Polavaram-Banakacherla project won't affect interests of upstream states, including Telangana: Min Nimmala
VIJAYAWADA: Water Resources Minister Nimmala Ramanaidu on Tuesday dismissed allegations from Telangana leaders regarding the Polavaram-Banakacherla project, asserting that it will not harm upstream States.
Addressing a press conference, he clarified that the project will utilise only surplus Godavari floodwater, ensuring no impact on allocated water share for upstream States like Telangana.
Making a PowerPoint presentation at the State Secretariat, he highlighted that 3,000 TMC of Godavari water flows unused into the Bay of Bengal annually, with peak flows reaching 50 lakh cusecs.
The Polavaram-Banakacherla project aims to divert this excess floodwater to the drought-prone Rayalaseema region. 'We are only planning to use water that would otherwise go waste into the sea,' he asserted, reiterating that the project poses no threat to upstream States.
Responding to objections raised by Telangana Water Resources Minister N Uttam Kumar Reddy, who recently urged the Centre to reject the project for allegedly violating the Godavari Water Disputes Tribunal Award, and the AP Reorganisation Act, he called for introspection.

A high-level committee under the chairmanship of Union Home Minister and Minister of Cooperation Amit Shah on Wednesday approved central assistance of Rs 2,006.40 crore to Himachal Pradesh for recovery and reconstruction activities in the aftermath of flood, landslides, and the cloudburst incident in 2023. A statement issued by the central government said, 'Out of this (Rs 2,006.40 crore), Rs 1,504.80 crore will be the central share from Recovery and Reconstruction Funding Window under National Disaster Response Fund. Earlier, on December 12, 2023, the Ministry of Home Affairs had approved additional financial assistance of Rs 633.73 crore from the NDRF for Himachal Pradesh…' The committee, comprising the Finance Minister, Agriculture Minister and NITI Aayog Vice-Chairman, considered the proposal for financial assistance to the state through the Recovery and Reconstruction funding window under the National Disaster Response Fund (NDRF). The state government under Chief Minister Sukhvinder Singh Sukhu has long been blaming the Centre for not releasing the Post Disaster Need Assessment (PDNA) funds of approximately Rs 9,000 crore. The issue has been a topic of heated discussions between the ruling party MLAs and the Opposition BJP legislators during various Assembly sessions. Senior BJP leaders, including national president J P Nadda and former chief minister Jai Ram Thakur, hailed the central government on Wednesday for approving the assistance. The Centre had earlier approved Rs 1,658.17 crore for Uttarakhand in the aftermath of the land subsidence in Joshimath, and Rs 555.27 crore for Sikkim in the wake of the glacial lake outburst flood (GLOF) in 2023. Further it also approved projects with an overall financial outlay of Rs 7,253.51 crore for mitigating the risks pertaining to a number of hazards in the areas of urban floods (Rs 3,075.65 crore), landslides (Rs 1,000 crore), GLOF (Rs 150 crore), forest fire (Rs 818.92 crore), lightning (Rs 186.78 crore) and drought (Rs 2,022.16 crore). This additional assistance is over and above the funds released by the Centre to the states under the State Disaster Response Fund (SDRF) which is already placed at the disposal of the states. During the 2024-25 financial year, the Centre released Rs 20,264.40 crore to 28 states under the SDRF and Rs 5,160.76 crore under the NDRF to 19 states. Additionally, Rs 4,984.25 crore was released from the State Disaster Mitigation Fund (SDMF) to 19 states and Rs 719.72 crore from the National Disaster Mitigation Fund (NDMF) to eight states.

