Rafizi warns GST could increase burden on low-income households

KUALA LUMPUR: Reintroducing the goods and services tax (GST) would place a heavier financial burden on low-income households and trigger higher inflation, former economy minister Rafizi Ramli has cautioned.
He said households currently not paying income tax because their earnings fall below the taxable threshold would, for the first time, be taxed under GST.
"GST is a regressive tax because, in the end, it is ordinary people who pay," he said in the latest episode of the Yang Berhenti Menteri podcast.
The Pandan member of parliament said that under the current sales and service tax (SST), these households are spared such taxation, as some items are exempted.
The government has maintained that necessities will continue to be exempt under SST.
"But when GST is imposed, all daily essentials are taxed. That could mean RM1,000 to RM2,000 a year in new costs for families who have never paid any income tax before," he said, adding that the tax could also drive up prices.
Rafizi recalled the 2015 introduction of GST, which was followed by a noticeable price surge.
"If GST is six per cent, prices will go up by six or seven per cent.
"In Malaysia, once prices go up, they rarely come down," he said.
He urged the government to focus on keeping inflation around two per cent and implementing wage reforms before considering GST in the future.
As of June this year, the annual inflation rate stood at 1.1 per cent.
"This is not about politics.
"It's about maintaining price stability and giving enough runway for wage growth to outpace inflation," he said.
Rafizi had previously stated in 2023 that while GST was the most efficient tax to curb evasion, it would increase the financial burden on lower-income groups.
Last month, Finance Minister II Datuk Seri Amir Hamzah Azizan said the government had no plans to reintroduce GST for now, describing it as "impractical" under the current economic conditions.
He acknowledged the merits of the system but said it was "not suitable for now."
In June, Prime Minister Datuk Seri Anwar Ibrahim said GST would only be considered once the economy improves and the minimum wage reaches RM4,000 or more.

KUALA LUMPUR: Individual taxpayers with taxable incomes exceeding RM100,000 annually contributed a significant 86% of the total individual income tax collected in 2023, says the Finance Ministry. It said this contribution formed part of the RM37.77bil in individual income tax collected by the government for that year, which represented 22% of the total direct tax collection of RM171.34bil. "Of this, the top 20% of taxpayers, with taxable incomes over RM1mil, played a substantial role in bolstering Malaysia's fiscal resources. "Their contributions are crucial in maintaining economic stability and supporting national development," said the ministry in a written Parliament reply on Aug 11 (Monday). Aminolhuda Hassan (PH-Sri Gading) had inquired about the number of individuals in Malaysia with net wealth exceeding RM100mil and their tax contributions. The ministry said such specific data was unavailable in the Inland Revenue Board's (LHDN) records, as net wealth does not directly correlate with income tax liabilities. "Certain assets are not subject to income tax unless sold or disposed of, such as real estate or specific investments," it said. The government, it added, appreciates the role of high-income taxpayers in bolstering economic stability and strengthening the country's fiscal position. "The government remains committed to enhancing tax compliance and addressing tax leakage issues, particularly among high-income individuals with assets and wealth not aligning with reported taxes. "This includes income kept in offshore accounts, cross-border transactions, domestic transfer pricing, online activities and shadow economy cases," it added. In addition to tackling tax leakage, the government is focused on improving tax administration efficiency through digitalisation and encouraging tax compliance via ongoing awareness efforts. "We are continually refining the structure and treatment of income tax to ensure a fair and progressive taxation system in Malaysia," it added.

