Lucknow: In a step to improve early education, over 3,000 newly established Balvatikas will become fully functional across the state on Aug 15. The inaugural events will coincide with Independence Day celebrations, where public representatives, officials, and parents will join to encourage children.
Programmes will highlight the importance of early learning, its benefits, and key government initiatives. Basic education minister Sandeep Singh said, "Balvatikas have been designed to ensure children's holistic development and nutrition so they grow into strong, confident, and responsible citizens."
Director general, school education, Kanchan Verma, said, "The basic education department has ensured all necessary facilities for the holistic development of children. This includes activity-based kits (Wonder Box), learning corners, outdoor play equipment, child-friendly furniture, and stationery." She added that ECCE teachers, shiksha mitras, and Anganwadi workers have been given special training to make children aged 3 to 6 "school ready" while paying full attention to their nutrition.

As one enters Sneh Animal Welfare Society in Shahdara's Usmanpur, what catches the eye is a row of kennels running parallel to a narrow open drain, carrying leftover food and dog waste. These kennels are home to 104 stray dogs, picked up from across the Capital. Some need a good cleaning with dogs lying on the floor covered with urine and stool. The Tuesday morning rain has only worsened the situation with dogs bringing in more mud and muck from their walks outside. With the Supreme Court directing that stray dogs from Delhi-NCR should be removed to shelter homes within eight weeks, officials running the Animal Birth Control (ABC) centre in collaboration with Municipal Corporation of Delhi (MCD) are concerned that their sterilisation programme will now take a backseat. Many of the dogs at the shelter – which can accommodate up to 280 strays – belong to the Red Fort area, says Dr Rajat, the vet at the centre run by an NGO. For him, the SC order is a step towards 'mass culling'. He adds that sterilisation surgeries cannot take place if dogs are needed to be caged forever. 'We have little space and post-operative care requires space… There are chances of the dog, which has undergone sterilisation, getting infected.' The Neighbourhood Woof, an ABC centre in Timarpur, meanwhile, has received orders from the Municipal Corporation of Delhi (MCD) on Tuesday not to release dogs recently captured from the Red Fort area even after Independence Day celebrations are over. As Scooter, Phoenix, Simba, Jackie, Bharati, Komal, and Christina roam around the centre, with some other dogs either sleeping or playing, those running the facility are worried about their sterilisation programme. Partially under construction with more kennels being added, the centre can as of now accommodate 100-120 dogs. Officials say the centre also sterilises 300 dogs in a month. 'We have received a call from MCD saying that we should not release these dogs back on the streets after August 15. How can we keep them here? This will stop our sterilisation programme since dogs require 4-5 days of post-operative care and we don't have space to accommodate so many,' says Ayesha Christina Benn, Managing Trustee and CEO of Neighbourhood Woof. Some of the kennels at the centre are marked 'Red Fort' along with dates, indicating these dogs were picked up from the Red Fort area last week. A few kilometers away in Bela Road, Yash Domestic ABC centre is located beside an MCD cremation ground. It is one of the ABC centres that has an operation theatre of its own. Dr Sanjeev Kumar, the vet, says he has been receiving multiple calls since Monday from local residents. 'Some say 'please take away the dogs from our locality' while some plead that they be intimated before the rescue team reaches their locality, so that they can hide the dogs at their homes.' He adds that in case all strays are shifted to shelters, the sterilisation drive will suffer. 'When a dog comes for sterilisation, it is kept under observation for 24 hours. After operation, it is again kept under observation for 4-5 days. This will not be possible if kennels are overflowing.' 'The SC must be aware that centres can't accommodate dogs beyond a certain number. If the MCD asks us to not release dogs to the streets, we will have to stop sterilising dogs.' At Jal Vihar Colony in Lajpat Nagar, Animal India Trust ABC facility has been shut for two weeks after its roof collapsed. 'No dog was hurt… We are rebuilding the damaged portion,' says an official. The facility now lies abandoned with empty and cramped kennels covered by plastic sheets. Speaking to The Indian Express, an official from MCD said the first step to be taken now is to capture and shelter aggressive dogs. 'We are looking at complaints received from RWAs and rounding up dogs. Sterilisation is not the main focus now… Our main objective is to give people relief from stray dogs.'

Coimbatore: Chief Minister M K Stalin virtually launched the 'Thayumanavar' scheme in the city on Tuesday to provide ration commodities at the doorsteps of senior citizens aged above 70 years and disabled people. As part of the launch ceremony, city mayor R Ranganayaki distributed ration goods to the elderly and disabled people of ward 44 at Saibaba Colony at their doorsteps in the presence of corporation commissioner M Sivaguru Prabhakaran, district revenue officer Dr M Sharmila and other officials. In Coimbatore district, about 1,235 distribution teams have been formed to cover nearly 89,023 beneficiaries attached to the 1,401 ration shops under the scheme. The door delivery of ration commodities would benefit nearly 21,70,454 people across the state. Expressing relief, K Sarasvathi, 83, who received the essentials from the officials, said, "With my broken legs, I am unable to walk long distances. I was depending on my nephew or others in the area to buy essential items from the ration shop. There were times when I didn't get any help. She said, "My son, who used to get things for me, met with an accident two weeks ago. Since I suffer from low blood pressure, I sometimes faint and hence cannot travel alone. I was worried about whom to approach for support to get the essentials from the ration shop. Thanks to the CM for introducing such a scheme that exclusively addresses the elderly and the disabled. " Imrannazeer Hussain, a disabled youth, also received the ration kit from the officials at his doorstep. Commenting on the scheme, his father Hussain said, "Until now, either I had to take leave or get permission from work to buy essentials from the ration shop. Berhampur: The Berhampur Municipal Corporation (BeMC) has launched a week-long mass cleanliness-cum-sanitation drive under the 'Har Ghar Tiranga, Har Ghar Swachhata' campaign. The drive, which started on Aug 9 and will continue until Aug 14, will be conducted at vulnerable garbage points covering all 42 wards. A toilet cleanliness drive was also conducted in Golapalli Sahi and Mango Market on Monday. "Our aim is to make the drive a mass movement with the involvement of people," said Kalyani Sanghamitra, BeMC deputy commissioner (sanitation). Besides focusing on cleanliness, the civic body also conducted different competitions among school and college students, and members of women self-help groups (SHGs) based on the theme of 'Independence Day'. "A 'jhoti' competition on Har Ghar Tiranga was held among the SHG members, where they showcased their artistic skills," she said. The Har Ghar Swachhata campaign assumed significance, particularly in Berhampur, as its ranking in Swachh Survekshan 2024-25 dropped to 75 and 64 at the national and state levels, respectively. Sanghamitra Dalei, mayor of BeMC, said they would try to retain their earlier position in the cleanliness survey in the coming years and sought the cooperation of the people. The Gajapati administration has decided to distribute around 1 lakh national flags as part of the 'Har Ghar Tiranga' campaign. "We have provided the flags to block development officers. They will distribute them through the SHG members," said Timan Bara, district project officer, Odisha Livelihood Mission (OLM). The distribution will begin on Wednesday.
