Prayagraj: Deputy chief minister
Keshav Prasad Maurya
on Sunday reviewed the ongoing development projects, including the progress of the under-construction ring road. He said that the ring road has been divided into 7-8 sectors, and the land located within one-kilometre limit inside and outside the ring road should have a proper action plan.
The plan aims to develop the area by dividing it in terms of education, health, residential, commercial activities, entertainment, and sports by the Prayagraj Development Authority or Housing Development Council. He also directed the Vice Chairman of the Prayagraj Development Authority to conduct a checking campaign to monitor the activities of plotting in this area.
Maurya, while reviewing the projects, asked officials of the power department to prevent line loss but emphasised that there should be no harassment of consumers under any circumstances and to ensure adequate power supply.
He also instructed officials of the power department to increase the capacity of transformers in areas where the number of connections have increased and to prevent illegal billing.
The Deputy CM inquired about the complaints related to wrong billing from the power department officials, following which the superintending engineer stated that such complaints are resolved quickly. He mentioned that under the new system, an online consumer app was developed, which can be downloaded from Google Play Store.
By logging in with the account/connection number, load can be increased, electricity bills can be downloaded, all information related to electricity bills can be obtained, and bills can be generated and paid.
Other facilities can be applied for online.
Maurya also asked officials to take stern action against land mafias involved in grabbing state land. He instructed the Prayagraj Municipal Corporation to identify the state land of the city and the land of the Gram Sabha located in the extended area, fence it with barbed wire, and develop land by preparing an action plan related to developmental schemes there.
Maurya asked PMC officials to get all the drains cleaned before the monsoon rains, so there are no complaints of overflowing drains or waterlogging during the rains. He also said that all the projects related to Maha Kumbh, whose work is still pending, should be completed quickly. If some deficiencies come to light in any project, they should be rectified with quality. He asked the Municipal Corporation and NHAI to coordinate with each other and ensure that the highways, city roads, and street lights are lit every day.
He mentioned that complaints were received about the plants planted during Maha Kumbh drying up due to a lack of proper care. He directed the concerned officials to take it seriously and take effective action to save them from drying up.
Maurya, while reviewing Har Ghar Nal Se Jal, said that action should be ensured to provide water quickly to those houses where tap water was not supplied yet, and strict action should be taken against any agency found negligent in the implementation of this scheme.

Allahabad HC bins Patanjali's plea against Rs 273 crore GST penalty

File photo PRAYAGRAJ: Allahabad high court has dismissed a petition by yoga practitioner Ramdev's Patanjali Ayurved Ltd challenging a Rs 273.5-cr penalty imposed by GST authorities. In a recent order, a bench of Justices Shekhar B Saraf and Vipin Chandra Dixit rejected Patanjali's argument that such penalties constituted criminal liability and could be imposed only after a criminal trial. The court cited Section 122 of CGST Act, 2017, and held that such fines could be imposed through civil proceedings, without requiring criminal trials. The HC pointed out that GST penalty proceedings were civil in nature and could be adjudicated by proper officers and 'were not required to undergo prosecution'. According to GST authorities, Patanjali came under investigation following information about suspicious transactions involving firms with high input tax credit (ITC) utilisation but no income tax credentials. The investigation led to allegations that Patanjali 'indulged in circular trading of tax invoices only on paper without actual supply of goods'. Directorate General of Goods and Services Tax Intelligence (DGGI), (Ghaziabad circle) issued Patanjali a showcause in April 2024 proposing the penalty of Rs 273.51. The company then moved the HC.
