Jarange Patil to hold morcha to Mumbai to demand Maratha reservation

Ahead of the local bodies' elections this year, activist Manoj Jarange Patil has planned a morcha in Mumbai to demand reservation for Marathas on August 29. Jarange Patil is touring the state to revive his network with local units and community leaders.
Jarange Patil held a meeting with his followers at Dharashiv (Marathwada). Speaking to the media, he issued a stern warning to Chief Minister Devendra Fadnavis to not interfere with their plans nor make any attempts to scuttle it.
'Don't meddle with our morcha. You have done it in the past and paid a heavy price,' he said. 'The Maratha community is fighting for its rights. I represent the poor and oppressed Marathas who are denied quotas. Any attempt on your part (Devendra Fadnavis) will invite backlash. And it's consequences will not only adversely impact the Maharashtra government, but also the Narendra Modi government.'
After the 2024 Lok Sabha and Assembly Elections, Jarange Patil has been quiet. The Maratha reservation was an important plank which went against the BJP in the Lok Sabha polls where the party won just nine seats and along with alliance partners Shiv Sena (7) and NCP (one), it's tally was restricted to just 17 seats out of 48. Whereas, the Maha Vikas Aghadi comprising Congress (14), Shiv Sena- UBT(9) and NCP (8) together made up for 31 seats.
However, the Maratha reservation factor did not make much of an impact in the Assembly polls held six months later in November 2024. As OBC consolidation along with other factors saw BJP emerge as the single largest party with 132 seats. With alliance partners Shiv Sena (57) and NCP (41) it's tally added to 230 seats out of 288. With an absolute majority, the Fadnavis-led Mahayuti is on a strong footing in the state.
Despite agitations and poll promises by the ruling and opposition parties over the years, Maratha reservation remains a sensitive issue which remains unresolved. During the Eknath Shinde-led government of 2022-2024, the state adopted a unanimous resolution in the state legislative assembly and council giving ten per cent reservation to Marathas in government educational institutions and jobs. The decision was rejected by Jarange Patil, who wanted Maratha reservation within the OBC quota. In Maharashtra, OBCs are entitled to 27 per cent quota. Along with other groups including Scheduled Caste, Scheduled Tribes, OBCs, Special Backward Category, Nomadic Tribes, it makes up for a total 51 per cent.
Exactly, two years ago on August 29, 2023 Jarange Patil held demonstration at his native village Antarwali Sarathi in Jalna district in Marathwada region. At that time Shinde was CM and Fadnavis was deputy CM with home portfolio. The 43 years old Maratha activist known for his unwavering commitment to reservation for the community was then just seen as a local leader. However, police lathicharge on the protestors who were violent invited sharp reaction from community across Maharashtra. And Jarange Patil become larger than life leader representing the cause of Maratha quota. Despite strong resentment from established leaders he elicited support amongst the masses and patronage from politicians who were against BJP led Mahayuti government.
Although the demand for Maratha reservation had been voiced way back in 1980s, it took the form of an organised protest in 2016 to 2018 during first tenure of the Fadnavis government (2014-2019). The agitation for reservation was organised as Maratha Kranti Morcha. The first phase of the agitation, which saw 58 silent rallies across Maharashtra, was peaceful and highly disciplined in 2016 to 2017.
In the second phase of the agitation — from 2017-2018 that rocked the state following a spate of suicides — saw the state government expeditiously set up the M G Gaikwad Commission, which gave a nod for Maratha quota. It was followed by the government's decision to come out with a special legislation, The Socially and Educationally Backward Class Act, to accommodate Maratha reservation. The community, under the SEBC act, got 12 and 13 per cent reservation in education and job.
Jarange-Patil played a pro-active role in all these agitations as an activist. He had not yet risen to the status of a leader during this time, a role the agitations had been missing. In the past, he had associated himself with the Congress party at the taluka level. However, he soon left the party and started the Shivba Sanghatana in 2011.
His stated objective of the newly formed organisation was to campaign for the rights of Marathas.
Like any other youth, he was also highly influenced by the role of the Maratha warrior kings Chhatrapati Shivaji Maharaj and Sambhaji Maharaj. He took the lead along with other villagers in organising the birth anniversaries of Shivaji and Sambhaji Maharaj and also addressed the rural audience. He had actively participated in organising a play on Sambhaji Raje enacted by NCP (MP) Amol Kolhe in his taluka and neighbourhood.