KUALA LUMPUR: Putrajaya remains committed to safeguarding the welfare of armed forces veterans who retired before Jan 1, 2013, despite the Court of Appeal's ruling on pension adjustments. Deputy Defence Minister Adly Zahari said while the case is currently before the courts, the ministry will continue to implement measures to assist both pensionable and non-pensionable veterans. "At the government level, once a matter has been brought to court, whether it involves the ministry or the government, we will abide by any decision made by the court. "While the case is still in court, we continue to consider all aspects of the welfare of our defence personnel," he said in Dewan Rakyat, today. Adly said this included extending cost-of-living aid to non-pensionable veterans, who under current regulations are not entitled to such allowances apart from their savings in the Armed Forces Fund Board (LTAT) "Although the issue of cost-of-living aid for pensionable personnel is not being deliberated in court, we decided to also extend this aid to non-pensionable personnel. "Non-pensionable veterans would normally receive nothing apart from their savings in LTAT. "However, out of goodwill, under the Madani government led by the Prime Minister (Datuk Seri Anwar Ibrahim) and the Defence Minister (Datuk Seri Mohamed Khaled Nordin), we provide them with a monthly cost-of-living allowance of RM500," he said. He said this in response to Datuk Khlir Mohd Nor (PN-Ketereh) who enquired why the ministry did not discuss the issue of pension adjustments for armed forces veterans who retired before January 2013 in the Malaysian Armed Forces Council (MAT). Adly said the ministry also provides cost-of-living aid to over 6,000 pensionable veterans, in addition to assistance for non-pensionable personnel. This includes an extra RM300 monthly for those whose pensions fall below the poverty line of RM1,198, and further support for veterans with disabled family members or school-going dependents. "Therefore, our cost-of-living assistance is not limited to non-pensionable personnel as pensionable veterans are also taken into account and we know that the most important priority is ensuring the welfare of our veterans and their families.," he said. In June this year, the Court of Appeal allowed the appeal by the government and three others to overturn a High Court ruling that had previously favoured 50 retired armed forces personnel in a pension adjustment dispute. On Feb 5 last year, the High Court ruled that all military personnel who retired before Jan 1, 2013, are entitled to have their pensions adjusted to the rates and methods applied to the retirees who retired after Jan 1, 2013. The 50 military personnel of various ranks filed an originating summons in the High Court on Nov 17, 2022, seeking a declaration that the government had violated the provisions in Federal Constitution read together with Section 187 of the MAF Act 1972 for their respective failures to implement new pension adjustments for the MAF retirees who retired before Jan 1, 2013. Lawyer Mohamed Haniff Khatri Abdulla who represented the retired personnel said he would study the court's grounds of judgment before deciding whether to bring the matter up to the Federal Court.

OCBC Al-Amin, CGC ink RM100mil portfolio guarantee-i deal

KUALA LUMPUR: OCBC Al-Amin Bank Bhd has signed a RM100 million Islamic portfolio guarantee-i (PG-i) agreement with Credit Guarantee Corporation Malaysia Bhd (CGC) to support the growth of Bumiputera and women-led enterprises. Prior to this, OCBC Al-Amin had already disbursed a total of RM268 million in PG-i schemes with CGC since 2017. The latest PG-i tranche comes without the need for collateral for up to 50 per cent of the approved financing amount. Maximum financing is RM600,000 for a tenure of up to seven years. OCBC Al-Amin chief executive officer Syed Abdull Aziz Syed Kechik said the bank will channel RM100 million in financing to foster inclusive economic growth by empowering Bumiputera and women entrepreneurs. "Through targeted financial solutions and strategic partnerships, we aim to enhance access to financing and market opportunities for SMEs led by these communities. "We look forward to nurturing sustainable business growth, driving innovation and unlocking the full potential of Malaysia's diverse business community," he said. CGC president and chief executive officer Datuk Mohd Zamree Mohd Ishak added that the partnership will create a more inclusive and resilient entrepreneurial landscape. He said the new RM100 million PG-i tranche reflects a push to channel financing where it can generate meaningful economic impact. "By focusing on Bumiputera and women-led MSMEs, we are not only addressing financing gaps but also empowering segments that are vital to Malaysia's future growth," he added. Syed Abdull Aziz added that the PG-i is available to SMEs via OCBC Al-Amin's Entrepreneur Fund-i. "Our approach provides greater convenience to those seeking financing, as it quickens the process of securing it, allowing them to focus then on implementing their business growth plans," he said.
