UPSC bars candidate for three years after being held with 'incriminating material', using unfair means in examination

examination on Friday.
In a post on LinkedIn, UPSC said that the candidate has been cancelled from attempting current year's examination as well for "possessing incriminating material".

It further said that disciplinary action has been taken on the candidate.
"Accordingly, UPSC has taken stringent disciplinary action in line with standardization of penalties by cancelling the candidature for the current year's examination and debarred the individual from appearing in all future examination(s)/Selection(s) to be conducted by the Commission for a period of 3 years."

UPSC Chairman Ajay Kumar told PTI that the Commission is firmly committed to upholding the highest standards of integrity, transparency, and fairness in its examination processes.
"Any candidate found guilty of indulging in unfair means or misconduct during examinations faces strict disciplinary action as per rules, including debarment from future examinations, as the strictest action," he told PTI.
Kumar added that such measures are necessary to preserve the sanctity of the selection process and to ensure that merit remains the sole criterion for recruitment to the government services.
'This is the sole reason why UPSC for the last 100 years, has been an epitome of merit and fair system, and candidates from any background can get selected, purely on merit basis, as per the selection process," he added.
Last year, the UPSC had taken a series of actions against former probationary IAS officer
Puja Khedkar
, including filing a criminal case, for availing attempts in the civil services exam by faking her identity.
Khedkar was accused of cheating and wrongly availing Other Backward Class (OBC) and disability quota benefits to ensure her selection in the Indian Administrative Service (IAS).

A Central Reserve Police Force (CRPF) jawan was shot dead outside his residence late Sunday in Gohana in Haryana's Sonipat, days after he allegedly had a brawl with a few unidentified persons during the Kanwar Yatra in Haridwar. The police said the family of the deceased, identified as Krishan Kumar, a resident of Kheri Damkan village in Gohana, rushed him to the nearby hospital, where he succumbed to his injuries. Kumar, who was posted in Chhattisgarh, had come home on leave about a month ago. He is survived by his wife and two children, one of whom was born three days ago. His wife is still in the hospital. 'Krishan had gone to Haridwar on July 22 for Kanwar Yatra. During that visit, he had a heated argument and a brawl with a few men from his village. It was late Sunday night that a few men from the village called Krishan out of his home at about 1 am Monday. The moment he stepped out of his home, he was shot at,' said Shrikant, Additional Commissioner of Police, Gohana. 'Hearing the gunshots, Krishan's family members rushed towards him, where he was found lying on the ground in a pool of blood. He was rushed to the hospital, where doctors declared him dead on arrival,' Shrikant added. Investigating officers said Kumar's family have named three men – Ajay, Anand, and Nishant of the same village — whom they suspect of killing their son. 'The FIR has been registered and multiple teams have been constituted to nab the accused who are yet at large,' one of the investigating police officers said. The police said they have constituted four teams, and are investigating the matter to identify and nab the assailants. Kumar's family members told the police that his wife was in the hospital after delivering the baby, and he had spent the entire Sunday with her. He had returned home late at night to take some rest. They said he was recruited about 11 years ago, and got married about seven years ago. His elder son is six years old, while the younger son was born three days ago. He had taken a one-month leave and reached home on July 16.

He is accused of systematically inducing, coercing and manipulating individuals of other faiths, particularly Scheduled Castes and economically disadvantaged persons belonging to Hindu religion, into religious conversion," the ED had said following the rads. The agency further said it had analysed 22 bank accounts related to Chhangur Baba and his associates and it was found that funds worth more than Rs 60 crore were received by them. "It was also found that a large amount of funds has been received from foreign countries by Chhangur Baba and his associates," it said. The ED had seized a number of documents that show that "proceeds of crime" (illicit funds) were majorly transferred to different people for purchasing a number of immovable properties worth crores of rupees and carrying out construction activities in these properties. All the immovable assets acquired by Chhangur Baba are in the names of his associates, Naveen Rohra and Neetu Rohra, to conceal his actual involvement in money laundering, the ED said. Uttar Pradesh Chief Minister Yogi Adityanath had described the actions of the accused as not only anti-social but also "anti-national".

Last Updated: Citing precedents from the Supreme Court, the court said litigants who mislead the court by suppressing facts are not entitled to any relief The Allahabad High Court has dismissed a public interest litigation (PIL) filed by one Manish Kumar, holding that the petitioner concealed crucial information about an earlier identical case and misused the judicial process. The court also imposed a cost of Rs 15,000 on the petitioner. Justice Kshitij Shailendra noted that Kumar had previously filed a PIL involving the same property and the same respondent (Respondent No. 6), which was withdrawn on May 12, 2025, without seeking liberty to refile. Despite this, Kumar approached the court again with a fresh PIL without disclosing the earlier proceedings. The high court held that such suppression amounted to a serious misuse of the process of law. 'Non-disclosure of the previously filed writ petition and its result amounts to misuse of process of law," the judge observed. The objection to the maintainability of the PIL was raised by Anil Kumar Shukla, counsel for Respondent No. 6, who argued that the petition was filed to harass his client. The court found merit in the argument and stated that the circumstances indicated the PIL was likely driven by personal motives rather than genuine public interest. The bench also noted that both petitions were filed by the same advocate and involved identical parties and property details. It further pointed out that the petitioner had identified himself as a social worker but failed to provide any evidence of actual social work. Citing precedents from the Supreme Court, including Dalip Singh v. State of U.P. and K.D. Sharma v. Steel Authority of India Ltd., the court said litigants who mislead the court by suppressing facts are not entitled to any relief. As a consequence, the PIL was dismissed with a cost of Rs 15,000 to be deposited with the Registrar General of the High Court within two weeks. If the petitioner fails to comply, the District Collector of Hathras has been directed to initiate recovery proceedings. The court ordered that the amount be credited to Tara Sansthan and used solely for the welfare of elderly residents at the Rabindra Nath Gaur Anand Old Age Home in Prayagraj.
