Imphal: Manipur Pradesh Congress Committee (MPCC) president Keisham Meghachandra has accused the Centre and the state govt of failing to provide a concrete plan for restoring peace in the strife-torn state.
Speaking on the sidelines of the 134th Patriots' Day celebrations at the Congress Bhavan, Keisham told reporters that the Union budget hardly contains a special package for rebuilding damaged homes of violence-affected people and internally displaced persons (IDPs). "We are yet to see a concrete roadmap for the restoration of peace in the state from Prime Minister Narendra Modi and home minister Amit Shah. Former chief secretary PK Singh had announced the resettlement of IDPs in three phases by Dec.
However, we have not seen much initiative from the state govt to achieve this," the Congress chief said.
Taking a dig on the budget for Manipur, he said, the budget for development and security should be larger, especially during President's rule but he said that has not been the case unfortunately. "We are not satisfied with the budget. IDPs are still living in relief camps."
He also expressed disappointment with the GST amendment stating that Manipur cannot be compared with the larger states such as Uttar Pradesh and Maharashtra, which have better transportation and are more developed with more resources.
"As a citizen and as a politician, we are not satisfied, as we have no rights and the constitutional laws are not fully implemented in the state. PM Modi is yet to visit the state and enquire about our hardships. Shah is doing whatever he wants," he alleged.

NEW DELHI: In a significant move, home minister will on Wednesday move a set of three bills providing for mandatory resignation or removal of the Prime Minister, chief ministers and ministers at the Centre and in states/UTs, if they have spent 30 consecutive days under arrest or detention, on an allegation of committing offences punishable with imprisonment extending to five years or more. The timing of the amendments, two days before the end of Parliament's Monsoon session, and their implications caught political circles by surprise. The Representation of the People's Act, 1951 provides for the disqualification of members of state legislatures and Parliament if they are convicted with a sentence of two years or more. Convictions for serious offences such as corruption and drug trafficking result in disqualification irrespective of the duration of the sentence. There was so far no bar on ministers holding on to their offices after their arrests: something that was justified on the ground that no one deserves to be punished until proven guilty. Until a few years ago, ministers and CMs facing arrests, resigned. But the convention was of late followed more in breach with several ministers continuing in their posts after their arrests. The SC recently sought to reinstate the practice by forcing Tamil Nadu minister Senthil Balaji to step down. The Constitution (One Hundred and Thirtieth Amendment) Bill states the PM, if under arrest or detention for 30 days on allegation of committing an offence punishable with jail term that may extend to five years or more, shall tender his resignation by the 31st day. "If he does not tender his resignation, he shall cease to be PM with effect from the day falling thereafter," it adds. The same provisions will apply in case of a state or UT CM - the latter covered by two separate bills, Govt of Union Territories (Amendment) Bill, 2025 and Jammu and Kashmir Reorganisation (Amendment) Act, 2025 - arrested for a straight 30 days for an offence carrying a prison sentence of five years or more. Even the ministers in the Council of States at Centre and in states/UTs will be bound by the same provisions. While a Union minister shall be removed from office by the President on advice of the PM, state or UT ministers shall be removed by the governor on advice of the CM. In recent past, then Delhi chief minister Arvind Kejriwal had refused to resign after he was arrested in a liquor 'scam' case and spent several months in jail. It was only after he was let out on bail that he stepped down and named Atishi as CM.

Hyderabad: Telangana industries minister D Sridhar Babu has accused BRS working president KT Rama Rao (KTR) of deliberately spreading misinformation regarding the Kaynes Technology semiconductor project being shifted to Gujarat. Tired of too many ads? go ad free now He called the claim that Telangana lost the project due to govt failure "an outrageous lie" and described KTR's remarks as a "cheap attempt to deflect blame and cover up his own shortcomings." In a statement issued on Tuesday, Sridhar clarified, "Kaynes did not 'flee' Telangana. The project was drawn to Gujarat because the Central govt and the BJP-led Gujarat govt offered massive subsidies. KTR is fully aware of this, yet he continues to mislead the people of Telangana with baseless allegations." He pointed out that the Centre approved a 50% subsidy under the India Semiconductor Mission (ISM) for the Kaynes project in Sanand, Gujarat. The 76,000 crore ISM scheme was designed to promote semiconductor manufacturing in India, and once it became known that units in Gujarat would automatically qualify for a 50% subsidy, semiconductor firms naturally gravitated toward the state. For its 3,307 crore investment, Kaynes received an extraordinary 1,654.5 crore subsidy from the Centre. The Gujarat govt added another 40% of the central subsidy amounting to 661 crore, bringing the total subsidy package to approximately 2,314.9 crore, or nearly 70% of the project's cost, the minister said. He criticised the Centre for failing to extend similar support to other states, claiming that only Gujarat receives such "stepmotherly favoritism." He added, "Semiconductor companies are naturally drawn to Gujarat because of the clear message that the state will fully support central subsidies. In a relief to the Commonwealth Human Rights Initiative (CHRI), the Delhi High Court on Tuesday set aside a notice issued under the Income Tax Act that sought to cancel the NGO's registration as a charitable institution. The bench of Justices V Kameswar Rao and Vinod Kumar set aside the notice and allowed CHRI's petition. The I-T Department had cited the NGO's earlier FCRA cancellation by the Centre while issuing the notice. FCRA cancellation implies the organisation can't accept foreign contributions. Notably, the NGO's Foreign Contribution Regulation Act (FCRA) registration was cancelled twice by the Centre through the MHA. It was first cancelled in April 2022, which was challenged by the NGO before the HC. The court had quashed the Centre's order on the ground it was not reasoned, directing it to reconsider the case. Following reconsideration, the Centre cancelled the FCRA registration a second time through an order in September 2024. This is now under challenge before the HC, and is due to be heard next on September 14. Pending the challenge, the I-T Department on July 29 issued notice to CHRI under Section 12AB(4)(a), which deals with revocation of IT Act registration certificate granted in case of specified violations — that is, if the institution violates any other law. The Commissioner of I-T (Exemption), Delhi, issued a hearing notice to CHRI under Section 12AB(4)(a) proposing cancellation of registration under Section 12A of the IT Act — its designation as a charitable organisation — on the ground that FCRA registration cancellation is a 'specified violation' under Section 12AB(4)(f). Senior advocate Arvind Datar, appearing with advocate Kabir Dixit, in their challenge to the I-T department's notice, highlighted that such a notice proposing cancellation of their IT Act registration at this stage is premature and legally untenable.