The rape and murder of a 15-year-old girl in Kopardi village in Ahmednagar district, which led the Marathas to consolidate and plan an agitation, also had a lasting influence on him. Jarange Patil participated in long marches in Marathwada region as an activist.
In 2018, the Fadnavis government announced 12 and 13 per cent quota to Marathas in education and jobs respectively. However, the quota was challenged in court through a public litigation questioning its social backwardness.
The Supreme Court had in May 2021 struck down reservation for Marathas under the Socially and Educationally Backward Class Act. The reason was that the reservation violated the 50 per cent ceiling mandated for the state. Secondly, questions were also raised about the social backward status of Marathas, which was the politically dominant community with 33 per cent state population.

At the TMC meeting attended by 9,000 party workers on Tuesday, national general secretary Abhishek Banerjee declared that the party would replace the party's booth agents and booth committee presidents of all polling booths where the BJP had a lead of over 100 votes over the TMC in the 2021 assembly and 2024 Lok Sabha elections. TMC leaders stated that although the BJP won only 77 of Bengal's 294 assembly seats in 2021 and 12 of the 42 Lok Sabha seats last year, there were 25,000 polling booths where the BJP was ahead of the TMC, regardless of the outcome in the constituency. 'Abhishek directed that regular meetings must be held at every booth level in the run-up to the 2026 state elections. He also asked us to identify block-level election officers who might have links to the BJP or CPI(M),' a TMC leader, who attended the meeting, said. The TMC meeting came on the same day that the Election Commission suspended two electoral registration officers (EROs), two assistant electoral registration officers (AEROs) and a data entry operator over allegations that they added a few hundred names to electoral rolls in the assembly constituencies of Baruipur Purba in South 24 Parganas and Moyna in East Midnapore districts without scrutiny. The TMC won the Bauipur Purba seat in 2021 but lost the Moyna seat to the BJP. West Bengal BJP leaders said the party leadership has focused on its weaknesses at the polling booth level, especially in districts that are home to migrant workers who had returned to the state amid a drive against illegal Bangladeshi migrants in BJP-ruled states. 'Union home minister Amit Shah discussed this with top state leaders and MPs in Delhi on Tuesday and said the party must form committees and select election agents for every booth in the next three months,' a senior state BJP leader said on condition of anonymity. 'During the 2024 polls, we did not have proper committees for at least 40% polling booths across Bengal, although the district committees were in place,' he added. BJP leaders said that apart from formulating booth-level strategies, the leadership was concerned about organisational weaknesses in district units and differences among local leaders. On Wednesday, BJP state president Samik Bhattacharya appointed new presidents for the organisational district units at Darjeeling, Barrackpore, Bongaon and Ghatal. 'Bhattacharya took the decision after it was found that the people nominated for these posts during the recent organisational reshuffle were not efficient enough,' a state BJP leader said.

The Chief Electoral Officer (CEO) of Karnataka on Thursday asked Congress leader Rahul Gandhi to submit names of voters he claimed were wrongfully included or excluded from the electoral rolls, along with a signed declaration, so that appropriate action could be taken. According to a report by the Press Trust of India (PTI) citing Election Commission of India (ECI) sources, Gandhi must either submit a formal declaration under the Conduct of Election Rules, listing the alleged discrepancies, or "stop misleading" the public and "making baseless allegations" against the poll body. In a letter to Gandhi following his press conference in Delhi, the CEO said, "You had mentioned about the inclusion of ineligible electors and exclusion of eligible electors in the Electoral Rolls..." The CEO requested Gandhi to: "Sign and return the enclosed declaration/oath under Rule 20(3)(b) of the Registration of Electors Rules, 1960, along with the name(s) of such elector(s) so that necessary proceedings can be initiated." Massive voter fraud in Karnataka: Rahul Gandhi supported his statements with a live presentation, showing examples of fake and duplicate voters, citing: "This is EC data, and the EC is saying it is getting free and fair polls done. In one assembly segment, one lakh fake voters are there... this evidence is 100 per cent in black and white." He alleged a nationwide pattern of fraud, saying: "We are absolutely convinced that this crime is being done on a huge scale across the country... the Election Commission is trying to destroy the evidence." Take it as an oath: Gandhi to EC Reacting to