The tiny, tranquil Landour cantonment above Mussoorie hill station, with its scenic treks, a historic graveyard and ancient deodars, remained largely untouched for some 200 years. The X factor in the Bihar Assembly polls later this year is political analyst Prashant Kishor, who boasts that whoever he advises, becomes the king. Kishor, an upper caste, will cut into the NDA's vote share rather than that of the Mahagatbandhan, especially since Kishor is targeting NDA ministers for corruption. But Kishor's lack of humility has put the backs up of some voters. Recently, he invited former vice-chancellors, veteran journalists and literary figures to a get-together in Patna. He did not endear himself by addressing them with the less-than-respectful 'Tum log (You people)'. When an elderly gentleman asked why the people of Bihar should repose their faith in him, Kishor simply advised the questioner to leave the room.
The defeat of the BJP in the Visavadar Assembly by-election in Saurashtra, Gujarat, to AAP candidate Gopal Italia last month is a warning more to the Congress than the BJP. The Congress can no longer count on a bi-polar contest in Saurashtra, or on the AAP agreeing to be a junior alliance partner in an alliance. The Congress is losing out because of the growing impression that when Congresspersons get elected, they switch to the BJP. Even Rahul Gandhi, addressing the Congress Working Committee in May in Ahmedabad, referred to the unfortunate reputation of Congresspersons in Gujarat as weathercocks. In Visavadar, the MLAs elected the last two times, from Congress and AAP tickets, both defected to the BJP. Visavadar is an anti-BJP bastion which has not voted for the ruling party since 2007, after former BJP CM and heavyweight Keshubhai Patel, who represented the constituency, was thrown out of the party. AAP candidate Italia's plus point is his anti-establishment image, and the belief that he is not likely to be lured by the BJP.

Fadnavis, Shinde name a GM each for BEST in latest tussle
MUMBAI: A post usually shunned by IAs officers – the general manager of the distressed BEST undertaking – ended up with two officers at the helm, leaving the Mahayuti government with egg on its face and the target of jibes from the opposition. On August 5, the UDD issued an order asking additional municipal commissioner Dr Ashwini Joshi to hold additional charge of the undertaking, which runs Mumbai's public bus service and supplies power to the island city. Joshi was to head the BEST until the state general administration department (GAD) issued a regular order on a new appointee. However, that same day, the GAD appointed GST commissioner Asheesh Sharma to take over the beleaguered BEST undertaking. As a result, the BEST had two officers at the helm, at the same time, even if only for a day. After the faux pas was discovered, the UDD issued a statement late on Wednesday, denying it had issued the order assigning charge to Joshi. The gaffe has put the BJP-led Mahayuti government in an awkward spot. The opposition claims it has once again exposed the tug-of-war between deputy chief minister Eknath Shinde and chief minister Devendra Fadnavis, the former heading the UDD and the latter the GAD. According to protocol, the GAD issues orders on government appointments and transfers, not the UDD or any other department. State Congress chief Harshwardhan Sapkal posted on social media, saying: '1 post, 2 orders, 2 leaders, is this a double gang war of the double engine government?' A 'gang war' is ongoing between Fadnavis and Shinde over the transfer of officials, he claimed, adding that in view of this struggle to appoint people in 'lucrative positions', the public is left wondering whether it is a government or a turf war. NCP (SP) leader Rohit Pawar also took potshots at the BJP-led government. 'As soon as the post of General Manager in BEST became vacant, it seems a race has begun between Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde to place 'their' person in this position,' he wrote on social media. The BEST has been in financial distress for several years. Political pressure and aggressive staff unions have made managing the undertaking especially difficult. Following an accident where a BEST bus ploughed through pedestrians on a crowded street in Kurla, killing eight and leaving 40 injured, the state transferred its general manager, Anil Diggikar in December last year. Harshdeep Kamble was to succeed Diggikar but he never took charge, and the state asked Ashwini Joshi to fill the post. In February 2025, SVR Srinivas was given additional charge of the BEST, before he retired on July 31. When BEST employees threatened a protest at Azad Maidan on Wednesday, the BEST administration needed an officer at the top, and hence the UDD issued an order assigning additional charge to Ashwini Joshi on Tuesday. The GAD too issued an order appointing Asheesh Sharma, that very same day. Commenting on the mix-up, Shiv Sena (UBT) leader Adityaa Thackeray posted on social media, saying: 'So the BEST is being killed by the state government on purpose, but what is worse is the coordination between CM and Gaddaarnath Mindhe (he meant Eknath Shinde) is already dead. CM's GAD has issued orders to one name as administrator, while the Gaddaarnath's UD department has issued orders to another name. Shouldn't the DCM have first discussed this with CM? Shouldn't the GAD be issuing these orders? Why should our State suffer in this ego war? Imagine, if this basic coordination is SO dead, these are the people who are supposed to be leading our State! The most corrupt and incompetent government that Maharashtra has seen.'

