Move to hand over Mannapalla Lake to private agency opposed

Time of India03-05-2025
Mangaluru: Elected members of the
Udupi City Municipal Council
(CMC) and Udupi MLA
Yashpal Suvarna
opposed the proposal to hand over the maintenance of
Mannapalla Lake
in Manipal to a private agency. Council members recently suggested that the tourist destination should be maintained directly by the CMC, instead of handing it over to a private agency.
MLA Suvarna told TOI that he opposed the idea of handing over the lake to private individuals. "There are plans to maintain Mannapalla Lake with the participation of a private entity through the CSR funds. We have no clarity on the plans as to whether it will be just for maintenance or further development of the lake. We opposed the move and told the civic body that at any cost it should not be done. We demanded that the CMC only should take up the responsibility of maintaining the lake. Further, we demanded that the CMC should prepare an action plan to develop the lake as a tourist destination," he said, adding that currently, the lake is managed by the
Mannapalla Development Committee
.
"Besides suggesting a draft master plan for the development of Mannapalla Lake, I also insisted the urban local body seek funds from central govt. However, the responsibility for the maintenance of Mannapalla should be entrusted to the CMC only," he added.
During a council meeting held recently, CMC members also raised objections to the move of handing over the maintenance of the lake to private individuals. Ishwara Nagara Ward councillor Kalpana Sudhama emphasised that the Mannapalla Lake's management should be transferred to the CMC. She advocated for the development of conservation strategies and future development plans for the lake, which is spread across 120 acres. She also stressed on the importance of preventing private entities from gaining control, as they would prioritise commercial interests over preservation.

HC launches PIL over TOI report of 300 colleges sans any students, crores in salaries

1 2 Nagpur: The Nagpur bench of Bombay high court on Tuesday took suo motu cognisance of a Times of India report highlighting that over 300 junior colleges in Maharashtra continue to receive govt salary grants despite having no enrolled students, terming it a 'shocking revelation' and a 'wastage of public money'. The division bench of justices Nitin Sambre and Sachin Deshmukh initiated a PIL based on the TOI report of July 12, which exposed how teaching and non-teaching staff at hundreds of such colleges continues to draw govt-funded salaries despite zero student admissions. "The news item speaks of 300 colleges in Maharashtra getting grants towards the salary of the staff, however, not a single student has taken admission," the bench noted in its order. "The aforesaid shocking revelation… not only speaks of the wastage of public money but also the mismanagement of the educational institutions by the managements." The court underscored that if institutions are failing to attract students, statutory remedies are already in place. "In such a situation, the staff can be dealt with in accordance with the provisions of the Maharashtra Employees of Private Schools (Conditions of Service) Regulation Act, 1981, the Secondary School Code, and the Right to Education Act, 2009," the bench observed. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Cách giao dịch ETH/USD mà không cần nắm giữ Ether IC Markets Tìm hiểu thêm Undo Referring to the issue as one of admitted concern at the govt level, the judges sought a detailed account of the situation and remedial steps initiated by the state. "We need to have the entire information before the court and the remedial measures taken by the state govt," the order stated. Appointing advocate Rahul Ghuge as amicus curiae, the bench asked him to frame a formal petition within two weeks. Senior advocate and govt pleader Deven Chauhan was directed to assist the amicus in the matter. The case will now be heard next on August 4. The court's action comes amid growing concern over systemic inefficiencies in grant-in-aid institutions, where ghost admissions and inflated staff rosters have repeatedly drawn scrutiny from auditors.

