
Public as ‘eyes and ears' of MBJB to enhance integrity
THE public is being encouraged to play a more active role in alerting the authorities about faulty public amenities via a new initiative, says Johor Baru mayor Datuk Mohd Haffiz Ahmad.
He said the Community Integrity Building programme was a collaboration between Johor Baru City Council (MBJB) and Malaysian Institute of Integrity (IIM).
'This initiative allows the community to work closely with MBJB by channelling feedback and complaints related to development and other matters through existing complaint channels.
'Our aim is to raise awareness and sensitivity among the public towards integrity-related issues in their surroundings.
'We also want to empower the community to act as agents of change in strengthening the local integrity ecosystem,' he said during a briefing session on the programme recently.
Mohd Haffiz said the programme would kick off in Bandar Baru Uda, Dato' Onn and Desa Cemerlang.
'We will have 10 community members from each of the three zones monitoring the public infrastructure and amenities in their respective areas.
'They will then report any issues they come across to the relevant departments through the available complaint channels.
'For a start, we will focus on faulty road and park lights, which are among the most commonly reported issues,' he said.
He said the complaints would be submitted through existing platforms such as the Public Report Management System (Sispaa).
'Through this programme, we hope to establish a platform for dialogue between MBJB and the public.
'We also hope to have the public serve as the eyes and ears of the authorities to curb unethical practices,' he said, adding that this was also a way for the public to have their voices heard.

KUALA LUMPUR: Stronger measures are being taken to deal with the issue of digital misconduct among school students, particularly incidents involving the circulation of explicit images following a case in Johor, says Fadhlina Sidek To address this, the Education Minister said her ministry is currently amending the Education (Student Discipline) Regulations to ensure school disciplinary rules remain effective and relevant. "The amendments aim to strengthen enforcement and provide clearer guidance for managing student misconduct," said Fadhlina in reply to a question from Muhammad Islahuddin Abas (PN-Mersing). Muhammad Islahuddin had asked the Education Ministry to provide detailed guidelines for handling digital misconduct among students following the incident involving the circulation of explicit images at a school in Johor A 16-year-old boy was arrested for allegedly using artificial intelligence (AI) to create pornographic images of his schoolmates and school alumni. Johor police chief Comm Datuk M. Kumar said the cops had received eight reports against the teenager, who was arrested at 5pm on April 8 in Kulai. Johor police also seized a phone believed to have been used to edit and upload lewd photos of his victims on social media, which were then sold at RM2 each. In 2025, schools were issued a reminder to comply with all active circulars and guidelines, with emphasis on discipline-related issues, added Fadhlina. Among them is on the guidelines on Values and Ethics for Social Media Use, focusing on issues such as misuse of apps, immoral content sharing, unauthorised recordings, cyberbullying, and privacy violations. To encourage reporting of bullying, especially cyberbullying, the Education Ministry has established four main complaint channels, including public complaints management system (Sispaa), email, telephone hotline and via Whatsapp. "Schools are also required to record cyberbullying cases in the ministry's character tracking system," she said. The ministry, added Fadhline, also collaborates with the police through the placement of school liaison officers (PPS) to carry out awareness and prevention programmes on digital misconduct, including cyberbullying and online scams. "The Ministry remains committed to ensuring students' online safety is on par with their physical safety in school, in line with the Safe School Programme and values-based character education," she added.

