What the India-Pakistan conflict costs South Asia

The long-standing India-Pakistan conflict continues to place a heavy economic burden on both countries. Its impact affects the neighbourhood as well, hindering economic growth, discouraging investment, and diverting valuable resources away from development, towards defence and security instead. According to some estimates, the 87-hour conflict cost both countries nearly $1 billion per hour, amounting to $20 billion each day. If the hostilities had continued for a full month, the cumulative cost could have exceeded five hundred billion dollars, with India absorbing over $400 billion.
The fallout has paralysed the South Asian Association for Regional Cooperation (SAARC) and disrupted economic integration in a region home to 1.8 billion people and 27 per cent of the world's poor. Compared to the EU or ASEAN, South Asia is one of the world's least integrated regions, with intra-regional trade accounting for under 5 per cent of these countries' total trade with the world. Even before the latest conflict, trade ties were fragile, notably between India and Pakistan, whose official bilateral trade plunged from nearly $2.5 billion in 2018 to about $1.2 billion in 2024.
The recent crisis has driven this figure effectively to zero as both cut off all remaining trade (including transit and third-country re-exports). This sudden freeze shrinks overall SAARC trade volumes, given that India-Pakistan exchanges, however limited, are also part of the $23 billion intra-SAARC trade, which remains far below an estimated $67 billion potential, according to the World Bank. Other bilateral trade flows (India-Bangladesh, India-Nepal, etc.) continue, but the conflict has injected caution and disruptions region-wide. In short, a region already trading much below its capacity is seeing a further contraction in internal trade.
The last SAARC summit was held in 2014, and the 2016 summit in Islamabad was cancelled after the Uri attack, as India and some other members pulled out. Since then, no summit has taken place, and the organisation has remained inactive. A major reason for this deadlock is that all decisions must be unanimous. This allows any disagreement, especially between India and Pakistan, to block progress for the whole group. Despite SAFTA launching 19 years ago to boost trade, intra-SAARC trade stayed under 5 per cent. In comparison, ASEAN reached about 25 per cent.
This low trade is due to high tariffs, long sensitive goods lists, and a lack of trust. ASEAN succeeds because it allows flexible cooperation, but SAARC lacks that option. As a result, over one-third of regional trade is excluded from tariff benefits. In response to SAARC's dysfunctionality, India has been promoting BIMSTEC as an alternative, excluding Pakistan and aligning with its 'Act East' policy. Though this move intends to avoid political obstacles, it also weakens regional unity, as not all South Asian nations are its members.
Following the terrorist attack in Kashmir in April, Indo-Pak formal trade has collapsed or, in some cases, remains uncertain and disturbed. For instance, India has imposed a blanket ban on all goods from Pakistan, effectively halting bilateral trade. Similarly, due to the ban on routes, logistics networks are paralysed, and informal trade across Punjab and Kashmir has ceased. Consequently, the once-symbolic Wagah-Atari route is now under military oversight.
Yet besides India and Pakistan, smaller neighbours also risk facing serious fallout due to their dependence on regional stability. In Bangladesh, disrupted supply chains and waning investor confidence threaten the export-led economy, especially in garments and pharmaceuticals. India has already banned RMG garment imports of Bangladesh via land routes.
For landlocked Nepal, disruption of Indian transit routes would choke off essential imports such as fuel, medicine, and building materials. A prolonged crisis would deter foreign investment and derail infrastructure plans. Though Nepal will continue balancing ties with India and China, the unresolved border issues make it prone to Indian pressure. This is especially significant given that many Nepalis work in India. India's ban on transit through Pakistan also blocks Afghan produce from reaching the Indian market. Overall, roughly $640 million per year worth of Afghanistan's fruits, nuts, and other agricultural exports can no longer travel via the Wagah border.
While the India-Pakistan conflict may appear localised, in a globalised world, no economy is immune. Similarly, neighbouring countries, often seen as peripheral, are in fact active strategic players that are often impacted by the historically rooted conflict. If this rivalry continues to seep into the region, neighbouring countries will possibly have to abandon SAARC and recalibrate their foreign policies to look beyond South Asia for trade, investment, and economic cooperation.
Regionally, South Asia cannot thrive without collective leadership, cross-border trade, and people-to-people exchanges. Although Article 10 of the SAARC charter prohibits raising bilateral disputes, the Indo-Pak conflict casts a long shadow over the forum. For South Asians, they will continue to be deprived of the economic and other benefits that they so rightfully deserve.

