Sindh unveils independent power framework to offer cheaper electricity

In a bid to provide relief to Karachi's residents and industrial sectors grappling with soaring power tariffs, Sindh Energy Minister Syed Nasir Hussain Shah on Tuesday announced a new electricity supply framework under the Sindh Electric Power Regulatory Authority (SEPRA).
Speaking to the media on Tuesday, he revealed that electricity will be generated and transmitted by the Sindh Transmission and Dispatch Company (STDC) under the recently approved SEPRA. Shah stated that the rates offered under SEPRA will be substantially lower than those currently charged by K-Electric.
'We will generate electricity ourselves and transmit it through STDC. Most importantly, we will determine the tariff ourselves,' he said. 'The electricity transmitted through STDC will not be subject to NEPRA's pricing. Our rates will be significantly more affordable.'

The provincial minister confirmed that the SEPRA framework has been constitutionally approved by the Sindh Assembly, and staffing for the authority is already complete. A formal notification is expected later this month.
'Our primary focus is on providing reliable and low-cost electricity to Karachi's economic zones,' he said, adding, 'We aim to deliver SEPRA's first transmission to the grid supplying power to the Korangi industrial area.'
He further asserted that the transmission infrastructure must be under STDC's control for the plan to succeed. 'Karachi's citizens will also benefit from this initiative once the system is in place,' he added.
Commenting on K-Electric's governance structure, Shah pointed out the lack of provincial representation on its board. 'Currently, all three board directors represent the federal government. We have proposed that one director remain from the federal side, while the other two should represent Sindh,' he said.

The minister also mentioned an agreement between the Sindh government and K-Electric to supply the utility with low-cost electricity from upcoming solar parks. 'We've asked K-Electric to avoid purchasing electricity generated through expensive fuel when solar-based power is available,' he said.
K-Electric currently depends on the National Electric Power Regulatory Authority (NEPRA) for tariff determination and price notifications, even as it faces mounting criticism over rising electricity costs and persistent load-shedding.
While announcing a new provincial power initiative, Shah did not provide specifics on the tariff structure or generation mechanism under SEPRA.

According to NEPRA's data, Pakistan's power generation continues to lean heavily on costly imported fuels. Over 20% of electricity was generated using imported liquefied natural gas (LNG), at a steep cost of Rs24.26 per unit. Similarly, electricity from imported coal came in at Rs16.60 per unit.
Hydroelectric and nuclear sources offered some relief—contributing 21.94% and 17.91% to the power mix respectively—at significantly lower costs.
Nuclear power, in particular, stood out as the cheapest source at just Rs2.10 per unit. However, these affordable options were not enough to offset the impact of more expensive fuel-based generation.
Locally sourced coal accounted for 14.51% of power generation at Rs11.21 per unit, while gas-based power made up 8% at Rs11.82 per unit. Though furnace oil contributed just 0.79% to the national grid, it remained the most expensive source, costing Rs28.77 per unit.

The likelihood of a Federal Reserve rate cut in September is now seen near 100%, after new data showed U.S. inflation increased at a moderate pace in July and Treasury Secretary Scott Bessent said he thought an aggressive half-point cut was possible given recent weak employment numbers. Investors are closely watching U.S. economic data scheduled later in the day, including the U.S. Producer Price Index and weekly jobless claims, for further cues on the direction of the Fed's monetary policy. 'The rate cuts are very much fairly priced in but towards the end of this year we'll start to see a market movement upwards in gold as concerns around higher indebtedness really start to move the metal higher,' Shah added. Meanwhile, U.S. President Donald Trump threatened 'severe consequences' if Russia's President Vladimir Putin does notagree to peace in Ukraine but also said on Wednesday that a meeting between them could swiftly be followed by a second that would include the leader of Ukraine. Elsewhere, spot silver lost 0.6% to $38.26 per ounce, platinum edged up 0.1% to $1,341.35 and palladium rose 1% to $1,133.40.

