White House announces trade deal with China on rare earth exports

The Trump administration reached an agreement with China this week focused on rare earth exports to the U.S., building on previous talks between the two nations that eased tariffs on imports from Beijing. 'We had trade talks in Geneva towards moving toward the agreement in London. Part of the agreement was tariffs coming down and rare earth, rare earth magnets starting to flow back to the U.S.— they formed the core of our industrial base. They were not flowing as fast as previously agreed,' Treasury Secretary Scott Bessent said on Friday on Fox Business 'Mornings With Maria.' The agreement was then signed earlier this week, which the administration is describing as a de-escalation of the U.S.-China trade war. 'I am confident now that we, as agreed, the magnets will flow. In the meantime, we had put countermeasures versus the Chinese in place. We had held back some, the vital supplies for them. So, what we're seeing here is a de-escalation under President Trump's leadership,' Bessent said. Trump at a White House event on Thursday alluded to a new agreement, not mentioning rare earths but saying, 'We just signed with China the other day.' Commerce Secretary Howard Lutnick later told Bloomberg TV that the deal, which was struck in London, was signed earlier this week. 'The China deal, we inked the deal — you remember, we had a trip to Geneva and then that was being slow-played. We got back together in London and that deal was signed and sealed two days ago,' Lutnick said. Lutnick also told Bloomberg that China will 'deliver rare earths to us' and that afterwards the U.S. will 'take down our countermeasures.' The administration and China agreed to an additional understanding for a framework to implement the Geneva agreement. It's about export controls, a White House official told The Hill. Top U.S. and Chinese officials met in London earlier this month to finalize the trade truce, after Trump and Chinese President Xi Jinping spoke on the phone the week prior. The U.S. and China were negotiating a trade agreement since Trump imposed hefty reciprocal tariffs in April — including 145 percent on China — brokered a temporary pause in the tariff hikes during a May meeting in Geneva. China's Ministry of Commerce spokesperson said in a statement the U.S. and China agreed on 'further details of the framework' that was negotiated in the London and Geneva talks. 'China will, in accordance with the law, review and approve eligible export applications for controlled items. In turn, the United States will lift a series of restrictive measures it had imposed on China,' the spokesperson said. The spokesperson added that since the London meeting, U.S. and Chinese officials have 'maintained close communication' to reach this point. China is a major minerals hub, both in terms of mining and processing. Sixty percent of rare earth elements come from China. Rare earth elements refers to a specific group of materials that are only deposited in relatively small quantities and can be used in a variety of applications including electronics, health care and batteries. Trump has long sought assistance from other countries on mineral supplies, including rare earths. In particular, he sought to condition military assistance to Ukraine on whether the country was willing to supply the U.S. with minerals and in March announced a deal related to rare earths.

Stocks reach record highs as Trump trade fears ease on Wall Street

A key stock market index reached a record high Friday, capping off a comeback from the selloff driven by President Trump's tariffs this spring. The S&P 500 index was up 0.5 percent Friday morning, rising roughly 32.6 points and exceeding the all-time high of 6,147 points set in February. The Nasdaq composite was up 0.3 percent and the Dow Jones Industrial Average was up 0.4 percent. After falling sharply in March and April as Trump rolled out his trade agenda, stocks have rallied back to their previous highs after the president dramatically reduced the scale and scope of his import taxes. Trump shook markets in April by announcing he would impose roughly $600 billion in tariffs on nearly every U.S. trading partners. His new 'Liberation Day' tariffs followed import taxes he levied on Canada, Mexico and China earlier in his term, along with additional taxes on foreign metals, autos and auto parts. Despite initially brushing off the market's reaction, Trump adjusted his trade agenda two weeks later by reducing and delaying his April tariffs on all other countries, but ramping them up to levels as high as 145 percent on China. The U.S. and China have since struck several smaller agreements to reduce tariffs on each other's goods and open up Chinese exports of rare metals to the states. The Chinese Ministry of Commerce confirmed further details of the deal on Friday, which includes 'China will, in accordance with the law, review and approve eligible export applications for controlled items. In turn, the United States will lift a series of restrictive measures it had imposed on China,' a Ministry spokesperson said in a statement, which did not go into detail. Estimates for the current overall U.S. tariff rate range between 10 and 15 percent now, down from 25 percent when China and the U.S. had triple-digit tariffs in place on each other. The Yale Budget Lab puts the overall number at 15.8 percent now. Major new tariffs include a 10-percent general tariff, 30-percent tariffs on China, 25-percent tariffs on autos and auto parts, 25-percent tariffs on steel and aluminum, and 25-percent tariffs on select goods from Canada and Mexico. The Congressional Budget Office estimated earlier in June that the new tariffs would reduce primary deficits by $2.5 trillion. Accounting for macroeconomic effects, the deficit reduction increases to $2.8 trillion. Also potentially boosting optimism on Wall Street was the downward revision to first-quarter gross domestic product that came this week, which could potentially increase the chances of a rate cut from the Federal Reserve. However, a hotter than expected inflation print on Friday likely works against that option. Inflation rose 2.3 percent in May on an annual basis, up from just 2.1 percent in April, the Commerce Department said Friday. Removing the more volatile categories of food and energy, core prices increased 2.7 percent from a year earlier, a rise from 2.6 percent in April. 'Today's report is not good for economic activity and inflation and will continue to keep the Federal Reserve on the sidelines for now,' Raymond James economist Eugenio Aleman said in a commentary.

Uber and ex-CEO Travis Kalanick are talking about a new deal

Uber is in talks with former CEO Travis Kalanick to help fund his prospective bid for the U.S. subsidiary of Chinese self-driving car company as reported by The New York Times and confirmed by Axios. Why it matters: The 2017 breakup between Uber and Kalanick was brutal. When the ride-hail giant went public 23 months later, new CEO Dara Khosrowshahi rejected Kalanick's request to stand on the NYSE "balcony" to help ring the opening bell. Kalanick also has remained steadfast that Uber would have a self-driving fleet had he remained in charge. Zoom in: For Uber, these talks reflect serious competition from Waymo. And fears of serious competition from Tesla, which just launched its robo-taxi service in Austin. For Pony, which trades on the Nasdaq, it reflects how national security rules have caused it to keep its U.S. and Chinese businesses and tech separate — thus setting the stage for a sale.
