Chhattisgarh Government Allows Employees To Invest In Shares But...

The Chhattisgarh government has issued a formal notification regulating stock market investments by state government employees. As per the new rules, government officials and employees are now allowed to invest in shares, securities, debentures, and mutual funds-but only for long-term purposes. Intraday trading, futures and options (F&O), buy-today-sell-tomorrow (BTST), and cryptocurrency investments have been categorically prohibited and classified as "misconduct."
The notification, issued by the General Administration Department (GAD), amends Section 19 of the Chhattisgarh Civil Services Conduct Rules, 1965. The move aims to provide clarity on financial conduct for government employees, who until now operated in a regulatory grey area.
"Earlier, the conduct rules did not specify the permissible forms of investment, creating confusion and even the possibility of disciplinary action. This amendment gives employees a safe, transparent investment pathway," said Mahendra Singh, President of the Ministerial Officers Association.
According to Mr Singh, the notification issued on June 30 is a welcome step that balances financial autonomy with caution. "Employees now have the freedom to invest their earnings safely. At the same time, banning high-risk, speculative instruments like intraday and crypto is a protective measure for employees and their families," he added.
The government maintains that the restrictions are meant to ensure that speculative trading does not interfere with official responsibilities during working hours. "Buying and selling throughout the day can disrupt official work. This decision safeguards both productivity and transparency," said BJP spokesperson Amit Chimnani.
However, the opposition Congress is criticising the move as regressive and anti-employee. "The government has completed just one month, and such decisions reflect their control-oriented approach. Employees should have full personal freedom to invest their hard-earned money as they see fit," said Congress spokesperson Ajay Gangwani.
While the employee unions have largely welcomed the clarity and exemption for long-term investing, the political opposition is using the moment to target the Vishnu Deo Sai-led government.
The notification doesn't specify a strict time frame for what qualifies as a "long-term" investment, leaving room for future clarification.
For now, Chhattisgarh becomes one of the few states in India to formally codify trading rules for its public servants-allowing safe avenues for wealth creation while drawing a red line on speculation.

New Delhi: A court in Pune has rejected a petitioner's request to get a copy of a book which Congress MP Rahul Gandhi cited during a speech in March 2023, which led to the filing of a defamation case against the Leader of Opposition in the Lok Sabha. Satyaki Savarkar, the grand nephew of Vinayak Savarkar, filed the petition in a special MP/MLA court in Pune seeking a copy of the book which Mr Gandhi used while attacking Vinayak Savarkar. The court, however, rejected the petition, saying the "accused cannot be compelled to be a witness against himself, nor can he be compelled to produce incriminating material against him." The court said the trial has not yet started, so the defence cannot be compelled to disclose documents. "... The burden of proof lies entirely on the complainant. The accused is presumed to be innocent until proven guilty. If the application is allowed, it would cause serious prejudice to the accused's right to a fair trial and his right to defend himself effectively," judicial magistrate first class Amol Shriram Shinde said in the order. "Forcing the defence to prematurely disclose defence materials is neither permitted under criminal procedure nor compatible with constitutional guarantees. It would violate the constitutional right provided under Article 20(3) of the Constitution," the court said. The defamation case against Mr Gandhi alleged he had on several occasions maligned Vinayak Savarkar, and one particular incident in March 2023 during a speech in the UK crossed the limit. As per Article 20(3) of the Constitution, no person accused of any offence shall be compelled to be a witness against himself, the court said. "Therefore, this court is of the opinion that an order cannot be passed directing the accused to file the incriminating documents. The documents in question are incriminating in nature and are sought to be produced against the accused. "The accused cannot be compelled to be a witness against himself, nor can he be compelled to produce incriminating material against him. Hence, the application filed by the complainant is liable to be rejected and is accordingly rejected," the court said.

The police had named Dhanjay Singh along with Ashutosh Singh, Puneet Singh, and Sunit Singh as accused in the Belav Ghat double murder case, which took place on April 1, 2010, under Kerakat police station limits in Jaunpur. According to the FIR, two Dalit men, Sanjay Nishad and Nandlal Nishad, were shot dead around 5:15am allegedly following a dispute over toll tax near the Belav Ghat barrier. Initially, the local police gave a clean chit to the accused, but the case was later transferred to the CB-CID, which eventually filed a charge sheet. It was alleged that the murders were linked to a contract-related rivalry. 'After reviewing all the evidence, the court of ADJ Mohammed Shariq Siddiqui acquitted Dhananjay Singh and the three other accused on Thursday. Earlier, the statements of all four were recorded in court, where they pleaded not guilty. The court examined 28 witnesses during the trial,' confirmed Lal Bahadur Pal, district government counsel (DGC), criminal, Jaunpur. Reacting to the verdict, Dhananjay Singh said, 'I always had faith in the judiciary, and finally, after 15 years, I have got justice. The entire case was political, and I was falsely implicated.' He claimed he was a sitting MP at the time of the incident and had attended a meeting, which was later misrepresented to frame him. Singh also alleged that he was expelled from his party, barred from entering the district, and that Section 144 was imposed in the area. He reiterated that the case was politically motivated, and that some individuals wanted him jailed ahead of the 2012 U.P. elections. Over 40 criminal cases have been registered against Dhananjay Singh in various places, including Jaunpur, Lucknow, and Delhi. He was declared an absconder in 1998, with a ₹ 50,000 reward announced for information leading to his arrest.

The Congress, along with its allies such as the Rashtriya Janata Dal (RJD) and Left parties, on Thursday launched a fresh attack on the Election Commission (EC) over the Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar, accusing the poll body of conspiring to deprive 20 per cent of the population of their voting rights, and asked it not to act at the behest of the ruling party. Addressing a press conference here, Congress' media and publicity department head Pawan Khera said the EC should act within the limits set by the Constitution and be a "slave" to democracy and voters, not the BJP. On Wednesday, leaders of several INDIA bloc parties met the EC over the SIR issue and raised concerns over its timing, alleging that over 20 million voters in the state could be disenfranchised by this mammoth exercise being conducted just ahead of the assembly elections. The Election Commission on Thursday said it had met representatives of various political parties on Wednesday and heard their concerns, issues, and queries raised by them, and "decoded for them the entire special intensive revision". The EC told the parties that the exercise is being held in a planned, structured, and phased manner to facilitate the inclusion of all eligible citizens. In the first phase, from June 25 to July 3, enumeration forms are being printed and distributed to the approximately 79 million electors in Bihar. In the second phase, the enumeration forms will be filled and are to be submitted before July 25. Electors whose names appear in the electoral roll as of January 1, 2003, are only required to submit the enumeration forms along with an extract of the roll. They don't have to submit any other documents. Those not listed in the 2003 roll will need to submit one of 11 documents for their date of birth/place of birth. In the fourth phase, the draft electoral roll will be published on August 1. The final electoral roll will be published on September 30.
