BJP accuses Congress government of unleashing ‘tax terrorism' to fund guarantees

The Opposition BJP on Wednesday accused the Congress government in the State of unleashing 'tax terrorism' in the last 27 months of its rule, which resulted in price rise of several essentials, and demanded that it stop raising additional taxes or quit. Leader of the Opposition R. Ashok, who initiated the debate in the Legislative Assembly on 'halted developments' in the State, said the government has increased taxes, user fees and hiked fares/prices, and mobilised ₹52,422 crore annually against the requirement of about ₹50,000 crore for funding five 'guarantees'. The tax hike was unprecedented in the State, he said. Additional taxes Mr. Ashok said that, for instance, by imposing additional taxes on fuel, the government earned additional revenue of ₹6,500 crore. He also cited bus fare hike (₹1,000 crore), vehicle registration fee hike (₹3,300 crore) and so on — together generating an additional ₹52,422 crore annually. The fee for a birth certificate doubled from ₹10 to ₹20, the stamp paper price from ₹10 to ₹100 and now the government is 'extorting' money in the name of e-khata and charging for car parking space in apartments and individual households, he alleged. He demanded to know why we should pay to computerise (e-khata) property documents which already exist and called it a 'scam'. He said the Congress government had imposed 'tax terrorism to burden the common people'. Hike in 'commission' The Congress party, which labelled the previous BJP regime as a '40% commission' government, has increased the 'commission rate' to 70% for issuing commencement certificates (CC) for buildings. More than ₹35,000 crore SC/ST funds had been diverted to funding guarantees, the BJP leader alleged. The Leader of the Opposition said the ruling Congress members, such as Raju Kage, B.R. Patil, Basavaraj Rayareddi, Home Minister G. Parameshwara, have themselves exposed Chief Minister Siddaramaiah's failures in funding the development works. State of roads 'Everywhere you look, there are potholes that have turned our roads into death traps. Continuous rains only expose government apathy,' said Mr. Ashok, criticising Deputy Chief Minister D.K. Shivakumar's leadership. The bad roads reduced the speed of BMTC buses from 15 km per hour to 9 km per hour. More than ₹5,000 crore was spent on 874 km of arterial and sub-arterial roads around Bengaluru. Why were potholes seen on the roads, and where had the money gone?, asked Mr. Ashok.

Full GST exemption on health and life insurance premiums proposed: Don't be happy

What is the current rate of GST levied on insurance premiums? What happens if the GST levy is done away with? The GST Group of Ministers (GoM) has today proposed to completely exempt premiums paid towards health and life insurance policies from the GST levy, ET reported. While this may seem like a great move to make insurance-related products more affordable for Indians, the final decision rests with the GST this may not spell great news for policyholders, as this move could mean significantly higher premiums for them. Read on to know more about how slashing GST on health and life insurance premiums to zero could effectively defeat the purpose of making insurance more affordable for present, GST is levied at the rate of 18% on both health and life insurance policy premiums. This means that if you buy a life insurance policy which has a premium of Rs 100, at 18% GST, you will have to pay Rs 118 while purchasing the 18% GST comes with input tax credit advantages. Under GST, businesses (in this case, insurers) can reduce their taxable liability by offsetting and claiming credits to the tune of GST they have paid on goods and services they the insurer incurs other expenses as well, such as maintaining an office, commission to agents, marketing expenses, etc. Since they are paying GST on all these activities as well, the government allows them to claim credits against the GST they have collected from policyholders and reduce their overall tax say you pay Rs 100 as a premium for the purchase of a life insurance policy, on which 18% (Rs 18) is charged as GST. Assume that out of this Rs 100, your insurer sets aside Rs 30 to pay office rent and Rs 40 to pay commission to agents. Remember that GST is being paid at the rate of 18% on both of the total GST paid by your insurer comes to Rs 12.6, i.e. Rs 5.4 for rent and Rs 7.2 for agent commission. The insurer sets this off against the GST it has collected from policyholders (Rs 18), bringing its total GST liability to Rs per experts, in the absence of GST from customers, ITC credits will also likely be done away with, unless the government acts otherwise. Hence, insurers would still have to incur Rs 12.6 worth of GST expenses per Rs 100 of premium, but would have no GST collected from policyholders (Rs 18) to set it off against. They will have to make necessary changes in their finances to absorb this additional GST a result, their overall expenses would rise, which would ultimately be passed on to the Hemik Shah, Co Founder Qian Insurance, "to determine if reduction in GST rate will help policyholders, we will have to first determine whether health and life insurance services are going to be considered as Nil Rated or will they be considered as exempt from GST. The answer to this will determine the eligibility of input tax credit. In case the services are considered as exempt, then input tax credit will not be available and therefore, the savings on account of GST rate reduction will be negated by the hike in premiums due to unavailability of credit".However, he further adds that if the health and life insurance services are classified as Zero Rated or Nil Rated, then credit will be available and can be used to set off GST liability of other lines of business. "In the absence of ITC, it seems unlikely that insurance companies will be able to pass on the benefits. This is because unavailability of credit will make the GST on goods purchased and services availed a cost for the insurance companies, which in turn may lead to hike in premiums to maintain profitability and solvency for the insurers", he says.

Centre has decided to defile the Constitution by turning India into a dictatorship under PM, alleges Stalin

Tamil Nadu Chief Minister M.K. Stalin on Wednesday strongly objected to The Constitution (130th Amendment) Bill, 2025, introduced by Home Minister Amit Shah in Parliament, which seeks to provide a legal framework for the removal of the Prime Minister, Union Ministers, Chief Ministers, and Ministers of States and Union Territories who are arrested and detained in custody for 30 consecutive days on serious criminal charges. He said the BJP government at the Centre has decided to defile the Constitution and its democratic foundations by turning India into a dictatorship under the Prime Minister. 'The 130th Constitutional Amendment is not reform. This is a black day and this is a black Bill. This is how dictatorships begin: steal votes, silence rivals and crush States. I strongly condemn this Bill, which strikes at the very root of democracy, and I call upon all the democratic forces to unite against this attempt to turn India into a dictatorship,' Mr. Stalin said in a post on X. 'After the exposé of vote theft, the very mandate on which the Union BJP government was formed is in serious question. Its legitimacy is doubtful. Having stolen the mandate of the people through fraud, the BJP is now desperate to distract public attention from this exposé. To do that, they have brought in the 130th Constitutional Amendment Bill,' Mr. Stalin alleged. 'The plan of this Bill is clear. It allows the BJP to foist false cases against political opponents in power across States and remove them by misusing provisions that treat even a 30-day arrest as a ground for removal of an elected leader, without any conviction or trial. This unconstitutional amendment will certainly be struck down by the courts because guilt is decided only after trial, not by the mere registration of a case,' the Chief Minister said. 'This is a sinister attempt to intimidate regional parties in the NDA, whose leaders are CMs or Ministers in various States — 'stick with us or else…' The first move of any emerging dictator is to give himself the power to arrest and remove rivals from office. That is exactly what this Bill seeks to do,' Mr. Stalin added.
