
Panchkula: Erroneous records: BPL families denied ration
The digital governance system—meant to streamline welfare delivery—is instead preventing many genuine beneficiaries from accessing their entitled free ration.
Since June, numerous BPL cardholders have been regularly visiting the additional deputy commissioner's (ADC) office seeking corrections to their records. Their complaints include being shown as owners of four-wheelers, erroneous electricity bills running into lakhs and incorrect education records of their children.
As per Haryana's BPL criteria, families owning a four-wheeler or having an annual income above ₹1.80 lakh are ineligible for benefits. However, many complainants say they don't even own a two-wheeler.
ADC Nisha Yadav admitted that there is a 'mismatch in the system' and attributed the errors to the citizen resource information department (CRID) not receiving necessary APIs from the ministry of road transport and highways, which would enable accurate data syncing, assuring that the matter would be resolved within two weeks.
The issue came to a head on Monday when several affected families from Indira Colony and Rajeev Colony gathered outside ward no 7 councillor Usha Rani's residence.
Rani has urged the administration to expedite corrections, saying families are being deprived of their basic right to food.
Among those suffering is Vishnu Lal, a 69-year-old cancer survivor from Indira Colony, whose BPL benefits were stopped after a car was wrongly linked to his name. His son, a TB patient, and their family have been without ration for two months.
Amrita, a handicapped woman, also reported facing hardship after similar false entries.
Another resident, Kavita, said her son's school details were wrongly listed, and electricity dues of another household were showing up in her records.
According to councillor Rani and her husband Ram Prasad, hundreds of families citywide have been affected. They continue to queue up outside government offices, desperately seeking corrections.

Delhi to soon get logistics policy to ease traffic, clean air: Minister Sirsa
The Delhi government is preparing to launch its Logistics and Warehousing Policy 2025, with the draft outlining measures to decongest Delhi, reduce pollution and improve trade efficiency, an official said on Sunday. The government is exploring dedicated logistics hubs, green freight corridors, and technology-driven solutions — initiatives that promise to ease traffic, cut emissions, and boost the ease of doing business. Industries Minister Manjinder Singh Sirsa said the absence of a comprehensive warehousing policy in the past has severely impacted Delhi's environment and economy. 'For years, the national capital suffered from clogged roads, chaotic freight movement, and rising pollution because the previous government failed to act. Traders were left to struggle with outdated systems. Our government is correcting this through a forward-looking policy that will create dedicated logistics hubs, reduce emissions, and ease business operations,' he said. Delhi currently handles 10 lakh tonnes of freight per day through 1.93 lakh vehicles, 21 per cent of which pass through traffic. The largest share is carried by trucks transporting building materials (4,132 vehicles/day), textiles (3,995), fruits and vegetables (2,569), and food products (2,468), while even pharmaceuticals (559) and automobiles (588) contribute to congestion. Without proper warehousing zones, these vehicles enter city interiors, clogging major routes and worsening pollution, said an official statement. Sirsa said the draft policy proposes relocating warehouses to the periphery and shifting last-mile deliveries to electric and CNG vehicles. These measures will cut vehicular emissions and reduce congestion at hotspots like Azadpur, Ghazipur, Naraina, and Karol Bagh. The upcoming policy is structured around 16 key action points, which collectively aim to overhaul Delhi's logistics landscape. Among the major initiatives are: 24/7 operations for logistics parks through amendments to the Model Shops Act; digital delivery management to optimise truck movement and reduce peak-hour traffic; and creation of designated commercial parking areas with loading bays under the PPP model. The draft also talks about the development of Urban Consolidation and Logistics Distribution Centres (UCLDCs) to consolidate cargo and shift last-mile delivery to clean fuel vehicles. Sirsa said the draft policy also proposes merging trade and establishment licences to cut red tape for warehousing businesses. These action points will directly address bottlenecks, from truck parking shortages to outdated freight handling systems, making Delhi's supply chain more efficient and environmentally sustainable, he said. The draft policy also outlines a comprehensive set of subsidies to support industry players and encourage sustainable practices. These include land lease discounts to incentivise traders relocating warehouses from congested city centres, subsidies for technology adoption, and financial support for upgrading cold chains and storage facilities, added Sirsa.

