Telangana MLAs, MPs to knock on President's door for assent to BC reservation Bills

Indian Express3 days ago
Congress MLAs and MPs from Telangana are set to leave for Delhi to meet President Draupadi Murmu to demand the passing of two Bills that provide for 42% reservation for Backward Classes in the state.
The Bills were passed in March in the state Assembly and were sent to Telangana Governor Jishnu Dev Varma for his assent. Varma then sent the Bills to the President for assent on March 30 this year.
The decision was taken after a five-hour Cabinet meeting. Briefing the media after the Cabinet meeting, minister Ponnam Prabhakar said, 'On August 5, 6 and 7, under the leadership of Chief Minister Revanth Reddy, a delegation of Congress MLAs and MPs and other Opposition leaders in the Lok Sabha and Rajya Sabha will seek appointment with the President.'
The Bills provide for 42% reservation for BCs in education, employment and local body polls. Telangana, as per a High Court order, has to conduct its civic polls by August 30. 'As we have to conduct the local body polls by August 30, we have to get the President's assent for the Bills soon,' Prabhakar said.
He said that the Bills cannot be struck down for breaching the 50% reservation cap. 'When there is empirical data for the population of BCs, reservation should be based on this population data. Already, the 50% cap is breached with EWS quota,' Prabhakar said, adding that Congress stands for social justice.
Telangana's caste survey had revealed that the population of BCs is at 56.3% in the state. 'We have empirical data to prove that there is a need to breach the reservation cap,' Prabhakar said. He also said that Telangana's caste census should set an example for other states in the country.
Prabhakar, who himself is a BC leader, also said that BC leaders from the state, including those from the BJP, should support this effort to get the President's assent for the Bills.

India can't remain 'mute spectator' as institutions like WTO, WHO are destroyed: Congress

NEW DELHI: The Congress on Friday asserted that India has the highest stakes in institutions such as the WTO and WHO which are being "destroyed" and "gutted" by US President Donald Trump, and cannot remain a mute spectator while being content with coining slogans and acronyms. Congress general secretary in charge of communications Jairam Ramesh said the World Trade Organisation (WTO) had been dealt very heavy blows during Trump-I. "It has been destroyed during Trump-II. The rules-based, multilateral trading system put in place with the US itself playing a leadership role has been finished off," he claimed. The US's approach now is to negotiate—if at all—bilaterally but finally decide unilaterally, the Congress leader said in a post on X. President Trump has also gutted the WHO and withdrawn from the Paris Climate Agreement and UNESCO, Ramesh said. "India has the highest stakes in such international accords and institutions. It cannot remain a mute spectator and be content with coining slogans and acronyms," Ramesh said. His remarks came after President Trump issued an executive order listing the various duties that Washington will impose on exports from countries around the world. India faces 25 percent tariffs on its exports to the US. The executive order, however, does not mention the penalty that Trump had said India will have to pay because of its purchases of Russian military equipment and energy. On Wednesday, Trump, through a post on his social media website Truth Social, announced the 25 percent tariff on India and an additional penalty for New Delhi's purchases from Russia. While August 1 was the tariff deadline, the new levies will come into effect from August 7. In April, Trump had announced that India will face a 26 percent discounted reciprocal tariff, a percent higher than the rate announced now. In its reaction to the US' tariff announcement, India has said it will take all necessary steps to safeguard and promote national interest and that the implications of the tariffs are being examined.

