Dubai's commitment to enhancing government services has reached new heights as the Hamdan bin Mohammed Programme for Government Services, part of the General Secretariat of The Executive Council of Dubai, announced the shortlist for its three distinguished awards: the Hamdan Flag, Best Pioneering Initiative, and Best Digital City Experience.
Nine government entities have been selected as finalists for the Hamdan Flag, recognising their role in implementing the 360 Services policy to digitalise and personalise public services. The finalists, chosen from 27 contenders, include Dubai Electricity and Water Authority, Dubai Municipality, Dubai Police, Roads and Transport Authority, and Dubai Customs, among others.
The Best Pioneering Initiative award features eight innovative projects, such as Montaji Plus by Dubai Municipality, Smart Travel by the General Directorate of Identity and Foreigners Affairs-Dubai, and Smart Housing by the Mohammed Bin Rashid Housing Establishment. These projects exemplify excellence in digital transformation and service efficiency.
Additionally, four groundbreaking initiatives have been shortlisted for the Best Digital City Experience, including EV Green Charger by Dubai Electricity and Water Authority and the Digitalisation of Death-Related Procedures by Dubai Digital Authority, reflecting Dubai's strides in integrated digital services.
Eman Al Suwaidi, Director of the Assessment and Studies Department, reaffirmed Dubai's dedication to world-class public services, guided by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum and the directives of H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.
All submissions underwent rigorous evaluation by international experts based on impact, innovation, service culture, and sustainability, solidifying Dubai's global leadership in government service excellence.

Saeed Mohammed Al Tayer, MD and CEO of Dubai Electricity and Water Authority (Dewa), has revealed that Dewa's electricity transmission network projects now exceed Dhs7.6 billion in value. He further noted that Dewa commissioned four 132 kV substations with a conversion capacity of 450 megavolt-amperes during the first half of 2025, at a cost of Dhs725 million. These projects included the extension of 228km of transmission cables. Al Tayer explained that Dewa is currently building 49 new 132 kV substations and two 400 kV substations. Dewa also inviting main contractors to submit proposals for the implementation of 11 new 132 kV transmission substations. Over the next three years, Dewa intends to issue new tenders to establish more than 57 additional 132 kV substations and to extend 160km of underground transmission cables. Hussain Lootah, Executive Vice President of Transmission Power at Dewa, explained that the new substations serve different areas, including two in Al Yalayis 5 to meet the energy needs of citizens' housing projects, as well as substations in Hatta and Warsan 4. He noted that the total number of Dewa's electricity transmission substations reached 391 by the end of the first half of 2025, including 27 substations at 400 kV and 364 at 132 kV. The implementation and commissioning of these projects required more than 4.5 million working hours using the latest internationally approved digital technologies. Dewa has awarded contracts to build 10 new 132 kV substations in several areas in Dubai, including Al Barsha South 2, Business Bay, Dubai Silicon Oasis, Airport City, Nad Al Sheba 1 and Wadi Al Safa 5, at a total cost of Dhs1.1 billion. Dewa has also awarded projects to extend 132 kV cables to connect the new main substations to the main electricity transmission network, with a total length of 60.6km and a total cost of Dhs288 million. The initiative aims to eliminate bureaucracy and enhance the UAE's global competitiveness. The UAE ranked first globally in the 2025 Absence of Bureaucracy Index. This index is part of the Government Efficiency pillar in the IMD World Competitiveness Ranking. Al Tayer revealed that DEWA has achieved full digital integration across over 100 projects. This was done in collaboration with 65 government and private entities. He also reported that DEWA's service automation reached 100%. As a result, digital adoption of DEWA's services rose to 99.5%. Customer happiness increased to 98.3%, while service quality reached 95%. DEWA implemented the 'Services 360' policy, eliminating 90% of service delivery points. This move streamlined procedures and improved customer satisfaction. Currently, all DEWA services are available through its website, smart app, and unified government channels. The authority has redesigned its services to be entirely digital, from application to document issuance. Al Tayer announced the success of the 'High Water Usage Alert' service. Over 3.2 million alerts were issued to detect building leaks. This helped save more than 61 million cubic metres of water and AED 743 million. He stressed that DEWA is committed to cutting unnecessary steps and reducing transportation costs for users. It aims to provide proactive, secure, and innovative digital services. Digital transformation has improved monitoring, data accuracy, and early issue detection. Through an integrated system, officials can now make quicker, data-driven decisions. This has enhanced transparency and trust in government operations. Al Tayer highlighted two key initiatives: • The Smart Response Water service, powered by AI, reduced field steps from 10 to 5 and enabled single-step self-diagnosis. It also cut report times by 45% and field visits by 36%, raising customer satisfaction to 95.7%. • The Smart Water Interruptions Management System reduced technical reports and shrank reporting time from two hours to one click. Real-time performance metrics and faster response times from 45 minutes to 10 were also achieved. DEWA continues to advance automation and digital excellence to improve service delivery, reduce costs, and support national goals.

The announcement was made by HE Saeed Mohammed Al Tayer, MD and CEO of DEWA. These charging stations have been developed in collaboration with public and private sector partners. The initiative supports Dubai's broader goals to promote green mobility and reduce carbon emissions. Al Tayer confirmed that DEWA remains committed to advancing sustainable transport in line with national targets. By 2050, the UAE aims for electric and hybrid vehicles to make up 50% of all vehicles on the road. He added that DEWA launched the EV Green Charger initiative in 2014, the region's first public EV charging infrastructure network. The project aligns with the vision to position Dubai as a global leader in smart urban development. In support of this, DEWA continues to offer digital services for EV users and encourages private sector investment in green mobility. Recently, a comprehensive licensing system was introduced for developing and operating EV charging infrastructure. • Dubai recorded over 40,600 EVs by mid-2025 • DEWA is expanding public and private EV charging infrastructure To further strengthen the network, DEWA has signed an agreement with Parkin. This will enable the installation of chargers at high-traffic locations managed by Parkin. DEWA's EV Green Charger network includes ultra-fast, fast, public, and wall-box chargers. A new regulatory framework for EV charging has also been developed. It enables licensing for independent charge point operators and ensures alignment with future requirements. All customers, including unregistered users, can use charging services via a guest mode feature. Stations can be located using DEWA's smart app, official website, and 14 other digital platforms. Additionally, DEWA has launched the 'Dubai EV Community Hub' at offering a central source of information on the city's EV ecosystem. This initiative supports both the Dubai Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy 2050.
