Paul Vallas: Raiding TIFs will not close CPS' budget hole

The old saying goes that if something looks too good to be true, it probably is. That maxim certainly applies to the push by Chicago Public Schools and Chicago Teachers Union leadership to look to the tax increment financing program as a cure-all for their $734 million budget shortfall.
The reality is simple: Raiding TIFs will not close next year's budget gap, and eliminating them entirely, as the union demands, would worsen the district's long-term financial challenges.
After Gov. JB Pritzker declined to provide CPS with additional funding to cover the district's costly contract demands, the district and the union have turned their attention to TIFs. The city's 124 TIF districts remain an attractive target, having collected $1.2 billion by the end of 2023, with a total fund balance exceeding $3 billion as of last fall.
The narrative that ending TIFs is a financial solution is part of CTU's broader strategy to cast the business community as yet another villain in blocking CTU leadership and Mayor Brandon Johnson from delivering on unaffordable promises. The CTU's hope is that threatening the TIF program will prompt business interests to pressure state leaders to bail out the schools.
Despite the rhetoric, TIFs do not take money away from schools or other local governments. Tax rates for local entities, including schools, rise to meet their levy requests. In practice, TIFs don't divert property taxes from local government; they increase them. Beyond capital improvements, TIFs provide local governments with a budget windfall that would not exist otherwise. The largest beneficiary is CPS, which receives a majority of the annual TIF surplus.
If TIFs were suddenly abolished and future TIF liabilities for any projects currently underway magically disappeared, the annual surplus TIF money the district currently receives would go away. This would offset almost nearly half of what the district would receive from the TIF abolition. The net increase to CPS would be about $340 million per year — far less than what's needed to cover even next year's budget deficit.
It's fair for the City Council to ask why the city continues to provide CPS a substantial TIF windfall while also providing the schools other major subsidies. The city should direct CPS to use this windfall to pay its own pension costs for nonteacher employees, its own school construction debt and other city services the city currently pays for. This would free up almost $300 million for the city to use to balance its own budget.
CPS had billions more to spend in 2024 than it did in 2019. The district went on a COVID 19-era hiring spree, adding thousands of staff members since 2019, even as enrollment declined. Only half of the district's $9 billion budget reaches the schools, and CPS now employs more nonteacher staff than teachers. What does the district have to show for this spending? Academic results remain deeply troubling.
There is a way out of CPS' financial crisis, but it does not run through TIFs. The CTU contract should limit salary increases, staffing levels and other costs to available revenues. Central and regional offices and districtwide programs should be dramatically downsized. Nearly empty schools should be closed, consolidated or leased to public charter schools. Elected Local School Councils and their principals should have autonomy over their budgets and the authority to make personnel decisions and select school models that best serve their students.
Unfortunately, school leaders remain focused on protecting bureaucracy and controlling budgets and personnel, while the teachers union relies on central administration to enforce its contract and protect its monopoly. Raiding TIFs is no solution — it's fool's gold.
There is no substitute for effective financial management, which has been sorely lacking as CPS and CTU leaders collaborate to perpetuate the status quo.

Editorial: CPS doubles down on ‘sustainable community schools.' Where are the results?

