
Fingerprint scanners in districts: Centre's revised procedure for foreigners ID portal
After facing technical issues in uploading biometrics of detected illegal migrants on Foreigners Identification Portal (FIP) of the National Automated Fingerprint Identification System (NAFIS), the Centre has revised the procedure for the portal and asked states/UTs to now use fingerprint scanners available in districts under districts police module (DPM) of Immigration Visa Foreigner Registration Tracking system (IVFRT).
The MHA in a communication earlier this month said that it has decided to review the tools of DPM and FIP for the deportation of illegal migrants with all stakeholders and found that several states/UTs were facing issues regarding digitization of fingerprints captured on paper and sending it to the NCRB for digitization. An official said that this led to 'certain gaps between data of taking fingerprints on paper by manual scanning as compared to digital record'.
The official said, 'It has been decided by the Centre that the infrastructure and equipment of NAFIS will not be used for collecting of biometrics of detected illegal migrants on the FIP portal… Now onwards, the fingerprint scanners available at district under DPM of IVFRT will be used.'
To facilitate deportation of illegally staying Rohingyas, the MHA had launched a portal in 2018 to collect biographic and biometric details after giving access to all states/UTs, the communication said.
'The DPM was rolled out in 2023 to enhance the capabilities for identification of overstaying foreigners and later the portal was upgraded into a comprehensive portal — FIP to cover illegal migrants from all countries. It was then decided that for capturing biometrics of illegal migrants in FIP, NAFIS machines provided by the NCRB, will be utilised and that biometric data will be captured in the standardised format for inter-operable use,' the official said.
The NCRB three years ago had implemented the NAFIS project, providing equipment to all districts, police commissionerates, state fingerprint bureau, the central fingerprint bureau and central law enforcement agencies to establish a national repository of criminal fingerprints.
Also, the fingerprint identification system of all States/UTs has been integrated with NAFIS, creating a national repository of 1.06 crore criminal fingerprint records till October 31 last year. Later, the database of FIP was also added in the NAFIS.
After reviewing, it has been decided that fingerprint, scanners, computers and webcams will also be provided to police stations, especially in the identified hotspots, in the holding (detention) centres and also in the Border Out Posts (BOPs) manned by the Border Guarding Forces for collection of biometrics of detected illegal migrants, and uploaded by agencies concerned on the FIP.
'…the Ministry of External Affairs will take further action for getting nationality verification of the cases of illegal migrants, referred to them on the FIP Portal by the Foreigners Registration Office (FROs),' an official said.
'The Bureau of Immigration has been made the nodal authority at the Central level through Foreigners Regional Registration Office (FRROs) for the FIP and they have to ensure two things: the migration data from the FIP to IVFRT system and data will not be transferred to the NAFIS now onwards,' a senior official said.

Couple Loses Rs 4.79 Crore With Digital Arrest, Scamster Visits Sri Lankan Casino
Bengaluru: A retired engineer and his wife in Bengaluru lost Rs 4.79 crore to cyber fraudsters, who placed them under "digital arrest" over their alleged involvement in a money laundering case and non-payment of credit card bills. The two accused - Eshwar Singh and Narayan Singh Chaudhary - have been arrested and a detailed probe is underway, Bengaluru Southeast Deputy Commissioner of Police Sarah Fatima said. Providing details, Ms Fatima said the retired engineer and his wife were targeted and placed under "digital arrest" by the scamsters for two-and-a-half-months. "The couple was forced to pay Rs 4.79 crore on the pretext of credit card dues and their purported involvement in money laundering. The accused threatened the couple with action from the Central Bureau of Investigation and the Enforcement Directorate. Fake arrest warrants were also issued to the couple," she said. The retired engineer earlier worked in Nigeria, the officer added. "Following an investigation, Singha and Chaudhary were arrested. Rs 10 lakh was recovered from Singh and Rs 1.08 crore from Chaudhary's bank accounts," she said. One of the accused allegedly travelled to a Sri Lankan casino with the stolen money. "A Look Out Circular was issued against him and he was arrested on his return to India," Ms Fatima said. According to cyber law expert and advocate Pawan Duggal, "digital arrest" is the phenomenon of trying to put somebody in a sense of fear and panic and thereafter, going ahead and extorting money from the said person under some mistaken notion so as to make the said person a victim of a cybercrime." There have been several advisories warning people that there is no provision for 'digital arrest' or online investigation in Indian law enforcement and yet, several people have fallen prey to such scams, losing crores in the process. The Centre has also warned about a widespread cyber scam targeting individuals across the country. It said the scam involved fraudulent letters threatening people with 'digital arrest' unless they comply with the scammers' demands. In October, Prime Minister Narendra Modi drew attention to 'digital arrests' and warned people against such activities. "Beware of digital arrest frauds. There is no system like digital arrest under the law. No government agency will ever contact you via phone or video call for such an investigation," he said.

