
Learning licences will now be issued through Sarathi
The rollout this service began from the Khairtabad office on Saturday. Those who have applied on the older CFST portal will also be served from here.
According to Transport Department officials, the next step of integration, including licence renewal, change of residential address, issuing of duplicate documents, will go live from July 28. The rolling out of these services on Sarathi will be done in other RTA offices on the same date.
'As was decided previously by the Telangana government, the integration is being taken up in a phased manner. It will be easier for citizens to avail crucial services of the Transport Department and will reduce the number of times one will have to visit RTA offices,' a senior Transport Department Official said.
According to the portal, as many as 10 learning licences applications were received at the RTA Central Zone from July 1 to July 25.
Earlier this year, the Telangana government announced its intentions of following suit after several other States decided to implement and integrate transport department services with the Sarathi and Vahan portals.
According to Transport Department officials, the move would bring about ease in accessing services across the country. It would also reduce the number of visits to RTA offices.
Sarathi also enables driving licence holders to make use of facilities provided by DigiLocker. This platform brings about storage and production of official documents, in this case, driving licences. The burden of always carrying hard copies on one's person would be greatly reduced. Further, the move makes sure that digitally issued driving licences are legally valid and readily accessible for verification.

Similarly, approvals from the fire department may be granted in just five days, compared to the earlier 15-day timeframe. In UPPCL, tasks that earlier took 66 days could now be completed within 40 days. In the environment department, the number of required documents may be reduced from 13 to six. Sharing other features, officials said, "Nivesh Mitra 3.0 is set to be a highly modern and intelligent platform — not just procedurally but also digitally. A key feature will be the Common Application Form, allowing investors to obtain approvals from multiple departments through a single, unified form." They added that time-bound services will be a core feature, with real-time updates provided via SMS, email, and WhatsApp at every stage of the approval process. Integration with DigiLocker will make document uploading quicker and more convenient. A new tool called Know Your Approvals/Incentives (KYA) will offer users access to policies, permissions, and incentive schemes from over 45 departments — all in one place. The platform will also include cutting-edge features like an AI-powered smart chatbot, an improved user interface, real-time tracking, integrated GIS, and a comprehensive IPRA 3.0 dashboard. PAN cards will be used as a unique business identity, ensuring a streamlined and consistent identification process for all investors. The portal will also be available in Hindi and other regional languages.

The state transport department on Tuesday issued a directive mandating all vehicle owners to update their cellphone numbers on their registration certificates (RC) and driving licences (DL) to improve transparency and streamline vehicle-related services . Authorities have warned that failure to comply may result in challans (fines). According to recent data released by the Patna district transport office (DTO), as many as 6,13,929 vehicles in the district currently do not have cellphone numbers linked to their RCs. This has become a major concern, as e-challans for traffic violations often fail to reach vehicle owners, causing delays in fine payments and leading to the accumulation of penalties. Upendra Kumar Pal, an official from the Patna DTO, stressed the importance of linking mobile numbers to vehicle documents. "Once updated, the vehicle owners will receive timely and essential information regarding pollution certificates, vehicle tax, insurance renewals and challans directly on their registered mobile numbers," he said. He urged all vehicle owners to update their contact details without delay. "It is a very simple three-step process. First, open the Vahan 4.0 (Citizens Services) website online – two QR codes will pop up. Second, scan the Vahan QR code to update the mobile number on the RC or scan the Sarathi QR code to update the phone number on the DL. Thirdly, add in all required details and the mobile number will be updated immediately." He added that the update can also be completed by visiting the nearest DTO. A key requirement of the directive is that the mobile number must be linked to the owner's Aadhaar card. This is intended to minimise errors and avoid the misdirection of challans due to outdated or incorrect contact information. The department also clarified that if there is any mismatch between the Aadhaar card and the RC details, the person must visit the DTO office to correct the discrepancy. The ministry of road transport and highways (MoRTH) has given vehicle owners three months to comply with the new mandate.
