Panchkula: Shops littering drain near Mansa Devi to face action

Hindustan Times24-06-2025
Deputy commissioner (DC) Monika Gupta on Monday said she has directed Shri Mata Mansa Devi Shrine Board to file cases in the sub-divisional magistrate's court against shopkeepers littering the surroundings, particularly the drain passing through the area. Such cases are to be filed under public nuisance provisions, she said after she was apprised about the 6.7-km nullah (Mansa Devi complex to Rajiv Colony in Sector 17) strewn with garbage. The shrine board CEO has also been asked to install dustbins near the nullah. If littering continues, the board will install notices urging devotees to re-consider buying from non-compliant shopkeepers. The DC had recently chaired a meeting with the municipal corporation (MC) and the Haryana Shehri Vikas Pradhikaran (HSVP) on cleaning the drain during which she had directed the authorities concerned to issue challans to the errants.
The HSVP, which has allotted the shops, has been tasked with issuing stern warnings to offenders. The HSVP retains the authority to cancel shop allotments over continued non-compliance, according to the DC. Around 150 shops operate on the Mansa Devi Temple premises, alongside many street vendors. Many of these businessmen throw plastic waste, eatables and other garbage directly into the nullah.
Barely three months ago, the Haryana government had announced ₹ 95.48 crore under the Jal Dhara project, with a special focus on cleaning the Mansa Devi drain and another nullah that flows through Sectors 2, 4, 12, and 12-A in Panchkula.
The Panchkula Metropolitan Development Authority (PMDA) is slated to begin with the work in two months. PMDA officials said the administrative approvals for the Jal Dhara project had been secured, and the process was on to select a specialised agency.
The Jal Dhara project envisions a complete overhaul, including construction of retaining walls, installation of waste-intercepting nets, sophisticated sewage disposal systems and removal of encroachments.

Chandigarh: Approvals for Ramlila events in UT to be granted online only: DC

Deputy commissioner Nishant Kumar Yadav has announced that all permissions required for organising Ramlila performances during Dussehra in Chandigarh will be granted exclusively through an online portal this year. The move aims to streamline the approval process ahead of the festive season and ensure a hassle-free experience for event organisers. (HT File) In a review meeting held on Tuesday, it was decided that all applications must be submitted through the designated portal — — which will become operational from August 20. 'The new system will function as a single window system, eliminating the need for applicants to visit multiple departments to seek separate No Objection Certificates (NOCs). Also, no application fee will be charged online and approvals will be granted within seven days after submitting the required documents,' Yadav said. The DC has directed officials to make all necessary arrangements in advance to ensure smooth operation of the system and provide applicant support along with timely grievance redressal. Solar energy transforms remote villages in Gumla dist

Gumla: Solar power has illuminated many dark habitations in remote, challenging terrains and hamlets in the hinterland now. Important public places also have high-mast solar lights. Tired of too many ads? go ad free now This became possible after a massive transformation was undertaken in the solar energy sector of the district by the administration in the last two years. These solar-powered villages are inhabited by PVTGs, and the tough, undulating topography made the traditional electricity connection next to impossible. Given the situation, the district administration took up a special initiative for solar power, and it has become a boon for these tribal communities. Talking to TOI on Tuesday, Gumla district planning officer Raman Kumar said, "Over 1,848 solar street lights have been installed in PVTG and other villages, while 153 high-mast solar lights have been installed at important public places across the district." Three main rural locations — Manjirapath in Bishunpur block, Jalhan-Sarango in Ghaghra block, and Naktijharia-Kobja in Raidihi block — now have mini solar power grids of 20 KWP, 10 KWP and 25 KWP, respectively, Kumar said. Moreover, nine villages of the district have been selected as solar model villages for the PM Surya Ghar Muft Bijli Yojna of the Centre's new and renewable energy ministry. Among these villages are Bargaon, Nagar, and Sisai in Sisai block, Bharno in Bharno block, Fasia and Pugu in the sadar block, Chainpur in Chainpur block, and Navagarh in Raidih block. "These nine villages have 12,981 households and a total population of 62,267 people," Kumar said, adding that a time frame has been set to implement the scheme and a committee chaired by the DC would oversee the execution of the Centre's ambitious scheme. Tired of too many ads? go ad free now The initiative for solar power started during the tenure of former Gumla DC Karn Satyarthi, and the projects were executed by the Jharkhand Renewable Energy Development Authority. Reacting to the initiative, Jyoti Behar Devi of Majhgaon village said, "The hilly regions have now electricity from solar lights for the first time." Kamla Kacchap of PVTG-inhabited Narma panchayat in Bishunpur block also told TOI, "Our panchayat now has solar street light at the thoroughfares. We feel safe while moving around at night, and sometimes villagers hold meetings under the solar light. Our panchayat has nine revenue villages and 22 hamlets, all located in Netarhat Plateau's tough terrain."

Deadline of tax settlement scheme extended again

Ludhiana: The deadline for the one-time settlement scheme for property tax dues has been extended for the third time, allowing residents to pay their outstanding dues without any interest and penalty until the end of August. The civic body has so far collected Rs 19 crore from outstanding dues under this scheme. However, against the annual property tax target of Rs 160 crore for this fiscal, the MC officials have collected Rs 43 crore until now. The officials claimed they will increase the pace of recovery of dues in the coming month when people clear the tax for this fiscal to avail of a 10% rebate. The PGs and migrant quarters are on the radar of the MC teams, as checking is ongoing in some areas to catch hold of the defaulters. The OTS was launched on May 15, and the defaulters were given time until July 31 to pay up. The deadline was extended to Aug 15 and now to August 31. The officials claimed they have sent teams for checking in areas like BRS Nagar, Rajguru Nagar, and the backyard of the DC office complex, where commercial activities have increased. By the end of September, they expect the total tax collection to cross Rs 100 crore. MC superintendent Vivek Verma said, "The govt is giving a chance to the defaulters to clear their dues without any interest and penalty, and it the payment deadline has been extended for the third time. Residents should make the best use of it because once the OTS deadline ends, we will impose the penalty and interest rate." Meanwhile, senior deputy mayor Rakesh Prashar claimed that with OTS, the MC is collecting several pending dues from the defaulters, and now people who never came to clear their dues will come on MC records. Ward defence committee meetings baffle MC staff As CM Bhagwant Mann launched a drive to form ward defence committees in 95 wards of the city, the MC staff is also deputed in these committees. The MC officials claimed they are told to conduct ward-level meetings and create groups so that these committees could be notified by the govt and proper ID cards should be issued to them. These residents will then take care of the drugs awareness programmes in the colonies and stage nukkad nataks. They will take care of drug-related activities in the colonies and inform police. MC officials claimed they are unsure how they will manage these meetings, especially when they need to focus on tax collection and, moreover, they know nothing about drugs.