Lok Sabha panel flags understaffed cybercrime units
The parliamentary standing committee on women empowerment has raised concerns about severe understaffing in cybercrime units and a perceived lax attitude towards online crimes targeting women and children. The panel, during its fourth meeting convened on Monday, heard briefings from the ministry of electronics and information technology (MeitY) and the ministry of home affairs (MHA) on 'cyber crimes and cyber safety of women'. Cyber experts and NGOs also presented their views. Multiple lawmakers, speaking anonymously, said the committee confronted ministry representatives over critical shortcomings. An MP told HT that the MHA unit specifically handling cybercrimes against women operates with inadequate staff. 'We unequivocally said it's unacceptable and that the staff should be increased as the ministry is failing in keeping a check on such crimes,' she said. HT had previously reported on May 7 that the D Purandeswari-headed committee, in its first meeting, discussed about cybercrimes against women –– including the online harassment faced by Himanshi Narwal, the widow of Lt. Vinay Narwal who was killed in the Pahalgam terror attack. The lawmakers, on Tuesday, said that said women and children face increasingly violent and sexually explicit online abuse that has spread beyond major cities into rural areas. According to the MPs, the panel told ministry representatives there is a 'dire' need to speed up action against cyberbullying and harassment, criticizing a 'lax' official approach that often allows online crimes to escalate into real-world stalking and harassment The committee cited the case of foreign secretary Vikram Misri and his daughter, who faced intense online abuse and trolling in May, following Operation Sindoor and the subsequent cessation of hostilities with Pakistan. 'If the foreign secretary and his daughter are not safe from these cyberbullies then imagine what happens to the common women and children,' a second MP who took part in the meeting said. A key issue raised by the committee was the fragmented legal structure across ministries. 'One thought that came up was, can we have one legal... one act which would control cybercrime and abuse against women and children,' the second MP said. The committee also discussed the limited awareness of government programmes among rural women, particularly those who are technologically challenged. 'There is cyber security, but is that enough? That is not enough is what they felt,' the second MP added. Both MeitY and MHA have asked for written suggestions from the panel to be submitted within a week. The committee decided the ministries, collaborating with NGOs, will develop solutions to mitigate cybercrime risks. These include technical and legal mechanisms aimed at preventing such crimes and ensuring immediate assistance reaches victims of online abuse.

'Pahalgam terror attack result of Centre's callousness': Mamata Banerjee in assembly
West Bengal Chief Minister Mamata Banerjee on 10 June claimed that the Pahalgam terror attack was a result of the Centre's callousness. The Trinamool Congress chief also accused the Bharatiya Janata Party, in power at the Centre, of trying to politicise valour of the armed forces. 'Why security personnel were absent at the terror attack site in Pahalgam,' Mamata Banerjee asked, speaking in the state assembly, news agency PTI reported. "Where did the terrorists comes from? How did they get the arms and where have they disappeared? Why hasn't anyone caught as yet?,' she asked. Banerjee stressed that there was a need to teach terrorists a lesson. 'We salute bravery of armed forces,' she said, adding that terrorism has no religion. Why security personnel were absent at the terror attack site in Pahalgam? The ruling TMC also passed a resolution lauding the armed forces in the state assembly. As many as 26 people were killed and several others injured in the terrorist attack in Jammu and Kashmir's Pahalgam on 22 April. Indian Armed Forces launched Operation Sindoor on 7 May, targeting terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir.