the EC's demand for a signed declaration, Gandhi said: "I am a politician, what I say to the people is my word. I am saying it to the people publicly, take it as an oath." He added: "Interestingly, they haven't denied the information... they know the truth. We know you (EC) have done this across the country." Gandhi also called upon the judiciary to intervene, stating: "The democracy we love so much does not exist... if this is true, it's gone." He accused the Election Commission of being complicit: "If the Election Commission now does not give us electronic voter data of the last 10-15 years... they are partaking in the crime." The Congress leader issued a stern warning to officials involved in the alleged fraud: "It doesn't matter how senior or junior you are. One day, the Opposition is going to come to power and then you see what we do to you." He added, "You are attacking the foundation of what our forefathers who fought for India's freedom built and we are not going to allow you to do that, no matter who you are." Choreographed polls: Rahul Gandhi accused the ECI of working with the Bharatiya Janata Party (BJP), calling it a "Crime being committed against the Indian Constitution, against the Indian flag." He claimed the BJP only needed to "steal" 25 seats to stay in power: "The BJP won 25 seats in the Lok Sabha polls with less than 33,000 votes." He also questioned the fairness of the voter rolls: "Are the right people allowed to vote? Are fake people being added? Is the voter list true or not?" He pointed out that: "Anti-incumbency hits every single party, but the BJP is the only party that does not suffer anti-incumbency in a democratic framework." He criticised the extended election schedule, calling the current system "choreographed", unlike earlier when polls were conducted across the country simultaneously with minimal technology. Gandhi alleged the ECI was deliberately withholding voter data: "The Election Commission is not giving us data because they are afraid... we will do in the remaining Lok Sabha seats what we did in Mahadevapura." He added, "Then the truth of the country's democracy will come out."

New Delhi: Gurugram does not face any major civic infrastructure issues, except for instances of waterlogging during heavy rains, the Lok Sabha was informed on Thursday. Union Housing and Urban Affairs Minister Manohar Lal Khattar said this while referring to information provided by the Haryana government. It was a written reply to a question by Congress lawmaker Deepender Singh Hooda on whether Gurugram was facing serious civic issues, such as waterlogging and other infrastructure-related matters, despite being a key corporate hub. Gurugram witnesses frequent waterlogging every monsoon season. According to the minister, Gurugram Metropolitan Development Authority (GMDA) has spent Rs 3,602 crore on urban civic infrastructure in the last five years, while Gurugram Municipal Corporation spent Rs 230.82 crore during the same period. Responding to Hooda's question, Khattar said, "The state government has informed that Gurugram city does not face any major civic infrastructure-related issues except instances of waterlogging reported during heavy rains." He said the Haryana government has informed the HUA ministry that Gurugram has unique topography featuring the Aravalli Hills to the east and the Najafgarh Drain to the northwest. The elevation difference of about 78 meters between the Najafgarh Drain and the Aravalli hills on the southeast of Gurugram city has created a natural gradient for water flow, which was historically controlled through a series of bunds constructed in the late 19th century, such as Chakarpur, Jharsa, Wazirabad, and Ghata Bunds, he said. The minister said these structures were designed to manage stormwater and prevent flooding by channelling runoff efficiently across the terrain. However, rapid urbanisation has rendered many of the bunds obsolete and reduced pond networks, impacting the traditional drainage system, he said. "Around 90 critical waterlogging points were identified in 2019, which has been reduced to 30 in 2024, by taking various measures such as connecting stormwater to drains, improved connectivity of drains for outfall disposal, de-silting of drains, augmentation and reconstructions of drains, construction of check dams, construction of water channels to get road water into creeks, and rejuvenation of natural creeks, etc," the minister said. Further steps include undertaking construction of master stormwater drains at Narsinghpur (NH-48), Khandsa Chowk (Hero Honda Chowk to Sector-10 Depot), Tau Devi Lal Stadium (Sector 38), and Sector 17/18 to improve stormwater management and build long-term resilience against waterlogging. Gurugram Metropolitan Development Authority (GMDA) and the Municipal Corporation Gurugram (MCG) have also taken various steps to resolve waterlogging issues, which include desilting of 544 km drains, deployment of 141 heavy-duty pumps and 77 suction tankers, the Union minister said.
