OPEN// FM hails strategic relations with France
CAIRO, May 21 (MENA) - Minister of Foreign Affairs, Emigration and Expatriates Badr Abdelatty praised the momentum witnessed in the strategic relations between Egypt and France across various fields.
His statements came during a meeting Wednesday with Jean-Noël Barrot, the French Minister for Foreign Affairs, which took place on the sidelines of the African-European ministerial meeting held in Brussels.
The development in the two countries' relationship came following the historic visit of French President Emmanuel Macron to Egypt last April, during which bilateral relations were elevated to the strategic level, Abdelatty said.
He affirmed Egypt's commitment to strengthening joint cooperation in all political, economic, cultural, and educational fields, to deepen the partnership between the two countries in a way that serves their mutual interests.
The minister highlighted the importance of the French private sector accessing the Egyptian market and benefiting from the investment opportunities available in Egypt, thus enhancing economic and trade relations between both countries.
He also welcomed the support provided by the French side to Egypt within European Union institutions, particularly regarding the European financial package for Egypt. He outlined the economic repercussions on Egypt resulting from tensions in the Middle East and their impact on maritime security in the Red Sea and revenues from the Suez Canal, in addition to the effects of Egypt hosting a large number of foreigners exceeding 9.5 million.
The two ministers exchanged views on several regional issues of mutual interest, foremost among them the Palestinian cause. Minister Abdelatty praised France's position in support of the legitimate rights of the Palestinian people and welcomed the joint statement issued by the leaders of France, the United Kingdom, and Canada regarding the situation in Gaza and the West Bank, which called for an end to the war on Gaza and the immediate delivery of humanitarian aid to the Strip.
He also expressed hope that France and other European countries move forward in recognizing the State of Palestine, considering this a key pillar for achieving peace in the Middle East. (MENA)

China-Africa Changsha Declaration On Upholding Solidarity and Cooperation of the Global South
Nada Mustafa We, the representatives of the People's Republic of China, 53 African countries and the African Union Commission, guided by the consensus reached by our leaders during the 2024 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), gathered in Changsha to advance the full implementation of the Beijing Declaration on Jointly Building an All-Weather China-Africa Community with a Shared Future for the New Era. I. We agree that the rise and growth of the Global South represents the trend of the times and the future of development. China and Africa are both important members of and staunch forces in the Global South. We call on all countries, especially countries in the Global South, to work together to build a community with a shared future for mankind, promote high-quality Belt and Road cooperation, and implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. We commend the initiative of jointly building an all-weather China-Africa community with a shared future for the new era for its positive significance in safeguarding solidarity and cooperation of the Global South and defending multilateralism. II. We agree that the frequent occurrence of unilateralism, protectionism and economic bullying has created severe difficulties for the economic and social development and the improvement of livelihood in African countries and other developing countries. This is a pressing challenge that members of the Global South including China and African countries must address. III. Given that certain countries' attempt to disrupt the existing international economic and trade order by tariffs undermines the common good of the international community, we call on all countries, the United States in particular, to return to the right track of resolving trade disputes through consultation based on equality, respect and mutual benefit. The international community should give prioritized attention to the economic difficulties and development challenges faced by African countries. Development assistance to African countries should be effectively increased, not unilaterally slashed, to provide continued support to help African countries improve people's livelihood, reduce poverty and boost economic and social development. IV. The African side commends China's courage and resolve to defend international equity and justice and safeguard international economic and trade order. China highly commends African countries' commitment to the basic principles of sovereignty, equality and justice and to upholding a common position in the face of external pressure. Unilateral concession cannot earn mutual respect. We resolutely oppose any party reaching a deal of compromise at the expense of the interests of other countries. V. We call on the international community to uphold true multilateralism in accordance with the principle of extensive consultation and joint contribution for shared benefit, jointly oppose all forms of unilateralism and protectionism, safeguard the U.N.-centered international system, defend the WTO-centered multilateral trading system, and make economic globalization more open, inclusive, mutually beneficial and balanced, so as to foster a better trade, investment and financing environment for the Global South. VI. We will join hands in cementing the foundation of sovereign equality, maintaining that all countries, regardless of their size or strength, are equal members of the international community, and resolutely upholding international justice and order. We will continue to safeguard each other's legitimate rights and interests, stand side by side with mutual understanding and support amid chaos and changes, stabilize this uncertain world with the certainty of the China-Africa relationship, establish a benchmark for sincere friendship and equality in the Global South, and advocate an equal and orderly multipolar world. VII. We will unite to support and put into practice the vision of openness, cooperation, mutual benefit and win-win outcomes, stay committed to the six-point proposition on the joint endeavor to advance modernization, make solid progress in implementing the ten partnership actions for modernization, and support the implementation of the Second Ten Year Implementation Plan of Agenda 2063 of the African Union. We will build an all-weather China-Africa community with a shared future for the new era, set an example of solidarity, cooperation, independence and self-reliance of the Global South, and call for a universally beneficial and inclusive economic globalization. VIII. China is ready to, through negotiating