Parag Jain, IPS officer who played key role in Op Sindoor, is new R&AW chief

India Today28-06-2025
The Narendra Modi government on Saturday named senior IPS officer Parag Jain as the next Secretary of the Research and Analysis Wing (RAW), India's external intelligence agency. Jain, a 1989-batch IPS officer of the Punjab cadre, will take charge on July 1 for a fixed term of two years, replacing incumbent chief Ravi Sinha, whose tenure will end on June 30.advertisementKnown within intelligence circles as a 'super sleuth', Jain brings to the top post a reputation for effectively combining human intelligence (HUMINT) with technical intelligence (TECHINT), a mix that officials say has been crucial to several high-stakes operations. One of his most lauded contributions in recent years was during Operation Sindoor, where intelligence inputs under his leadership enabled precision missile strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir.
While the missile hits took minutes, insiders stressed that years of groundwork and painstaking network-building made such pinpoint targeting possible.Jain's extensive experience on the ground in Jammu and Kashmir, one of India's most challenging security theatres, is also expected to weigh in his favour as the country navigates an increasingly volatile global security environment.Described by senior officials as methodical and discreet, Jain has held several key roles throughout his career. He was promoted to the rank of Director General of Police (DGP) in Punjab on January 1, 2021, though he was then serving on central deputation and thus received only notional benefits.advertisementHe was also empanelled to hold posts equivalent to a central DGP, underlining his credentials for leadership in the national intelligence framework. Jain has previously represented India in Canada and Sri Lanka. The Appointments Committee of the Cabinet cleared his name on June 28, ending speculation over who would succeed Ravi Sinha, whose tenure was considered relatively low-profile.- Ends

This aims to shorten the interval between political decision-making and military action, and to respond to the 'new normal' established by Operation Sindoor and doctrinal changes by China's People's Liberation Army (PLA). While building on earlier initiatives such as the Integrated Battle Group (IBG) concept, experts stress this is a distinct evolution — aligning force structure, technology, logistics, command and control, and doctrine to create an

Fight Against Terrorism In All Its Forms Is Major Priority: EAM Jaishankar Tells Chinese Foreign Minister

NEW DELHI: External Affairs Minister S Jaishankar held a meeting with visiting Chinese Foreign Minister Wang Yi on Monday and said the fight against terrorism in all its forms and manifestations is a major priority. In his opening remarks during the meeting, Jaishankar said in the current environment, there is clearly the imperative of maintaining and enhancing stability in the global economy as well. The talks between the two leaders covered economic and trade issues, pilgrimages, people-to-people contacts, river data sharing, border trade, connectivity and bilateral exchanges. Jaishankar said ties between India and China must be guided by three mutuals - mutual respect, mutual sensitivity and mutual interest. Noting that India seeks a fair, balanced and multi-polar world order, Jaishankar said reformed multilateralism is the call of the day. "When the world's two largest nations meet, it is natural that the international situation will be discussed. We seek a fair, balanced and multi-polar world order, including a multi-polar Asia. Reformed multilateralism is also the call of the day. In the current environment, there is clearly the imperative of maintaining and enhancing stability in the global economy as well. The fight against terrorism in all its forms and manifestations is another major priority," he said. India has faced cross-border terrorism sponsored by Pakistan, a key ally of China. India conducted Operation Sindoor in early May in response to the Pahalgam terror attack and targeted terror infrastructure in Pakistan and PoJK. India subsequently repelled Pakistani aggression and pounded its airbases. Jaishankar expressed confidence that the discussions with the Chinese leader will contribute to building stable relationship that servers interests of both countries. "Overall, it is our expectation that our discussions would contribute to building a stable, cooperative and forward-looking relationship between India and China, one that serves both our interests and addresses our concerns," he said. Jaishankar said that the visit of the Chinese Foreign Minister provides the two countries an opportunity to meet and review bilateral ties. "It is also an appropriate time to exchange views on the global situation and some issues of mutual interest. Having seen a difficult period in our relationship, Excellency, our two nations now seek to move ahead. This requires a candid and constructive approach from both sides. In that endeavour, we must be guided by the three mutuals - mutual respect, mutual sensitivity and mutual interest. Differences must not become disputes, nor competition conflict," he said. Welcoming the Chinese leader and his delegation to India at the start of his visit for the 24th round of Talks between the Special Representatives of India and China, Jaishankar said this is also the first visit by a Chinese Minister since Prime Minister Narendra Modi and Chinese President Xi Jinping met in Kazan, Russia, in October 2024. Welcomed Politburo member and Foreign Minister Wang Yi in Delhi this evening. Jaishankar (@DrSJaishankar) August 18, 2025 Wang Yi will discuss border issues with India's Special Representative, National Security Adviser Ajit Doval, tomorrow. "This is very important because the basis for any positive momentum in our ties is the ability to jointly maintain peace and tranquility in the border areas. It is also essential that the de-escalation process move forward," Jaishankar said. He said the Chinese Foreign Minister is visiting India, shortly before the SCO Summit that China is hosting in Tianjin. "We have worked closely with the Chinese side during its Presidency. We wish you a successful Summit with strong outcomes and decisions," he said. Wang Yi arrived in India on Monday on a two-day visit.

NIA files chargesheet against man for DDoS attacks on govt websites in Gujarat

Ahmedabad: The National Investigation Agency (NIA) filed a chargesheet in a special court here against Jasim Shahnawaz Ansari in connection with a case relating to alleged acts of cyberterrorism through distributed denial of service (DDoS) attacks on websites of critical govt infrastructure. NIA stated that the case was initially registered by Gujarat ATS after uncovering a conspiracy between a juvenile in conflict with law (JCL) and Ansari to launch multiple DDoS attacks on various govt websites between March and May 2025. The accused also posted anti-national content on a Telegram channel. NIA took over the probe from ATS. NIA's probe revealed that Ansari and the juvenile delinquent allegedly used advanced hacking tools, anonymising technologies (including virtual private networks or VPNs), and encrypted platforms to execute the attacks. They publicised these attacks online, sharing screenshots and inflammatory messages in retaliation to India's 'Operation Sindoor' against Pakistan-sponsored terrorism, with the intent to threaten the country's unity, integrity, and sovereignty, NIA stated. While proceedings against the juvenile delinquent have been initiated in a court in Nadiad town, NIA charged Ansari under Section 66F of the Information Technology Act, Section 61(2)(a) of the BNS.