Education is the great equalizer, and we believe everyone should have access to a good one. So we took notice when Mayor Brandon Johnson announced late last week that the city would be nearly doubling the number of so-called sustainable community schools in the city. What is a sustainable community school? It's a model — widely supported by teachers' unions — which turns public schools into community hubs offering services such as housing and food assistance, medical and dental care, mental health support and classes, including parenting or English for non-native speakers. Right now, Chicago Public Schools has 20 of these schools, but the number is going up to 36 — with more to come after that. Each of these schools costs an extra $500,000 annually, so adding 16 will cost an additional $8 million next year. You may be asking yourself why, when the district has a deficit of hundreds of millions of dollars it needs to sort out by the end of the month, that Johnson is announcing this. Well, it's simple: The new Chicago Teachers Union contract requires an additional 50 sustainable community schools by the end of its four-year term. To some degree, the district's hands are tied. We should say here that we don't think the idea of sustainable community schools is meritless. It makes sense that low-income and disadvantaged kids may need more to succeed than just the three Rs. But is the sustainable community school model the way? Let's look at the track record of these schools in Chicago. Chalkbeat reported that since 2018, enrollment at the 20 schools in the program has dropped by 15%, with six of them losing more than a quarter of their students — a far steeper decline than the district as a whole. And many of these schools are among the city's worst-performing academically. We'll allow that numbers don't tell the entire story when it comes to a program such as this one, but they're not meaningless either. And so far they're downright discouraging. Johnson, the former CTU organizer who has spent his mayoralty attempting to make his former employer's demands reality no matter how unaffordable or questionable, doesn't think we should be considering metrics at all. He dismisses using test scores or graduation rates to gauge success, defining the effort's worthiness instead as 'when every child has everything they need.' Perhaps that's because the data don't support this investment. Even the most ardent public school advocate should never say something like that. Just like any other program, sustainable community schools need to justify their investment, and they do so at least in part by demonstrating measurable success. Here's the reality. The situation with Chicago's low-income kids warrants urgent attention. Among low-income CPS students, just 22% are proficient in reading, 12% in math, and nearly half miss 10% or more school days. Those numbers cry out for meaningful solutions. Improving this woeful reality is challenging, and schools aren't well-positioned to be everything to everyone. The best thing schools can do is help foster stability. An environment of reassuring routines, predictable interactions and secure relationships helps children feel safe and ready to learn. Here are some extra school services that seem to work. One-on-one or small-group tutoring, especially in the early grades, provide some of the strongest evidence for boosting achievement. In Mississippi, intensive early-literacy tutoring, among other reforms, helped raise fourth-grade reading scores to above the national average. CPS has made strides with its Tutor Corps program and Tutoring Chicago help, but more is needed. Before- and after-school programs, summer learning and extracurriculars boost attendance, engagement and outcomes. And pairing students with consistent adult mentors (through Big Brothers Big Sisters, for example) improves graduation rates and reduces disciplinary incidents. These add-on services boost learning — but only with a solid academic foundation; without it, they risk distraction over results. Based on the CTU contract, CPS doesn't have a choice — it has to move forward with these sustainable community schools. If CPS' own data showed these schools were moving the needle academically, this investment could be justified — but so far, that hasn't happened. We're not convinced spending more and expanding on this model is the answer Chicago kids need. Schools can connect families to outside help, but they cannot become the housing authority, the health department and the social services office without sacrificing their core mission: teaching children to read, write and think critically. When schools try to be everything to everyone, they risk doing nothing well. So the jury is out on sustainable community schools. Supporters of the concept, including the mayor, should focus on delivering results for students rather than defining success in terms of how many new CTU members are employed. Dive Brief: State Farm is increasing homeowners insurance rates in Illinois by 27%, with new rates reflected in existing policies starting Aug. 15. Illinois state leaders called it the 'largest single rate hike in recent history' and said it would add an average of $750 annually to homeowners' insurance bills. Illinois Gov. JB Pritzker called the rate hike 'unfair and arbitrary' and urged state lawmakers to 'enact a legislative solution' to prevent insurers from making 'severe and unnecessary' rate hikes in the state. Nationwide, increases in home insurance premiums, driven in part by a rise in climate-related disasters, are adding to the rising cost of homeownership. Dive Insight: Home insurance premiums in the U.S. soared 57% from 2019 to 2024, according to Harvard University's Joint Center for Housing Studies, citing data from the Federal Home Loan Mortgage Corp. The sharpest increases were in areas more vulnerable to climate disasters, such as Florida, according to JCHS. The company said hail damage alone was responsible for $638 million in damages it paid in the state last year. The insurance company said its rate hike is in line with what other insurance companies have done. 'Over the last three years, many insurers have raised Homeowners rates, citing deteriorating loss trends in Illinois,' the company stated. In February, Allstate raised homeowners insurance rates in Illinois 14.3%, but it insures fewer homes in the state compared with State Farm. State Farm also recently increased homeowners insurance rates in California, where insurers must receive approval from an elected insurance commissioner to increase premiums. State Farm asked for a 30% rate increase but was granted an emergency 17% increase, which went into effect June 1. While Illinois has seen more intense rain events in recent years, state leaders argued the state's weather is not as extreme as in other states and questioned whether State Farm's increase was to pay off losses it felt in other states. 'Illinois premiums are priced for the risk in this state — not for losses in other states, including wildfires, earthquakes, or hurricanes,' State Farm stated. Both Republican and Democratic state politicians headed to Springfield this week for their party's day at the Illinois State Fair. Chicago is the subject of more threats from President Donald Trump. After mobilizing National Guard troops in Washington, D.C., to help fight crime, the president suggested doing the same in the Windy City. Trump also met with Russian President Vladimir Putin at a summit in Alaska on Friday to discuss ending the war in Ukraine. It's been a little more than a week since the latest round of U.S. tariffs took effect, but it's difficult to interpret the impact they've had on the economy. While the stock market soared to historic highs this week, the latest report from the consumer price index showed the cost of some everyday goods is climbing and the Federal Reserve announced that, across the board, inflation was unchanged. Back home, the Chicago Bulls are preparing to get back out on the court, releasing their schedule for the 2025-26 season, which starts on Oct. 22, and across town, the Sky notched their 11th loss in 12 games, as injured star Angel Reese sat out for a sixth straight. Things aren't much better for Chicago area baseball fans.