and signing the agreement of China-Africa Economic Partnership for Shared Development, expand the zero-tariff treatment for 100 percent tariff lines to all 53 African countries having diplomatic relations with China, or all African countries except Eswatini, to welcome quality products from Africa to the Chinese market. For the least developed countries in Africa, on top of the zero-tariff treatment for 100 percent tariff lines announced at the 2024 Beijing Summit of FOCAC, China will roll out measures on market access, inspection and quarantine, and customs clearance to boost trade in goods, enhance skills and technical training, and expand the promotion of quality products. IX. China is ready to work with Africa to deepen the implementation of the ten partnership actions for modernization, prioritize cooperation in such key areas as green industry, e-commerce and e-payment, science and technology, and artificial intelligence, and enhance cooperation in security, finance and the rule of law, so as to promote high-quality development of China-Africa cooperation. X. The Forum on China-Africa Cooperation has become a fine example of solidarity and cooperation of the Global South. The List of the Outcomes of the Implementation of the Follow-up Actions of the Beijing Summit of the Forum on China-Africa Cooperation provides a comprehensive, quantitative and tangible presentation of progress achieved. UK, Canada and Western allies sanction two far-right Israeli government ministers
London CNN — The United Kingdom, Canada and other allies announced sanctions Tuesday on two hardline Israeli government ministers for repeatedly 'inciting violence against Palestinians,' in a stark joint move that comes amid growing Western condemnation of Israel's actions in the occupied West Bank and Gaza. National Security Minister Itamar Ben Gvir and Finance Minister Bezalel Smotrich will face a travel ban and an asset freeze, the UK government said. Ben Gvir and Smotrich both lead far-right political parties that help keep Prime Minister Benjamin Netanyahu's fragile government coalition afloat. Both men have faced criticism for their inflammatory comments about the occupied West Bank as well as their positions on the war in Gaza. The sanctions are being jointly implemented by Australia, Canada, New Zealand, Norway and the UK, according to a joint statement by the five countries' foreign ministers. 'We are steadfastly committed to the two-state solution which is the only way to guarantee security and dignity for Israelis and Palestinians and ensure long term stability in the region, but it is imperilled by extremist settler violence and settlement expansion,' the joint statement said. 'Itamar Ben-Gvir and Bezalel Smotrich have incited extremist violence and serious abuses of Palestinian human rights. Extremist rhetoric advocating the forced displacement of Palestinians and the creation of new Israeli settlements is appalling and dangerous,' the statement added. 'We have engaged the Israeli Government on this issue extensively, yet violent perpetrators continue to act with encouragement and impunity.' The sanctions imposed by the five Western nations represent a break in policy with the United States. While European and Commonwealth allies have increasingly put pressure on Netanyahu's government, the Trump administration has repeatedly reaffirmed the US-Israel alliance. The US has also called for the conflict in Gaza to end, but last week, the US vetoed a UN Security Council resolution demanding a permanent ceasefire in Gaza. While the sanctions are in relation to the West Bank, the Western allies' joint statement added that 'of course this cannot be seen in isolation from the catastrophe in Gaza. We continue to be appalled by the immense suffering of civilians, including the denial of essential aid.' Eyad Baba/AFP/Getty Images Smotrich and Ben Gvir both live in settlements in the West Bank, which Palestinians and the vast majority of the international community hold as part of a future Palestinian state. Both ministers responded defiantly to the travel bans and financial sanctions on Tuesday afternoon, vowing to continue their agenda and accusing Britain of echoing its colonial-era restrictions on Jewish migration to British-mandate Palestine. Ben Gvir, the leader of the Jewish Power party, said that 'the sanctions do not scare me,' adding, 'I will continue to act for our country, for our people, I will continue to act and make sure that they do not let humanitarian aid into Hamas.' Smotrich, speaking during the inauguration of the new Jewish settlement of Mitzpe Ziv in the occupied West Bank on Tuesday, said that he 'heard that Britain has decided to impose sanctions on me because I'm thwarting the establishment of a Palestinian state. There couldn't be better timing than this.' 'Britain already tried once to prevent us from settling the cradle of our homeland, and we will not let it happen again. With God's help, we are determined to continue building,' said Smotrich, who leads the National Religious Party–Religious Zionism. Israeli Foreign Minister Gideon Saar said the government will hold a 'special meeting' early next week 'to decide on our response to this unacceptable decision.' 'It is outrageous that elected representatives and members of the government are subjected to this kind of measure,' Saar said. Meanwhile, the foreign ministers of the UK, Australia, Canada, New Zealand and Norway said in their statement: 'The measures announced today do not deviate from our unwavering support for Israel's security and we continue to condemn the horrific terror attacks of 7 October by Hamas. Today's measures are targeted towards individuals who in our view undermine Israel's own security and its standing in the world.' Ben Gvir quit Netanyahu's government in January to protest the ceasefire in Gaza, only rejoining the government after Israel returned to war in March. He has repeatedly called for Palestinians to be driven out of Gaza and previously said Israel should 'encourage voluntary migration of Gazans to countries around the world.' Smotrich, who as finance minister has a seat on the Israeli security cabinet and holds significant sway over Netanyahu, has previously called for the formal annexation of settlements in the Israeli-occupied West Bank. In May, he said his idea of victory in Gaza would be that the territory is 'destroyed' and civilians are moved to a 'humanitarian zone' in the south of the strip or leave for third countries. Last month, UK Foreign Minister David Lammy slammed Smotrich's comments on the possible destruction and cleansing of Gaza, telling British lawmakers: 'It is extremism. It is dangerous. It is repellent. It is monstrous, and I condemn it in the strongest possible terms.' At the time, the UK paused trade talks with Israel and imposed sanctions on West Bank settlers, but stopped short of sanctioning the far-right Israeli minister.
