PTPTN Reaches Out To Communities Via Jelajah Aspirasi Malaysia 2025, Promotes Savings Habit

GEORGE TOWN, Aug 19 (Bernama) -- Upholding the spirit of independence, the National Higher Education Fund Corporation (PTPTN) took part in the Jelajah Aspirasi 2025 Programme, engaging communities to cultivate financial planning and savings habits from an early age for a more secure educational future.
PTPTN chairman Datuk Seri Norliza Abdul Rahim said the programme served as a strategic platform for the corporation to engage with the community, explain its products and raise awareness on the importance of saving.
She said the concept of saving reflected the true spirit of independence, as it could help the community break free from the chains of debt.
'PTPTN aims to change the community's mindset from borrowing to saving so that they can truly be independent from the shackles of debt in the future,' she told reporters after attending the Jelajah Aspirasi Malaysia 2025 Programme at Sekolah Kebangsaan (SK) Sungai Gelugor here.
Also present were Penang State Broadcasting Department (RTM) director Nor Hisham Abbas, Penang State Education Department's Learning Sector deputy director Mohamad Zawawi Ahmad, PTPTN senior general manager Wan Zawiah Wan Abu Bakar, and PTPTN Penang State Office director Muhammad Muhsin Abdul Rahman.
The programme was organised by RTM and PTPTN as strategic partners, aiming to provide the public with information to appreciate the meaning of independence, with Penang serving as the third stop of the tour.
As part of its social responsibility initiative, PTPTN contributed RM100 each to 100 SK Sungai Gelugor students in the form of National Education Savings Scheme (Simpan SSPN) Prime accounts.
Prizes were also presented to the winners of a competition held in conjunction with the programme, which aimed to raise awareness of the importance of saving for education from an early age and to support aspirations for higher education.
According to Norliza, Simpan SSPN offered a range of benefits, including income tax relief on savings of up to RM8,000 per year, takaful protection, free matching grants of up to RM10,000 for eligible families, competitive dividend rates, and Syariah compliance.

PETALING JAYA: The application portal for first-class honours graduates seeking exemption from repaying their National Higher Education Fund Corpo­ration (PTPTN) loans will reopen on Sept 1. 'Graduates who meet the conditions remain eligible for the exemption. 'PTPTN is currently upgrading its system, and the portal will be fully operational on Sept 1, 2025. Applications for exemption can be submitted after that date,' said PTPTN chairman Datuk Seri Norliza Abdul Rahim in an official statement on her Facebook page on Monday. She also said that the policy for exempting loan repayments for first-class honours graduates remains in effect and has never been withdrawn. 'Hopefully, this clarification provides some relief. PTPTN remains committed to fulfilling its mandate in supporting national education,' she said. On Aug 14, frustrated graduates began appealing to PTPTN for clarity after they were unexpec­tedly asked to start repaying their loans despite having attained first-class honours. In e-mail notifications sent to borrowers last month, sighted by The Star, PTPTN provided repayment schedules as stipulated in loan agreements. In response to complaints regarding the issue, it stated that the exemption application process and the submission of ­supporting documents can only be carried out once the service – currently closed – is reopened. In a separate response to ­parents, the agency reiterated that approval for loan repayment exemptions is subject to the ­government's current financial position, and all borrowers must continue repayments during the temporary closure. 'No manual submission method or other channels are allowed,' the e-mail read. On June 3, an insider told The Star that the exemption application service for first-class honours graduates remains unavailable pending Finance Ministry appro­val. 'Applications to convert loans into scholarships for first-class honours graduates have not yet opened, and the approval date for borrowers to apply has not been confirmed. 'Borrowers will be informed once applications can be accep­ted,' said the insider. Meanwhile, Deputy Higher Education Minister Datuk Musta­pha Sakmud told the Dewan Rakyat that 133,159 graduates had their loans waived, with the waiver amounting to about RM2.9bil. 'This is an incentive for graduates with PTPTN loans. They will be exempted if they achieve first class honours,' he added. He clarified that the repayment feature on PTPTN's online portal will go online on Sept 1 this year. 'Those eligible for exemption can make an appeal then.' This came after attempts to appeal via PTPTN's online portal were met with a 'temporarily closed' notice. Separately, the deputy minister added that there is no decision yet on whether to reimpose a travel ban for PTPTN loan defaulters. Mustapha said PTPTN is also ready to assist borrowers in restructuring their loan repayments or postpone them if they have yet to secure an income or are furthering their education. 'We also issue reminders and notices to borrowers so that repayments are made,' he said. As of July this year, he said PTPTN has approved loans to 3.1 million borrowers from the low income groups, amounting to RM59.44bil.