Continue probe but resume MNREGA scheme in Bengal, orders Calcutta high court
Kolkata: The Calcutta high court directed on Wednesday that the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme must be resumed in West Bengal from August 1 but allowed the Centre to impose conditions and restrictions in the state in view of the allegations of financial irregularities in disbursement of central funds, lawyers who attended the hearing said. The order was passed by the division bench of chief justice TS Sivagnanam and justice Chaitali Chatterjee (Das) after a series of hearings on a petition the Paschim Banga Khet Mazdoor Samity, a farmers' body, filed last year against the Union government, challenging the non-payment of dues to daily wage labourers over allegations of embezzlement of funds. West Bengal received ₹7,507.80 crore in 2021-22 under MGNREGA but has not received any central fund since then. During the hearing, the chief justice said: 'All these allegations are from before 2022. You do whatever you want but implement the scheme.' According to lawyers, the chief justice said: 'The scheme does not envisage a situation where it would be put to cold storage for eternity. The central government has sufficient means to inquire into the irregularity in disbursement of wages. However, a line can be drawn between past actions and future steps to be taken for implementation.' Allowing the Centre to proceed with its enquiry, the court ordered that the scheme should be implemented in Bengal from August 1. The written order was not released by the high court till the filing of this report. Suspension of the Centre's share (60%) of MGNREGA funds has been a major political issue in Bengal since 2022 with the ruling Trinamool Congress regularly accusing the Bharatiya Janata Party of selectively depriving the poor in the state. TMC leaders and MPs have held demonstrations in Delhi as well. The Union ministry of rural development stopped the MGNREGA funds on December 24, 2021 without citing any reason, Amit Mitra, principal chief advisor to the chief minister, said in October 2023. Mitra said the Centre sent a letter to the state on March 9, 2022, saying the action was taken under Section 27 of MGNREGA. Section 27 says: 'The central government may, on receipt of any complaint regarding the issue or improper utilisation of funds granted under this Act in respect of any scheme if prima facie satisfied that there is a case, cause an investigation into the complaint made by any agency designated by it and if necessary, order stoppage of release of funds to the scheme and institute appropriate remedial measures for its proper implementation within a reasonable period of time.' In December 2023, chief minister Mamata Banerjee alleged that BJP-ruled Uttar Pradesh and Madhya Pradesh topped the list of states where fake job cards for the scheme had been cancelled. On January 30, 2024, Banerjee announced that she would continue with the scheme with the state's 40% contribution to the funds. 'If we cannot provide the guaranteed 100 days of work because of the Centre, we will provide 40 days of employment with our funds,' she said on that day. On February 2, 2024, the Enforcement Directorate (ED) carried out its first raids in Bengal to probe the alleged irregularities. The Trinamool Congress (TMC) called the raids 'politically motivated.' On February 3, 2024, Mamata Banerjee wrote a letter to Prime Minister Narendra Modi refuting a Comptroller and Auditor General (CAG) of India report on delay in submission of utilisation certificates for various central schemes. Calling it a 'false propaganda,' she said her government submitted all utilisation certificates to the respective Union ministries on time. In July 2024, Banerjee alleged that she was stopped from speaking at the Niti Ayog meeting when she tried to raise several issues including suspension of MGNREGA funds. After the high court passed its order on Wednesday, Banerjee said: 'The Centre sought 156 clarifications and we answered them all. We welcome the judgement but our government will review it because we will first ask for the arrears (central funds) pending over four years. Beneficiaries who had put in labour should be paid in full. When our MPs and MLAs went to Delhi to demand these funds, police cases were registered against them. Have you forgotten that?' The Bharatiya Janata Party (BJP) justified the suspension of funds saying the Centre is answerable to the people. Bengal BJP's chief spokesperson Samik Bhattacharya said: 'We, too, want the scheme to start. The high court has allowed the Centre to continue with the investigations and impose regulations because it is a fact that funds were embezzled. The Centre is answerable to taxpayers and the CAG.'

Mamata slams Centre for observing June 25 as Constitution Murder Day, calls it mockery of democracy
West Bengal Chief Minister Mamata Banerjee on Wednesday (June 18, 2025) criticised the BJP-led Union government's decision to observe June 25 as 'Samvidhaan Hatya Diwas', calling it a mockery of democracy and the constitution. She also accused the saffron party of consistently attacking democratic institutions and undermining the very Constitution it now claims to uphold. The Centre had declared in 2024 that June 25 would be marked annually as 'Constitution Murder Day' to protest the imposition of Emergency in 1975, widely regarded as a dark phase in the history of Indian democracy. 'We can observe 'Samvidhaan Hatya Diwas' every day, given the way the BJP is trying to change and undermine the Constitution,' said Ms. Banerjee, also the TMC supremo. Slamming the BJP over what she termed its undemocratic practices, Banerjee asked whether the "toppling" of democratically elected governments in Maharashtra and Bihar by the BJP was not an attack on the Constitution. Accusing the saffron party of weakening democratic checks and balances, she alleged that the BJP has ensured that all the pillars of democracy, be it the Election Commission or the media, are compromised. 'We don't want to hear lectures on democracy from those who are bulldozing democracy and the federal structure (of the country) every day,' Ms. Banerjee added. She also targeted the Centre over its alleged economic mismanagement through decisions such as 'demonetisation'. 'The manner in which they destroyed the country's economy in the name of demonetisation, November 8 should also be observed as 'Economy Destruction Day',' she said. In a dig at the central leadership, Banerjee questioned, 'Who is the Prime Minister of the country, Narendra Modi or Amit Shah? It looks like Amit Shah is running the country.'
