' it said, adding that brand rejuvenation has been undertaken several times in the past. TH said the exercise involves market surveys and engagement with depositors, noting that demographic changes among Malaysian Muslims have had a 'very significant impact'. Currently, TH has 9.6 million depositors, equivalent to only half of the country's Muslim population. 'More than 53% of our depositors have savings of less than RM1,300, which is far from sufficient for preparing to perform the hajj,' it said. The board of directors has also decided to review strategies to remain competitive and attract younger depositors. The TH media statement is probably related to the speech by the PAS MP for Pengkalan Chepa, Datuk Dr Ahmad Marzuk Shaary who alleged that TH is proceeding with a rebranding at the cost of RM20mil. In his speech during the debate on the 13th Malaysia Plan, the MP questioned the need for such large expenditure when TH already has a strong and internationally recognised brand. He highlighted that the funds come from Muslim depositors, including villagers, FELDA settlers, fishermen, and youths saving for hajj, and argued that the money would be better used to improve services or subsidise B40 pilgrims. He raised concerns that the appointed firms (5Grams Communications, Green Zebra, Sentry PR) are not fully Muslim- or bumiputra-owned, with some even led by non-Muslims, which he said disregards the sensitivities and aspirations of TH depositors. He stressed that TH is not just a financial institution but a symbol of Muslim dignity and a trust that safeguards the dreams of Muslims to perform hajj. He demanded the government explain who approved the appointments, what procurement process was followed, and what justification exists for the expenditure. Single digit 2Q growth for banks predicted
RHB Research said operating expenditure among banks would likely be mixed. PETALING JAYA: Malaysian banking stocks are expected to post low to single-digit percentage growth for the second quarter of this year (2Q25), says RHB Research. It said the growth in profit after tax and minority interest (Patmi) would likely come from stronger operating income led by non-interest income with mixed net interest income as well as contributions from associates. The research house, which maintained a 'neutral' rating on banking stocks, said growth expectations have been reset lower, with no expectations of major Patmi downgrades, although there could be possible downside risks to loans growth and net interest margins (NIM). 'Most banks are set to announce interim dividends too, which we see driving near-term sector outperformance,' the research house said, adding that credit costs could rise from the absence of chunky writebacks rather than asset-quality pressures. Loan growth for 2Q25 could show a deceleration from 7% year-on-year (y-o-y) in 2Q24 after taking into consideration Bank Negara Malaysia's data showing 5% increase y-o-y in June 2025 versus June 2024 at 6%, with some banks citing slower drawdowns from non-retail sectors due to tariff uncertainties and foreign -exchange impacts. 'While domestic NIM could likely expand quarter-on-quarter (q-o-q) partly helped by the statutory reserve requirement cut and banks frontrunning July's overnight policy rate cut, NIM from overseas operations should see continued pressure from falling benchmark rates and tight liquidity conditions,' it noted. 'On the other hand, declining bond yields, with the average Malaysian Government Securities 10-year yield for 2Q25 down about 20 basis points q-o-q, are positive for trading gains, while market volatility and uncertainty should benefit foreign exchange and hedging activities. We think these could compensate for any weakness from lower loan and wealth-related fees,' it added. RHB Research said operating expenditure among banks would likely be mixed but expect them to exercise tight control amid tougher conditions to grow revenue. 'On asset quality, first-order impacts from the US tariffs appear contained and there have been no major tariff-related asset-quality issues observed,' it said. Its top picks remain Malayan Banking Bhd with a target price of RM10.90, Hong Leong Bank Bhd at RM24.30 and CIMB Group Holdings Bhd at RM8.40. All have 'buy' ratings.
