AI, geopolitics and governance: Oliver Wyman unveils key insights at World Government Summit 2025

Zawya06-02-2025
DUBAI – As global leaders convene for the World Governments Summit 2025 in Dubai under the theme 'Shaping Future Governments', Oliver Wyman, a global management consulting firm and a business of Marsh McLennan (NYS: MMC), and Knowledge Partner of the Summit, is sharing insights on key trends reshaping governance models and the role of government in an era of rapid technological change and geopolitical shifts.
Oliver Wyman Forum's 'State Of Our World 2025' report underscores how the rise of emerging technologies like artificial intelligence (AI), coupled with evolving economic blocs and industrial policies, is prompting governments to rethink their approaches to drive innovation, ensure resilience, and meet citizen needs.
Adel Alfalasi, Partner and United Arab Emirates Head at Oliver Wyman said, 'We are at an inflection point where embracing innovation is no longer an option but a necessity to remain competitive in the global arena. The rapid advancement of emerging technologies presents both unprecedented opportunities and complex challenges for GCC governments. They are embracing digital technologies to enhance service delivery, improve efficiency, and foster greater transparency and accountability. This transformation requires a shift from traditional, bureaucratic models to citizen-centric approaches that prioritize user experience and seamless online interactions.'
The State Of Our World report also highlights how the lines between economic and national security interests are blurring, with governments increasingly leveraging tools like export controls, tariffs, and investment screening to protect domestic industries and supply chains.
'As the world becomes more fragmented, deeper regional cooperation and integration will be crucial for the GCC to leverage its unique geo-strategic position, enhancing its collective resilience and global competitiveness,' Alfalasi added.
Ana Kreacic, Chief Knowledge Officer at Oliver Wyman Group and an author of the State Of Our World report, emphasized the need for a 'geopolitics-first' mindset as the global order shifts toward a multipolar system with increased protectionism and economic blocs.
'Geopolitical tension, innovation breakthroughs, and competition are reshaping markets, driving a surge in industrial policies aimed at boosting self-sufficiency in strategic sectors,' said Kreacic. 'Both national governments and multinational businesses must constantly review and adapt their strategies to navigate this new reality, mitigating risks while capitalizing on emerging opportunities.'
While enthusiasm for AI remains high, with 97% of organizations recognizing its value, only 17% have found their investments exceeding expectations so far, according to an Oliver Wyman survey of 300 global firms. However, sectors like healthcare and banking are emerging as early standouts, achieving double-digit cost savings and revenue growth through targeted AI applications.
Oliver Wyman's insights emphasize the imperative for governments to foster cultures of innovation, invest in sustainable development, and prioritize human-centric policymaking to build a brighter future for all. As the State Of Our World report notes, history suggests that transformative technologies build slowly before taking off, with productivity gains surging once adoption hits 60%.
'The World Governments Summit provides a unique platform for leaders to engage in constructive dialogue, share best practices, and collectively chart a path forward,' added Alfalasi. 'By embracing a collaborative approach and prioritizing the needs of our citizens, we can navigate the complexities of the 21st century and build a brighter future for all.'

