Nanta: Toll charges could've risen 83% without govt intervention

KUALA LUMPUR: Private vehicle users could have seen toll charges rise by as much as 83% at 10 highways nationwide this year if not for the government's decision to postpone the hike, says Works Minister Datuk Seri Alexander Nanta Linggi (pic).
He said the rates would have ranged between 50sen and RM4.56 for private cars or Class 1 vehicles, amounting to about RM136 monthly or RM1,632 annually.
The projections were based on a private car user travelling on 10 tolled highways for 20 days a month, or 240 days annually.
'If there was no postponement, road users would have felt a significant impact. We hope that it can at least ease the cost of living burden, especially for those who use the highways daily,' he said during Minister's Question Time in the Dewan Rakyat yesterday.
The 10 highways are the Cheras-Kajang Expressway (Grandsaga), Kuala Lumpur-Kuala Selangor Expressway (Latar), New North Klang Straits Bypass (NNKSB), Senai-Desaru Expressway (SDE), East Coast Expressway Phase 2 (LPT2), South Klang Valley Expressway (SKVE), Sultan Abdul Halim Mu'adzam Shah Bridge (JSAHMS), Duta-Ulu Kelang Expressway (DUKE), Maju Expressway (MEX) and the Butter­worth Outer Ring Road (LLB).
Nanta said the toll hike postponement would involve all vehicles – from Class 1 to Class 5 except for the LLB.
The toll hike postponement for the LLB only applies to Class 5 vehicles, as Classes 1 to 4 have already reached the maximum toll hike rates allowed under the concession agreement.
Class 1 vehicles generally refer to private cars, Class 2 for vans and light goods vehicles, Class 3 for heavy vehicles with three or more axles, Class 4 for taxis, and Class 5 for buses.
He added that the government will also have to pay a compensation of RM568.92mil annually to the concessionaires owing to the postponement.
Nanta was responding to a question by Datuk Seri Sh Mohmed Puzi Sh Ali (BN-Pekan), who asked about the implications of the government postponing toll rate hikes for this year.
On July 23, Prime Minister Da­­tuk Seri Anwar Ibrahim an­nounced the postponement of toll hikes for 10 highways that were scheduled to take effect this year.
On another matter, Nanta said abolishing tolls is not easy, adding that it will require the government to cough up billions for highway maintenance.
He said the funds could instead be used for other priorities.
'Instead, the government funds can be used in states like Kelantan, Terengganu or Sabah and Sarawak, which do not have tolled roads,' he told Datuk Che Mohamad Zulkifly Jusoh (PN-Besut), who asked if the government planned to abolish tolls.
The minister said there was a possibility that toll rates could be reduced once highway concessionaires achieve their return on investment.
'Then, we can possibly see toll rates be reduced,' he said.

KUALA LUMPUR: First- and last-mile connectivity across major cities nationwide is set for a boost under the 13th Malaysia Plan (13MP), says Datuk Seri Anwar Ibrahim. The Prime Minister said this will involve the addition of 300 demand-responsive transit vans and 1,200 buses to enhance public transportation links within urban areas. 'There will also be an additional 217 passenger train sets to improve the frequency of train services,' he said when tabling the 13MP in the Dewan Rakyat yesterday. Anwar said that the construction and upgrading of 2,800km of rural roads is anticipated to enhance connectivity. This includes the main road from Nanga Serau to Nanga Seranau in Kapit, Sarawak; the road from the Sungai Air Tawar bridge to Hutan Melintang in Bagan Datuk, Perak; and the Pos Sinderut road in Lipis, Pahang. Large-scale infrastructure development will continue as part of efforts to enhance connectivity and stimulate economic growth. These projects include the East Coast Rail Link, which connects Kelantan, Terengganu, Pahang and the west coast of the peninsula; the Gemas-Johor Baru double track; the elevated autonomous rapid transit system in Iskandar Malaysia, Johor; and the LRT Mutiara Line project in Penang. 'These initiatives also speed up the transit-oriented development, combining transport elements with housing, commerce and public service counters,' he said. Anwar also said there will be upgrades to existing routes. This includes the Senai Utara-Machap route in Johor and the Juru-Sungai Dua route in Penang, both of which are located along the PLUS Malaysia Berhad Highway. Also in focus is the construction of the Lingkaran Tengah Utama Expressway, the Pan Borneo Highway in Sabah and the Trans Borneo Highway in Sarawak. The Prime Minister said the road-to-rail initiative, aiming to shift a large portion of cargo off roads, will increase rail usage from 6% to 13%. 'This will reduce the risk of road accidents,' he said.

Plans underway to restart delayed MEX II highway construction

KUALA LUMPUR: The government is working to revive the stalled MEX II Highway project, with the central agency currently finalising discussions with the Receivers and Managers (R&M) appointed by the project's sukuk holders to determine the best way to complete construction. Works Minister Datuk Seri Alexander Nanta Linggi said the discussions involve key considerations such as project completion costs, cash flow, traffic impact analysis, and toll rates, in an effort to ensure the project remains viable. "The planning and direction of the MEX II project will be coordinated by the central agency along with relevant ministries and agencies, particularly in relation to the financial model. "This will take into account appropriate parameters for evaluating the project's viability, including technical aspects, and will then be presented to the Cabinet for consideration," he said in a written parliamentary reply. He was responding to a question from Yeo Bee Yin (PH–Puchong), who asked about the current status of the highway and the steps taken to prevent similar situations in the future. She also queried the amount of funding needed to complete the project and whether this would lead to an increase in toll rates. In response, Nanta said the MEX II Highway is a fully privatised project, funded by the developer or concessionaire through a Build-Operate-Transfer (BOT) arrangement. "All project progress verifications, including progress claims, are reviewed and confirmed between the contractor, the concessionaire, the supervision consultant (SC), and the independent checking engineer (ICE), and submitted directly to the sukuk holders," he said. He added that government-level approval is not required for these claims, as the project is privately financed. However, the concessionaire was issued a notice of default by the sukuk holders in January 2022. Since then, all concession obligations have been handed over to the receivers and managers appointed by the sukuk holders to resolve the project's financial issues and complete the remaining construction. In May, Nanta had said that the government was actively engaging with stakeholders to resolve the prolonged delays in the MEX II project, which was originally scheduled for completion in December 2019. The project had faced persistent cash flow issues that halted construction, but efforts are now being stepped up to revive the stalled works. The 18km extension to the MEX Expressway has come under renewed public attention following MACC investigations into alleged false claims involving RM360 million.