Bombay HC disposes of petitions as PMRDA to withdraw draft development plan

1 2 3 4 5 6 Pune: The Bombay high court on Tuesday disposed of eight petitions as 'infructuous' after the Pune Metropolitan Region Development Authority (PMRDA) filed an affidavit informing it would withdraw its existing draft development plan (DP) in favour of preparing a new one for the next 20 years. The petitions had challenged the draft DP. However, the HC bench of chief justice Alok Aradhe and justice Sandeep V Marne has posted another petition filed by activists Ujjwal Keskar and Suhas Kulkarni for its next hearing on Aug 25. The said petition challenges the state's decision to appoint PMRDA as the special planning authority for the 23 villages merged within Pune Municipal Corporation (PMC) limits. "Keskar and Kulkarni have pleaded that PMC should be the planning authority for the merged villages," their lawyer Ritvik Joshi told TOI. On Aug 2, 2021, the PMRDA had issued an advertisement inviting such suggestions/objections. During a meeting chaired by chief minister Devendra Fadnavis in Mumbai on Feb 12, the PMRDA decided to submit an affidavit before the HC that it was withdrawing the draft DP and would make a new one. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is it legal? PMRDA commissioner Yogesh Mhase told TOI, "We can go ahead with the formal process of cancelling the draft DP. We will send it to the CM." Consultant to PMRDA's development plan cell Vivek Kharwadkar said, "The order allows the development authority to start a new planning process, adhering to legal procedures. PMRDA can go ahead with actions related to planning in the Pune Metropolitan Region (PMR) for the next 20 years," he told TOI. Kharwadkar said preparatory work had already begun after PMRDA adopted a resolution to cancel the draft DP a few months ago. "The fresh exercise poses an opportunity to take into consideration the development carried out during the intervening period. The fresh plan will be based on latest data. The commissioner has emphasised upgradation of data over the last six months," he added. He further said, "Based on latest data, we will have a planning intervention which will take care of immediate demands and overcome the backlog of services. Also, a phased programme shall align with the Maharashtra govt's goals." Officials said the state govt would have to notify cancellation of the DP and the new planning exercise will outline a development roadmap for the next 20 years. Meanwhile, Keskar said, "The PMC had declared its intention under section 23 of the MRTP Act to prepare a draft development plan for the 23 merged areas. Our petition was that the MVA govt in the state had violated the 74th amendment to the Constitution and deprived the PMC of its authority under Schedule 13."

Negotiations bear fruit, Yemen defers Nimisha's execution

Kochi: The execution of Nimisha Priya, the Keralite nurse on death row at the central prison in Yemen's capital Sana'a for the murder of a Yemeni national, has been postponed following intervention by Indian authorities and religious leaders. Negotiations were underway to save the life of Nimisha, hailing from Kollengode in Palakkad, after her execution was scheduled for July 16, Wednesday. "The execution has been postponed until the prison authorities are notified of a new date," stated an order issued by the public prosecution of the Republic of Yemen. It also said the postponement was based on a directive from their attorney general. The development will give additional time for Nimisha's family to negotiate a mutually agreeable solution. A trial court had sentenced Nimisha to death in 2018, and the verdict was later upheld by an appeals court. She was convicted of murdering Talal Abdo Mahdi, with whom she started a health clinic in Sana'a and later reportedly entered into a marriage, in July 2017. She was accused of chopping his body and dumping its parts in a water tank. Mahdi allegedly tortured Nimisha and illegally seized her passport, which led to the murder. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Forget Furosemide, Use This Household Item To Help Drain Edema Fluid WellnessGuide Learn more Undo Besides the Save Nimisha Priya International Action Council, many religious leaders and social organisations had stepped in to save her. Sunni leader Kanthapuram A P Aboobacker Musaliyar, who holds the title of Grand Mufti of India, reached out to prominent Yemeni Islamic scholar Sheikh Habib Omar, seeking his help to persuade Mahdi's family to accept blood money and grant pardon to her. Subhash Chandran of the action council told TOI that Musaliyar's intervention played a major role in the decision to postpone the execution. "Apart from a preliminary discussion with Talal's brother held on Monday, a second round of discussion was held on Tuesday. We are hopeful of progress in discussions in the coming days," he said. Musaliyar said Muslim scholars could hold talks with the judges and Mahdi's family members, and the negotiations would continue in the following days. The talks are being held based on Sharia law, which gives the victim's family the legal right to pardon the convict, either without any condition or in exchange for blood money, he said, adding that the PM's Office was informed about his initiative. Samuel Jerome of the Save Nimisha Priya International Action Council, who is coordinating the negotiation talks in Yemen, said he met Yemen's foreign minister on Tuesday after the execution was postponed. Nimisha's husband Tomy Thomas expressed his gratitude to officials and religious leaders for their intervention in the matter. CM Pinarayi Vijayan described the development as a relief and lauded the efforts of Musaliyar and the action council in the decision. Earlier on Monday, the attorney general of India stated in Supreme Court that the Union govt was making every possible effort to help Nimisha and talks were progressing with Yemeni authorities to secure a suspension of the execution order until negotiations could be pursued.