LONDON: Copper prices held broadly steady on Wednesday as a weaker dollar helped to extend the support gained from this week's 90-day extension of the tariff truce between the United States and top metals consumer China. Benchmark copper on the London Metal Exchange slipped 0.1% to $9,832 a metric ton in official open-outcry trading. It hit $9,865 on Tuesday and Wednesday, the highest since July 25. 'The 90-day extension for the US-China trade discussions has been welcomed and helped all base metals rise yesterday. Copper is holding onto those gains with the aid of a weaker US dollar,' said Nitesh Shah, commodity strategist at WisdomTree. The dollar hit a two-week low on Wednesday, making dollar-priced commodities more attractive for buyers using other currencies, on bolstered expectations of a Federal Reserve rate cut next month. Sets of data from China due this week may provide clearer direction to base metals as any weakness could bolden the case for economic stimulus, Shah said. China's new yuan loans contracted in July for the first time in 20 years, falling well short of analysts' forecasts. However, outstanding total social financing, used by analysts as a gauge of industrial metals demand, rose 9%, hitting the highest since February 2024. Suspension of production at a major lithium mine by Chinese battery giant CATL earlier this week as it applied to renew its mining licence raised hopes of a broader crackdown on overcapacity in other sectors. 'China has demonstrated its determination to stem 'involution' with the halting of CATL's lithium mine. We are watching to see if China will address copper refining overcapacity through similar measures, which could lend support to prices,' Shah said. LME aluminium rose 0.4% to $2,629.5 a ton in official activity, zinc fell 0.1% to $2,845, lead lost 0.4% to $2,008, tin eased 0.3% to $33,800, while nickel was steady at $15,335.

KCCI support hailed: Sindh CM says commited to improve business environment

KARACHI: Sindh Chief Minister Syed Murad Ali Shah, while commending the Karachi Chamber for its steadfast support to the province's development agenda, reaffirmed the Sindh government's commitment to improving the quality of life and business environment in Karachi. Speaking at the Flag Hoisting and Independence Day Ceremony at the Karachi Chamber of Commerce and Industry (KCCI) on Wednesday, the Chief Minister announced that the newly constructed 100 MGD Hub Canal, along with the rehabilitation of the existing canal, was inaugurated by Chairman PPP Bilawal Bhutto Zardari today, significantly boosting Karachi's water supply. Furthermore, development work on K-IV water supply scheme will also be completed soon whereas Sindh government is also in the process of effluent water treatment plants so that the water being dumped into the ocean can be utilized by Karachiites to overcome their water needs, he added. The event was attended by Sindh Minister for Industries Jam Ikramullah Khan Dharejo, Mayor Karachi Barrister Murtaza Wahab, Chairman BMG Zubair Motiwala, President KCCI Muhammad Jawed Bilwani, Senior Vice President Zia ul Arfeen, Vice President Faisal Khalil Ahmed, members of the Managing Committee, and former Presidents of KCCI. CM Sindh praised KCCI for embracing this year's Independence Day theme, 'Marka-e-Haq,' calling it a reflection of the nation's quest for dignity and justice. He also lauded the restoration of KCCI's historic building, describing it as a landmark of Karachi's economic heritage, and congratulated Chairman Zubair Motiwala and his team for reviving its grandeur. While addressing the gathering, CM Shah reflected on the unity displayed by Pakistanis in the face of recent hostilities by India. He recalled that when India cast an aggressive eye towards Pakistan, the nation stood shoulder to shoulder with the Armed Forces, compelling the adversary to declare a ceasefire within hours. He stressed that Pakistan remains a peace-loving nation but will always respond with strength to safeguard its sovereignty. He further remarked that Pakistan is no longer in isolation, as countries around the world are seeking stronger ties with it. Chairman Businessmen Group, Zubair Motiwala, in his remarks, said that August 14 is a remarkable day that set Pakistan free from colonial rule and must be celebrated with full zeal while remembering the two million people who sacrificed their lives for independence. He paid glowing tribute to Quaid-e-Azam Muhammad Ali Jinnah for creating Pakistan and lauded the Armed Forces for their exemplary response to Indian aggression, leaving no choice but for the adversary to raise the white flag. He also expressed his firm belief that Kashmir will one day become part of Pakistan, reaffirming it as a national pledge. President KCCI, Muhammad Jawed Bilwani, extended heartfelt congratulations to the nation on Pakistan's 78th Independence Day and paid homage to the sacrifices of those who made freedom possible. He praised the Sindh Government's 'Marka-e-Haq' theme as resonating with the spirit of the independence struggle. Highlighting the historic significance of KCCI's building, he noted that it had undergone its second major renovation after a gap of 16 years with the aim of preserving its original grandeur. He expressed deep appreciation for the leadership of the Businessmen Group, particularly Chairman Zubair Motiwala, for keeping KCCI strong, united, and proactive in safeguarding the interests of the business community.