Govt says no debate on SIR due to rules
New Delhi: The government on Wednesday turned down the Opposition's demand for a discussion on the Election Commission's ongoing special intensive revision (SIR) of electoral rolls in poll-bound Bihar and said in the Lok Sabha that matters pending before the judiciary cannot be discussed on the floor of the House. (ANI) Some Opposition leaders said that instead of SIR, they have proposed a debate on 'electoral reforms' as a way to end the deadlock in Parliament. However, government managers indicated the ruling side is unlikely to accede to any such debate. 'The government has been very open to taking up discussion on any matter... However, any discussion in the Parliament has to be in accordance with constitutional provisions and also in accordance with the rules as prescribed in the rules of procedure and conduct of business in the Lok Sabha,' parliamentary affairs minister Kiren Rijiju told the Lok Sabha. 'On the issue of intensive revision of electoral rolls in Bihar for which they (opposition members) are disturbing the House from first day of the session, we all know that the matter is under consideration of the Supreme Court and as such it is sub judice and a hence a discussion cannot be held on the subject,' he added. The minister also cited a 1988 ruling by then Lok Sabha Speaker Balram Jakhar that under the existing constitutional provisions, the House cannot comment upon the actions of the Election Commission. Jakhar, according to Rijiju, had said that he cannot break the rules by allowing a discussion on the functioning of EC. The Supreme Court is hearing a bunch of petitions challenging the ongoing SIR exercise in Bihar. On Wednesday, the top court directed EC to file a reply by August 9 in response to allegations that over 6.5 million names were deleted from Bihar's draft rolls. Rijiju underlined that the issue relates to the functioning of EC, which is an autonomous body. The minister also urged the Opposition members to participate in the debates for the passage of key legislations. 'I urge the members not to disrupt the House. There are important bills to be taken up,' he added. Meanwhile, several opposition party leaders urged Lok Sabha Speaker Om Birla to refer two bills — the National Sports Governance Bill, 2025 and the National Anti-Doping (Amendment) Bill, 2025 — to a joint committee of Parliament for further scrutiny. In a joint letter to the Speaker, the opposition leaders said there is a need for a broader consensus on the two significant bills, listed for consideration and passage in the House, considering their national importance. Proceedings in both houses have been disrupted by the Opposition, which has been creating uproar in Parliament on their demand for a discussion on SIR, which they allege is aimed at disenfranchising a large number of voters. Addressing a joint press conference of the Indian National Developmental Inclusive Alliance (INDIA) bloc, Congress president Mallikarjun Kharge rejected the argument that the functioning of EC cannot be discussed in Parliament as it is an independent constitutional body. Kharge cited former Rajya Sabha chairman Jagdeep Dhankhar's July 21, 2023 ruling that the House is authorised to debate anything under the sun and under the planet. 'We have been urging the speaker, chairman and the government again and again that the voting rights of people should not be stolen... That is what is happening in the SIR exercise,' the Congress chief said. Alleging that government was manipulating the electoral system according to its own convenience, Kharge said that while a huge number of voters were added in the electoral list in Maharashtra, the names of voters are being deleted in assembly poll-bound Bihar.