Trump arranging peace talks between Putin, Zelensky; location to be determined

Russian and Ukrainian presidents Vladimir Putin and Volodymyr Zelensky looked set for a peace summit after fast-moving talks Monday between Donald Trump and European leaders that focused on the key issue of long-term security guarantees for Kyiv. Hopes of a breakthrough rose after Trump said he had spoken by phone with Russian counterpart Putin, whom he met in Alaska last week following a "very good" meeting with the Europeans and the Ukrainian president at the White House. It would be the first meeting between the Russian and Ukrainian leaders since Moscow's brutal invasion nearly three and a half years ago, and comes as Trump tries to live up to his promise to quickly end the war. Trump, 79, wrote on his Truth Social network that "everyone is very happy about the possibility of PEACE for Russia/Ukraine." "At the conclusion of the meetings, I called President Putin, and began the arrangements for a meeting, at a location to be determined, between President Putin and President Zelensky," Trump said. Trump said he would then hold a three-way summit with the Ukrainian and Russian leaders. German Chancellor Friedrich Merz said Putin had agreed to the bilateral meeting within the next two weeks, but there was no confirmation of a date or location. Zelensky 'ready' to meet Putin Zelensky confirmed to reporters outside the White House he was "ready" for a bilateral with bitter foe Putin, whose invasion of Ukraine has led to tens of thousands of deaths. In Moscow, a Kremlin aide said that Putin was open to the "idea" of direct talks with Ukraine. The Ukraine war has ground to a virtual stalemate despite a few recent Russian advances, but Trump's summit with Putin last Friday failed to produce any ceasefire. Zelensky then rushed to the White House to meet with Trump after the US president increasingly pushed the Ukrainian leader to make concessions to Russia. The leaders of Britain, France, Germany, Italy, Finland, the European Commission and NATO then announced that they would be coming too, in a pointed show of support. Zelensky also met one-on-one in the Oval Office with Trump in their first encounter in the heart of the US presidency since their acrimonious blow-up there in February. The Ukrainian president said the meeting was their "best" yet, with little of the tensions that erupted when Trump and Vice President JD Vance berated him in front of TV cameras for not being "grateful" for US support. Trump even complimented Zelensky on his black jacket, after the Ukrainian was criticized by right-wing media because he failed to change his trademark war-leader's outfit for a suit during the February visit. 'Security guarantees' The US president meanwhile said he had discussed security guarantees for Ukraine, adding that Putin had agreed to them despite ruling out Kyiv's long-held dream of joining the NATO alliance. Trump said the guarantees "would be provided by the various European Countries, with a coordination with the United States of America." NATO chief Mark Rutte told reporters at the White House it was a "very successful meeting" with "the president really breaking the deadlock." "Today was really about security guarantees, the US getting more involved there, and all the details to be hammered out over the coming days," he said. The Financial Times, citing a document seen by the newspaper, said Ukraine had undertaken to buy $100 billion of US weapons financed by Europe in return for US guarantees for its security. Zelensky later spoke to reporters about a $90 billion package, and said Ukraine and its allies would formalize the terms of the security guarantees within 10 days. The presence of the European leaders however also underscored continuing nervousness about whether Trump will pivot towards Putin as he has on a number of occasions. Trump had pushed Ukraine ahead of the meeting to give up Crimea and abandon its goal of joining NATO -- both key demands made by Putin. French President Emmanuel Macron called Monday for stepping up sanctions against Russia if Putin does not move forward on peace with Ukraine. Finnish President Alex Stubb said Putin was not "to be trusted." Germany's Merz meanwhile said Ukraine should not be forced to surrender its Donbas region to Russia in talks. "The Russian demand that Kyiv give up the free parts of Donbas corresponds, to put it bluntly, to a proposal for the United States to have to give up Florida," Merz told reporters.

The Summit aims to enhance economic and tourism partnerships between the UAE and African nations, boosting mutual investments across key priority sectors, particularly tourism, hospitality, and related services. As part of the initiative, the Ministry of Economy and Tourism signed a Memorandum of Understanding (MoU) with The Bench – the organizers of FHS World – in the presence of H.E. The event will bring together over 250 high-level participants, including senior government officials, decision-makers, and investors from 53 African countries, including tourism ministers and representatives of investment promotion agencies from across the continent. This reinforces the UAE's role as a reliable investment partner for Africa and opens new avenues for strategic collaboration in vital sectors that contribute to building a more integrated and sustainable economic future. H.E. This aligns with the objectives of 'We the UAE 2031' vision, which aims to position the country as a leading global hub for the new economy, driven by international partnerships and future-focused sectors.' Jonathan Worsley, Chairman & CEO of The Bench said: 'We are honoured to partner with the UAE Ministry of Economy & Tourism to launch the UAE Africa Tourism Investment Summit as part of FHS World 2025. This collaboration reflects our shared ambition to accelerate investment and development across Africa's hospitality sector. The UAE has long served as a bridge between global capital and emerging markets, and this new platform will strengthen the connections between African nations and the international investment community. Together, we are creating an ecosystem that fosters meaningful dialogue, unlocks deal flow, and drives long-term economic growth across the continent.' The Summit will enable participants to explore opportunities for collaboration between government entities and the private sector across the tourism, investment, infrastructure, and hospitality sectors in both the UAE and the African continent. It also seeks to highlight future initiatives within the tourism and hospitality sectors in both markets.
