The 22-year-old initially faced charges of reckless driving causing serious injury, which is punishable with up to three years in jail or a fine of up to 60,000 baht (roughly £1,365) - or both.
But following Jurairat's death, he could face up to 10 years behind bars and a fine of up to 200,000 baht (around £4,550).
Cops said the suspect was not under the influence of alcohol or drugs but did admit to causing the accident and has since compensated Jurairat's family with 30,000 baht (roughly £680) for medical expenses.
Mills has since been released from custody but his passport has been seized to prevent him from leaving the country.
Police Lieutenant Colonel Itthiporn said: "More evidence and witness statements are now needed for this case.
"The suspect was not under the influence of alcohol or any kind of drugs but he admitted causing the accident.
"We are waiting for a full forensic report from the hospital into the injuries and the cause of death. The suspect will not be allowed to leave Thailand."
The Brit reportedly lost control and crashed into the Petchraska's pink Honda bike while attempting to lift the front wheel of his rented scooter.
Emergency services found the mum-of-two lying in a pool of blood at around 11 pm local time on August 14 in the Soi Bong Koch 8 area of the city.
She was rushed to hospital, where she was treated for life-threatening injuries.

But despite medics' best efforts, she tragically died on Sunday afternoon.
Confirming the woman's death today, a rescue officer said: "Yes, she has passed away at the hospital. We only transported her there."
Officers said the Brit, believed to be involved in the crash, gave his name as Brandon James Holmes.
But local news reports into previous criminal cases in the UK suggest he is actually called Brandon Mills.
According to reports, Mills was convicted of dealing heroin and crack cocaine in Sheffield in 2022 and received a suspended 14 month sentence in a Young Offender Institution.
Emotional tributes have since poured in for the mum who was "everyone's angel".
One said: "Jurairat was like a mother to me. She was everyone's friend. I can only pray that she is in heaven now and not suffering.
"I hope that there will be justice for what happened to her. She did not harm anyone, there was no reason for her to die like that. She was everyone's angel."

Police initially probed whether it was a gangland hit linked to his former job but are now treating the tragedy as a murder-suicide MURDERED MUM Grieving family of Hollyoaks star's mum killed 'in horror murder-suicide' in France ban joint funeral from taking place GRIEVING family of a Hollyoaks star's mum has banned a joint funeral with their stepfather as cops believe he murdered her before taking his own life. Police initially probed whether it was a gangland hit linked to his former job, but are now treating the tragedy as a murder-suicide. Dawn's heartbroken son Callum Kerr, an actor and singer, and his grieving sister Amanda want their mum left out of her husband's funeral. Advertisement They have 'firmly' requested Andrew's family not to include her in their service and urged Dawn's friends not to go or post pictures of the couple together. Callum and Amanda wrote in a family statement posted on their social media today: 'It would be inappropriate for her memory to be associated with a service honouring the man who, based on all available evidence, may have been responsible for her death.' The siblings claim murder-suicide is the 'prevailing hypothesis', adding: 'There is also no evidence whatsoever of any third party's involvement at this stage'. They will be climbing Sicily's Mount Etna to mark what would have been their mum's 58th birthday on May 18 next year. Advertisement A GoFundMe page in their mum's previous name Dawn Kerr has raised more than £3,400 for domestic violence charity Women's Aid. It reads: 'In February, our mum was taken from us. There's no way to put into words how that feels. 'But we're hoping this challenge brings some good into the world in her name. 'This is for Dawn Kerr. Always.' Advertisement Dawn's son, Callum, is best known for playing PC George Kiss in the Channel 4 soap Hollyoaks between 2020 and 2021. Callum also starred in Netflix's Virgin River - playing young Everett, Mel's father, in the most recent series. The 30-year-old has over 135,000 monthly listeners on Spotify and released his new track Cold Beer Cold just hours after his mum's death. Dawn was found lying in front of her house, partly undressed, while Andrew was found hanged from a radiator. It remains unclear when exactly the pair died. Advertisement A post-mortem found Dawn died from a "significant head wound" but it remains unclear how long she had received that before the shocking discovery of their bodies. Police said she suffered "multiple blows to the head with a blunt and sharp-edged object." 6 6 Andrew was last seen on CCTV at a tobacconist 6 Authorities at Dawn and Andrew's home in Les Pesquies, near Villefranche-de-Rouergue, in the south of France Credit: Doug Seeburg
