New jobs: Saudi Arabia unveils tax incentives to lure talent, boost investments

Riyadh: Saudi Arabia, on Friday, launched a new campaign on Thursday aimed at enhancing its investment landscape by drawing foreign talent and businesses to its Special Economic Zones (SEZs), offering a package of tax exemptions, streamlined visas, and regulatory incentives.
The initiative, led by the Economic Cities and Special Zones Authority (ECZA), is being rolled out in collaboration with the Zakat, Tax and Customs Authority and the Ministry of Human Resources and Social Development.
Together, these agencies offer customs and tax breaks, easing visa procedures and removing financial equivalence requirements for international talent, aiming to solidify the Kingdom's SEZs as hubs for global business.
'The partnerships we are building across government institutions are key to enabling a more competitive, investor-friendly environment,' said ECZA Secretary General Nabil Khojah. 'These new incentives are designed to improve operational efficiency, minimize regulatory friction, and make our Special Economic Zones among the most attractive destinations for investment in the region.'
The campaign reflects ECZA's strong coordination with key state entities to offer targeted benefits to investors and companies setting up within SEZs. These zones are envisioned as high-growth areas tailored for global logistics, manufacturing, and technology companies.
As part of the campaign, a partnership with the Ministry of Justice and the Saudi Center for Commercial Arbitration will establish dedicated arbitration and reconciliation centres within the Special Economic Zones. These centres, modelled on international standards, aim to enhance legal certainty and offer more efficient dispute-resolution mechanisms for businesses operating in the zones.
Further agreements with the Saudi Standards, Metrology and Quality Organization (SASO) and the Saudi Food and Drug Authority (SFDA) aim to reduce regulatory bottlenecks and simplify market access for goods and services entering Saudi Arabia.
The campaign also focuses on digital integration. ECZA is expanding its One-Stop-Shop portal, a centralized digital platform that connects investors with all necessary government agencies, helping to accelerate business licensing and operational approvals. Enhanced data-sharing tools across government platforms are expected to improve transparency and ease of doing business.

Dubai Islamic Bank (DIB) has announced its commitment to allocate a total of Dhs20 million to support community development initiatives, with this funding being made available through the auspices of the Community Development Authority (CDA). This contribution translates the bank's ongoing commitment to supporting social responsibility programmes and strengthening institutional partnerships with government entities with a view to establishing a sustainable support system that has a direct impact on the most vulnerable groups in society. CDA confirmed that this donation would contribute to strengthening its resources, which is directed to eligible groups. The proposed model of cooperation is predicated on the principles of transparency and a meticulous examination of the needs of the affected parties. This approach is intended to ensure the optimal allocation of Zakat funds in accordance with the provisions of Islamic Sharia. Shaikha Al Jarman, the CEO of the Social Development Sector at CDA, said, "DIB's contributions are a clear example of the private sector's commitment to its social responsibilities, as well as its desire to support Dubai's social solidarity system. This partnership also enables the CDA to intervene swiftly to support the most vulnerable groups and improve their quality of life." The Saudi Zakat, Tax, and Customs Authority (ZTCA) has extended the initiative to waive fines and exempt taxpayers from penalties for an additional six months, until December 31, 2025. The ZTCA, in a notice on its website, said the Minister of Finance has approved the extension to taxpayers under all Saudi tax laws, starting July 1 this year. #ZATCA has extended the Exemption of Fines Initiative December 31, 2025. — هيئة الزكاة والضريبة والجمارك (@Zatca_sa) June 27, 2025 This does not cover penalties for tax evasion violations, fines paid before the effective date of this initiative, or fines related to returns owed to the authority after June 30, 2025. 'The initiative offers relief from penalties associated with late registration, late payment, and late filing of returns. It also waives fines for correcting value-added tax (VAT) returns, fines for field violations related to electronic-invoicing regulations, and general VAT-related infractions,' said ZTCA. ZTCA is also offering taxpayers the option to pay their penalties in instalments. To avail of this, the taxpayer must submit a request to the authority for instalment payments. The request has to be submitted during the initiative's validity period and all payments must be paid within their due dates according to the plan approved by the authority. The requirements stipulate that taxpayers must submit all required returns to the authority that have not been previously submitted, correctly disclose all undisclosed taxes, and fully pay the principal tax debt related to the returns to be submitted or amended to correctly disclose outstanding tax liabilities. ZTCA urged taxpayers to review the details of the initiative and its provisions through the simplified guide, which is available on its website. It provides a detailed explanation of the features of the fine exemption decision, including clarification of the types of fines covered and the conditions for benefiting from the exemption associated with each type of fine.
