Broad Participation Across the Emirate This new cohort includes 788 trainees from among job seekers who have been distributed across five different training centers in the Emirate to ensure wide geographic coverage and convenient access for participants. These include 187 trainees in Sharjah City, 124 in the Central Region, 184 in Khorfakkan, 170 in Kalba, and 123 in Dibba Al Hisn. A Balanced Six-Month Training Journey The programme spans a total of six months and is structured to provide both academic and practical training. The first three months are dedicated to specialised qualification programmes designed to enhance the skills and competencies of the trainees, followed by another three months of field training in cooperation with accredited training institutions as well as government and semi-government organisations. As part of the programme's support structure, each trainee receives a monthly stipend of AED 6,000 throughout the duration of the programme. Orientation and Banking Services for Trainees During the introductory workshop, participants received a comprehensive overview of the programme's components and implementation mechanisms. In addition, there was a strong emphasis on the importance of administrative structure and professional discipline in the workplace. To facilitate financial arrangements, Sharjah Islamic Bank began activating participants' bank accounts to ensure the timely disbursement of their monthly stipends. A Strategic Vision to Empower Emirati Talent His Excellency Abdullah Ibrahim Al Zaabi, Member of the Sharjah Executive Council and Chairman of the Sharjah Department of Human Resources (SDHR), highlighted that the launch of this new cohort is a continuation of Sharjah's commitment to developing and empowering national talent. He emphasised that this initiative is a direct outcome of the leadership's vision to invest in human capital and to create meaningful employment opportunities for Emiratis. He noted that the previous cohort demonstrated the programme's success in preparing UAE nationals through targeted training that is closely aligned with the evolving needs of the labor market. A Sustainable Approach to Workforce Development Al Zaabi reaffirmed that the expansion of the programme in its second phase is a testament to the success of a strategy that links training directly with employment opportunities. He added that the Human Resources Department will continue to roll out this programme in partnership with a wide network of government and semi-government entities to ensure a sustainable and impactful outcome, enabling job seekers to confidently and competently enter the labor market.

What Sharjah's new HR Decree-Law means for government employees

Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has recently announced a new law concerning the Sharjah Department of Human Resources. Read- This law will apply to all employees working in government agencies—even those that currently operate under their own human resources regulations—until new rules are established. These agencies must now share essential employee information, including salary data, with the Department of Human Resources through approved electronic systems. The goal of the law is to align with evolving HR practices and enhance the overall work environment, ultimately benefiting society. It will serve as the foundation for managing human resources in Sharjah, with more detailed regulations to be introduced in the future. Creation of a Supreme Human Resources Committee As part of this initiative, a permanent entity called the 'Supreme Committee for Human Resources' will be established within the Sharjah Executive Council. The Council will determine the committee's structure, membership, and operations based on recommendations from the Department of Human Resources. According to the Decree-Law, the responsibilities of the Supreme Committee for Human Resources include: a. Studying and contributing to the interpretation of HR-related legislation referred by the Council or Department, and presenting findings to the Council. b. Providing opinions on matters referred by the Ruler, the Council, or the Department. c. Reviewing and ruling on employee grievances and complaints, and submitting appropriate recommendations to the Council after fulfilling the requirements outlined in the bylaws. d. Carrying out any other duties assigned by the Council. Comprehensive employment regulations introduced The Decree-Law also introduces amendments and legal provisions regarding the organisational structure, job classification system, and eligibility criteria for appointments. Emirati citizens and children of female citizens will be given priority in hiring, while non-citizens may be appointed on a contractual basis in accordance with executive regulations. It also covers employment systems, training and qualification programs, and performance evaluation. Additional areas addressed include the formation of specialized committees, bonuses, promotions, employment status adjustments, working hours, leave entitlements, transfers, secondment, loans, and overtime. Finally, the Decree-Law outlines rules on job discipline and conduct, accountability for administrative violations, procedures for investigations, administrative penalties, grievance mechanisms, end-of-service benefits, delegation of authority, and the enforcement and publication of the law.

His Highness also approved the implementation plan for the Sharjah Programme to Qualify and Train Job Seekers, which will run from July 1 to December 31, 2025, with a total budget of AED 55.8 million . This initiative aims to enhance employment opportunities and support national competencies. This was announced during a phone call made by Abdullah Ibrahim Al Zaabi, Chairman of the Sharjah Department of Human Resources, on the "Direct Line" programme broadcast on Sharjah Radio and TV.