Integrity agency pushes for overhaul to strengthen civil service accountability [WATCH]
KUALA LUMPUR: The Malaysian Institute of Integrity (IIM) is pushing for an overhaul in how integrity is assessed in the civil service, including tighter asset declaration protocols and making the Individual Integrity Profiling (IIP) system mandatory for frontline personnel. Its president and chief executive officer, Datuk Ahmad Ramdzan Daud, said the move involves strengthening supervisory accountability to close enforcement gaps and prevent abuse of power. The push aligns with the Madani government's civil service reform, which promises cleaner governance and improved transparency. It comes amid mounting public pressure following cases like the Kuala Lumpur International Airport (KLIA) counter-setting scandal, where Immigration officers colluded with syndicates, exposing systemic flaws. In July, the Malaysian Border Control and Protection Agency (MCBA) also found foreign travellers carrying images of local enforcement officers, believed to be part of syndicates' tactics to identify officers and bypass scrutiny. MCBA director-general Datuk Seri Mohd Shuhaily Mohd Zain warned that syndicates were now equipping individuals with photos of officers in uniform and plainclothes to aid illegal entry. "Corruption happens due to weaknesses in internal enforcement systems," said Ramdzan. Acknowledging rising public unease over ostentatious displays of wealth among enforcement officers, Ramdzan said: "If you have a million ringgit in your account and are living luxuriously, people will question whether that matches your salary." He highlighted inconsistencies in asset declaration processes across agencies and emphasised the role of supervisors in flagging suspicious behaviour. "If your officer wears a Rolex today, an Omega tomorrow, or drives a different luxury car every other day and you don't ask questions, what kind of supervisor are you?" Ramdzan said IIM was committed to tightening asset declaration guidelines, stressing that integrity must be non-negotiable. "Currently, we are reviewing the tightening of governance guidelines related to asset declarations, particularly for public servants, so that we can identify any irregularities or suspicious changes in lifestyle and asset acquisition," he said. He highlighted the IIP assessment system, a questionnaire-based data-gathering tool designed to screen officers across agencies by capturing indicators related to background, personality traits and performance. Introduced in 2022, the IIP system focuses on how individuals demonstrate integrity within a work environment, including aspects like honesty, rule-following and ethical decision-making. Ramdzan said the system provided a risk profile to help relevant agencies make informed assessments. However, he said the IIP system's effectiveness depended heavily on how rigorously it was enforced. "So, it is only as good as its enforcement. If agencies don't use it, it becomes just another formality," he said. Beyond screening tools, Ramdzan said the deeper issue was in a cultural failure to confront misconduct. "The bigger issue is our collective reluctance to speak up or question what clearly looks wrong. "Silence enables abuse and integrity ultimately begins with accountability at every level of public service."

MBJB clears 32 tonnes of rubbish from ex-teacher's home
JOHOR BARU: A former teacher's 30-year obsession with collecting junk inside his double-storey house in Taman Sentosa has finally been brought to an end, after neighbours endured decades of stench, vermin, and snakes. Johor Baru City Council (MBJB) workers and volunteers removed 32 tonnes of trash from the elderly man's home this week, in what has been described as one of the district's worst domestic hoarding cases on record. The man, now in his 70s, had turned his home into a festering dumpsite under the guise of a hobby, much to the dismay of his neighbours, who complained of foul odours and a plague of pests spilling into their homes. MBJB council member for the housing estate, Sally Ng, said the situation inside and outside the house was appalling. Termite mounds were found inside, and the place was infested with rats, cockroaches, and even snakes. The clean-up, which began on Sunday (July 27), saw the deployment of 35 volunteers, including from MBJB, SWM Environment, and the police. Among the items cleared were rusted rice cookers, broken furniture, shattered crockery, and thousands of empty cans and bottles. "Neighbours told us he hasn't lived inside the house for years. He sleeps in the back alley because the trash had overtaken every inch of space, including the garage, which completely buried his car," Ng said. Despite numerous complaints over the years, full-scale clean-up efforts were stalled due to the man's refusal to cooperate. Only the garage area was previously cleared, and even that was refilled with rubbish within days, she said. The man insisted his collection was worth RM8,000, particularly the metal items. However, volunteers managed to separate the recyclable goods and raised a mere RM1,000, which was handed over to him as a gesture of goodwill. "He still claimed the rubbish was worth more, but everything was rotted, rusted, or ruined," Ng added. The man is believed to be estranged from his family. His Taiwanese wife is said to have returned to her home country years ago, while his three sons, living in Singapore, have allegedly distanced themselves due to his behaviour. Efforts are underway to get him psychological help, as he previously refused assistance from the Welfare Department. "If left alone, this situation will only repeat itself," Ng said. "We hope he'll finally agree to proper care and support."