House meeting of Chandigarh MC to discuss major proposals including tax defaulters' list, revenue initiatives
The upcoming General House meeting of the Chandigarh Municipal Corporation on Tuesday is set to witness deliberations and approval of several key proposals, many of which are directly tied to the Corporation's financial health and revenue recovery. Among them, a particularly significant agenda item is a question raised by Councillor Maheshinder Singh Sidhu, seeking details of the top 20 property tax defaulters in the city. In addition to the tax defaulter issue, the meeting will also discuss a policy guideline for managing community centres, Janj Ghars and Dharamshalas under the Corporation. The proposal aims to address observations raised in the audit report of 2023-24, particularly objections regarding the provision of free bookings for Below Poverty Line (BPL) families for marriages, under the existing policy. The audit had flagged the need for clearer regulation and accountability in this regard. Moreover, several representations from public bodies and the Deputy Commissioner's office have raised concerns over noise pollution caused during functions in these venues. In response, a committee chaired by the Joint Commissioner was formed to review and draft a new policy. The committee's recommendations were earlier tabled in the House on March 25, but the proposal was deferred. Subsequently, the mayor constituted a committee of councillors to further refine the policy. The revised proposal is now being brought back for discussion, aimed at creating revenue streams while maintaining public welfare. However, opposition members have criticised the move, terming it an economic burden on the common public. Another proposal on the agenda focuses on the commercial utilisation of gym and fitness centres currently operating in the city's community centres. The Corporation plans to issue Request for Proposals (RFPs) for its professional operation and management. At present, 29 community centres have gym facilities. Selected private operators will be given a three-year contract, with a possible one-year extension based on performance and mutual agreement. The proposal also mentions a 5 per cent annual increase in monthly license fees, helping the MC generate consistent revenue. In yet another bid to boost municipal earnings, the House will take up the proposal for handing over the operation and maintenance of the Rose Club in Sector 16 under the Public-Private Partnership (PPP) mode. The agreement, if approved, would run for 10 years, with a possible two-year extension. Under the proposed terms, the selected service provider would be responsible for the repair and renovation of the Rose Club without altering its original structure. Facilities like a restaurant, gym, and library would also be operated under the same agreement.

After Tapioca has surrendered, his ADC asks Alcazar what should be done with the old fellow; whether he should be executed promptly by firing squad. Alcazar refuses to do so, having promised Tintin that there would be no bloodshed in the coup. A seemingly disappointed Tapioca and a grouchily determined Alcazar then talk like a couple of serious elder figures about how the youngsters like Tintin have no respect for traditions like firing squads these days! The bitter brawl in America between the Democrats and Republicans, or between the pro-Trump and anti-Trump forces, has acquired all the twists and turns of a 'Picaresque' adventure. Critics of President Donald Trump had a triumphant run for a while watching the growing split among his supporters over his seeming backtracking on the long-running saga of the notorious 'Epstein files'. However, Director of National Intelligence Tulsi Gabbard's announcement that former president Barack Obama's actions over allegations of Russian interference in the 2016 election were tantamount to an attempted 'years-long coup' has swung the pendulum once again. But unlike a pendulum that eventually seeks a position of quiet rest in the middle after having expended its energies at the extremes, the experience of living in American democracy continues to feel frantic, feverish, and fragmented for all camps concerned. It is not just political opinion, but one's sense of reality itself that seems polarised. Since the rise of social media, friends, family members, neighbours, students, everyone seems to be living in a different silo now as far as their knowledge, or even impression, of what is happening in the world is concerned. For those who consume National Public Radio and The New York Times, the news is still about the alleged troubles in the MAGA world over Epstein. Few of my friends in the Bay Area, for example, had even come across news of Gabbard's statements on Obama. But for those who follow a different set of sources, the news, and its implications for their sense of faith in the Trump presidency, will be very different indeed. Two differing tales will now unfold, much as they have these past 15-odd years. Critics of Trump will perceive what they see as a witch-hunt being unleashed against Obama. Trump's supporters, in turn, will see, or hope to see, their faith vindicated that 'Russiagate' was a hoax, and Obama-Biden-era officials who persecuted Trump and his supporters will be called out now for their actions. In one silo, the Democrats will wonder aloud at how their record of fair play and decency all these years has not been reciprocated at all by the Republicans. They will say that Hillary Clinton had the grace to concede in 2016, while Trump refused to do so in 2020. In the other silo, Trump's supporters will argue the opposite; they will point out that the Democrats relentlessly sought to deny legitimacy to Trump and his voters from all the way back in 2016, and that the Biden administration unleashed a witch-hunt on a former president and tried every nasty trick it could to keep him from running again in 2024. The real divide in America, as one of my old students once pointed out, isn't just between political loyalties, but simply a function of whether one is consuming editorialised news from 'legacy media' or long-form, direct, videos in the form of podcasts, campaign speeches, and interviews. For people who do both, the contradictions between these two worlds are astounding as is the possibility of a change, a halt to the onto-epistemological hostilities, a reality-reconciliation, if you will. Forced, or incentivised into performing their opinions on social media constantly, people have become incapable of humility, of a pause in their belief-torrents, of an opportunity to consider they may have been lied to, or at least misled in their understanding of things by partial pictures and frames in their news and social media feeds. And the institutions that might have played a role in helping to elevate real-life interactions and conversations over virtual reality-traps, schools, colleges, media education in particular, have themselves lost the plot, or at least a sense of memory about how we got here in just a few decades. Was it the victory of attention-seeking communication tactics over the soporific calm of political platitudes that marked the end of not just civility, but a shared sense of political reality? Was it the technology that came so fast no one had anything to work around it except for technocratic (pseudo) solutions of the 'Ministry of Truth' kind? It is fascinating to recall that even the complicated 2000 presidential election result did not end with supporters of Al Gore and George W Bush marching off into different sunsets. But by 2016, everything was different. Now, as the second decade of the Trump era unfolds, and the possibility of an ex-presidential inquisition once again lurks around the corner, the idea of how winners and losers, leaders and followers, can live together once again after the fall that was digital media remains a mystery. To conclude with a lesson from Tintin and the Picaros, let's remember that in the end, whether the sign over the slum says 'Viva Tapioca' or 'Viva Alcazar,' the reality of the mess there will still remain.