Rahul to protest 'theft of votes' at Freedom Park

Bengaluru: Top Congress leader Rahul Gandhi will lead the party's protest meeting at the Freedom Park here on August 5, against the alleged incidents of 'theft of votes', Karnataka Deputy Chief Minister D K Shivakumar said on Thursday. Following the protest, a select group of party leaders will go to the Election Commission office here and submit a memorandum. Amid the raging row over the revision of electoral rolls in Bihar, Rahul Gandhi, Leader of the Opposition in Lok Sabha, had alleged that elections were being 'stolen' in the country and that his party had figured out the modus operandi of the 'votes' theft' by studying a parliamentary constituency in Karnataka. 'On August 5, we are organising a protest meeting. Chief Minister Siddaramaiah, myself, AICC general secretary Randeep Singh Surjewala, all our Ministers, legislators have discussed on how and where to organise it. It is the opinion of everyone that we organise this protest meeting at the Freedom Park,' Shivakumar said. Speaking to reporters, he said a memorandum will be submitted to the EC officials in the state. 'We will organise this protest within the framework of law and rules laid down, abiding by the directions of the court. We will not violate. We don't want to disturb anyone,' he said, as he called on the party workers and leaders from across the state to participate in the protest. Shivakumar, along with Surjewala and other leaders, held deliberations regarding the nature of the protest and the venue, considering 'technical issues' and court directives for holding such events in the city. Later they inspected the protest meeting venue -- Freedom Park. Clarifying that there won't be any mega foot march, the KPCC chief said, 'we will gather at the Freedom Park and after the protest meeting and address by leaders, a select five to six leaders will go to the Election Commission office here and submit a memorandum.' Asked if the leaders, who will submit the memorandum, would march to the EC office from Freedom Park, he said, 'we may go by foot or by vehicle, we will abide by the police instructions based on the situation.' Noting that there were lots of examples for 'votes theft', and the Congress had done research on this, Shivakumar said. 'Our leader (Rahul Gandhi) will inform you about all this.' 'This protest is to safeguard -- the right to vote, the Constitution and the democracy,' he said, adding, Rahul Gandhi was coming for this cause, despite the Parliament session. 'We had earlier identified several faults (in the election process) during the Assembly elections and then during the parliament polls. We are doing this protest to inform people about it,' he added. Responding to BJP's questions as to why the Congress did not approach the Election Commission when the draft rolls were issued, Shivakumar said, 'We had objected but the Election Commission did not accept it. In Mahadevapura constituency, Congress candidate Nagesh and his son produced documents. The same thing happened in Dinesh Gundu Rao's constituency in Gandhinagar, where around 7,000 voters were added in one are so many examples. We have documents to prove...'

‘Big drama': BJP on Rahul Gandhi's protest plan

Bengaluru: Calling the Leader of the Opposition (LoP) in Lok Sabha, Rahul Gandhi's plan for protest against alleged election fraud in Bengaluru a 'big drama', the Karnataka BJP said on Thursday that the Congress introduced irregularities in elections, asserting that such a party cannot make allegations about election irregularities. Karnataka Leader of the Opposition R. Ashoka claimed that it was proven in court that former Prime Minister late Indira Gandhi herself committed election irregularities. 'Rahul Gandhi's visit to Karnataka on August 5 is a big drama. There is no government functioning here. Instead, there is a fight for the Chief Minister's chair. To cover that up, the issue of election irregularities is being raised,' he claimed. Deputy Chief Minister D.K. Shivakumar has announced that a protest against alleged voter fraud will be held under the leadership of the Leader of the Opposition in the Lok Sabha, Rahul Gandhi, at Freedom Park in Bengaluru on August 5. Ashoka said that allegations were being made so many years after the election, without going to court when they happened, adding that this was being done to cover up zero development in Karnataka. 'If there was evidence, they would have gone to the court. Since there is no evidence, they are taking to the streets and protesting. When the Lok Sabha elections were held in the state, Congress was in power. They should specify which official did this,' he said. On the honey trap, Karnataka LoP said that the case created a ruckus in the Assembly, and the government had given a report saying that this incident never happened. 'The Minister's words have no value. Whatever a Minister says becomes the government's statement. Such statements have been put into a washing machine and cleaned. It is not known whose pressure is on the police. This government is covering up irregularities,' he said. Ashoka further stated that the drug mafia had grown in Mysuru, the native of CM Siddaramaiah. 'The Home Department is not taking any action. As a result of all this, such a drug peddling network had come to light. Maharashtra police coming here and making arrests is an insult to our police department,' he said. On fertiliser crisis claims, Ashoka asked, "How much fertiliser has come to the state every month? How much stock is there? How much has been allocated to which district? The state government should provide information. Instead of delivering the stocked fertiliser to farmers, the government has handed it over to middlemen." On the Malegaon blast case, Karnataka LoP said that the Congress government imposed the case on Hindus and coined the term Hindu terrorism. 'By portraying Hindus as terrorists to appease Muslims, Congress has faced embarrassment,' claimed Ashoka.