PETALING JAYA: While poverty is most prevalent among Malays due to their larger population, the Indian community faces a far sharper struggle, particularly in abandoned estate settlements, said Prime Minister Datuk Seri Anwar Ibrahim. He said their plight must be urgently addressed, with housing and livelihood issues among the top priorities. Anwar reaffirmed that the government's poverty eradication framework is based on need rather than race with a clear focus on eliminating hardcore poverty across all communities. He said allocations under the Sumbangan Tunai Rahmah scheme have significantly benefited Indian households, beginning with RM500 million in 2022 and rising to RM972 million by 2025. He also cited the RM1.2 billion Housing Credit Guarantee Scheme, along with targeted allocations for education and housing. Responding to calls for the revival of programmes such as the Amanah Saham Masyarakat India to boost equity ownership, he cautioned against framing poverty solely in racial terms. 'Even Malays, who make up 60% of the population, have yet to reach 30% equity. The challenge cuts across all races,' he said, pointing out that almost RM1 billion was directed in 2024 alone to poor Indian households, particularly in estates. He added that long-term solutions depend on strengthening SMEs and entrepreneurship. 'We can achieve zero hardcore poverty – families having food, shelter, schooling and transport. That is achievable. But poverty as a relative concept will always exist. 'Hardcore poverty, however, we can and must end.' Anwar also dismissed claims that aid for the Indian community is channelled solely through the Malaysian Indian Community Transformation Unit (Mitra). He said Mitra's RM100 million allocation represents only part of a broader pool of support coordinated across ministries. 'In 2024, out of the RM100 million allocated for Mitra, RM98.9 million was spent, benefiting more than 122,000 members of the Indian community.' He said this included RM93 million in early education subsidies, RM17.6 million in higher education aid for the Indian B40 group and RM2.99 million for 6,000 laptops distributed to Tamil schools. He added that for this year, the government is adopting a more integrated approach, ensuring Mitra works closely with ministries to maximise impact. 'For example, if the Housing and Local Government Ministry spends RM20 million on housing projects, Mitra will top up with an additional RM5 million to cover shortfalls. 'ICT laboratory equipment for 50 Tamil schools will also be jointly funded by the Education Ministry and Mitra. The main focus remains education and poverty alleviation, but development must not be fragmented.'

Cautionary tale: Chong speaking at a press conference about the double scam alongside Liau. — LOW LAY PHON/The Star KUALA LUMPUR: A scam victim who was desperate to seek legal help got scammed again – this time by a bogus lawyer, says Datuk Seri Michael Chong. The MCA Public Services and Complaints Department head said it all started when the victim, known as Liau, 55, joined a fake investment platform on April 10. 'He had responded to an advertisement by a so-called investment learning platform which lured him with the promise of investing in a purported China-Hong Kong Initial Public Offering (IPO),' Chong said in a press conference at Wisma MCA here yesterday. Tempted by the offer, Liau used his Employees Provident Fund and loans from family members to buy the purported shares. Chong said Liau had been pressured to continue purchasing the so-called shares every time the platform purportedly secured a new IPO, even though he could no longer afford it. In the end, he lost a total of RM390,000 and lodged a police report at the Wangsa Maju police station. Desperate, the victim turned to a 'lawyer' for help through a Facebook advertisement. The lawyer, who claimed to be based in Hong Kong, told the victim that his RM390,000 was detected at a casino in Macau and insisted that the only way to recover the money was to win it back at the online casino. Trusting the story, the victim handed over more money each time the bogus lawyer demanded it under various pretexts. 'I did not think it would be a scam, as I was too desperate to get back the money I had lost,' Liau said. In total, he ended up giving the fraudulent lawyer RM61,500. 'I never imagined I would be scammed twice,' he added. Chong said that this was not the first case involving fake lawyers. Meanwhile, MCA Publicity Bureau chairman and lawyer Chan Quin Er said that Liau was seeking assistance, and the scammer took advantage of his desperation in his bid to regain his losses.