In an exclusive interview with TOI on Wednesday, CSIR-NEERI director Dr S Venkata Mohan, an Abdul Kalam Technology Innovation National Fellow, emphasized the network's goal of tackling region-specific environmental issues. "The Global South faces unique challenges, and this platform will amplify our voice to address them collaboratively," he said. The network aims to create a charter, facilitating annual engagements across member countries to develop tailored solutions. "India represents a significant population, and our contributions will carry substantial weight globally," Dr Venkata Mohan added. NEERI also hosts a regional centre for the Stockholm Convention on Persistent Organic Pollutants (POPs), in partnership with the ministry of environment, forest and climate change (MoEFCC). The Stockholm Convention targets chemicals that persist in the environment, spread globally, and accumulate in fatty tissues, posing risks to human health and ecosystems. "We are developing methods to monitor and phase out particulate organic carbon (POC) and other POPs," Dr Venkata Mohan said, highlighting NEERI's role as a recognized regional centre. The Global South Network, an independent initiative, will strengthen NEERI's leadership in environmental research, fostering sustainable development across member nations. Tired of too many ads? go ad free now Also, CSIR-NEERI is in discussion to establish a Centre of Excellence (CoE) in collaboration with IVL Swedish Environmental Research Institute to advance water and wastewater treatment and energy recovery technologies. "A recent Sweden delegation formalized to drive Indo-Swedish sustainability goals," he said. The CoE, to be established at NEERI's Nagpur campus, will serve as a hub for innovative water management solutions, aligning with global circular economy practices. Last year, the Swedish Innovation Agency Vinnova commissioned IVL Swedish Environmental Research Institute to conduct a pre-feasibility study for establishing a Sweden-India Centre of Excellence (CoE) for Sustainable Cities. The study was led by Rupali Deshmukh (Karangale), a native of Nagpur now based in Sweden, who serves as Country Manager for India and CEO of IVL India. IVL has now been tasked with hammering out a detailed feasibility study focusing on water, wastewater, sludge, and energy.

Lome [Togo], May 28 (ANI): After concluding their visit to the Democratic Republic of the Congo, the Group 4 delegation led by Shiv Sena MP Shrikant Shinde, en route to Sierra Leone, stopped over in Lome, Togo. During the transit, they held discussions on Pakistan-based terrorism and Operation Sindoor at the airport lounge. BJP's Rajya Sabha MP and senior advocate Manan Kumar Mishra told ANI that the delegation underscored India's need for Operation Sindoor and recounted the conversations they had about Pakistan during their visit. 'We are telling them why we had to conduct Operation Sindoor and about Pakistan's terrorism. But it is a good experience to know about the people of Africa, their culture, and language. They are good people and this is a really good experience. The conversations we had with their diplomats, heads of states, and ministers regarding Pakistan, they heard us with concentration. They had come prepared on the subject matter. They were curious to know why our relations with Pakistan are deteriorating, they knew that Pakistan is a terrorist country but when we made things clear, they heard us well. Their response was good, that they would raise this issue in the UNSC and the African Union. We felt that they would raise this issue in their National Assembly and bring a resolution.' During their visit, BJP leader SS Ahluwalia added that the delegation received much support for India's stand on terrorism and said that the African countries assured us of their support in our fight against terrorism. 'The support we received here exceeded our expectations. I think these people were already with India. So, after meeting our delegation, they received a lot of information. They have tremendous curiosity. They received proper answers for the same. All their questions were answered. They had some ideas regarding Pakistan, but after our briefing those ideas became clearer and they felt that Pakistan is really a huge threat for democracies and democratically-elected governments. So, some measures have to be taken to deal with this. Both countries assured us that they would raise this issue on an international level and their level and help India strongly.' Operation Sindoor was launched on May 7 as a decisive military response to the April 22 Pahalgam terror attack by Pak-sponsored terrorists, in which 26 people were brutally killed. The Indian armed forces targeted terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, leading to the elimination of over 100 terrorists affiliated with groups including Jaish-e-Mohammed, Lashkar-e-Taiba, and Hizbul Mujahideen. The Indian parliamentary delegation, led by Shinde, is touring key African nations to strengthen India's strategic and diplomatic relations and to build global consensus against terrorism. (ANI)

New Delhi [India], May 28 (ANI): Lauding ties between India and Italy, External Affairs Minister S Jaishankar said that relations between the two nations are on an upward trajectory and there is new momentum of political dialogue, visits, and interest in each other's potential. He reiterated India's commitment to consolidate the India-Italy Strategic Partnership. In his remarks at Italy's National Day Celebrations in Delhi on Wednesday, Jaishankar emphasised that India and Italy share maritime interests and a commitment to ensuring freedom of navigation and shipping. Jaishankar said, 'Either in the Indo-Pacific or the Indo-Mediterranean, as peninsular nations, India and Italy share maritime interests and a commitment to ensuring freedom of navigation and shipping. Italy's greater presence in the Indo-Pacific region as well as its undertaking activities under the Indo-Pacific Oceans Initiative (IPOI) pillar of science and technology will surely boost our cooperation further.' 'India-Italy relations are undoubtedly on an upward trajectory. There is a new momentum of political dialogue, of visits, of interest in each other's potential, which I am confident will be tapped by stakeholders. Expressing gratitude to Italy for offering support to India following Pahalgam attack, he said, 'Let me begin by conveying best wishes to the government and people of Italy on the occasion of your National Day. We are thankful, Ambassador, for Italy's solidarity and support to India following the barbaric terror attack in Pahalgam in Jammu and Kashmir.' Referring to Operation Sindoor carried out by India in response to Pahalgam terror attack, he said, 'India gave a firm, resolute and measured response by destroying the relevant terror centers and launch pads. India's right to defend its people against acts of terror has also been recognized by countries across the world. We believe that world will have zero tolerance for terrorism and cross-border terrorism.' He noted that strategic partnership between India and Italy is based on shared values and converging interests and recalled the meeting between Prime Minister Narendra Modi and his Italian counterpart Giorgia Meloni on the sidelines of G20 Summit and the G7 meeting. He said, 'Our strategic partnership with Italy is based on shared values and converging interests. This is evident in platforms like the G20. The ambassador mentioned Prime Ministers Modi and Meloni meeting both of the G20 and the G7 and also in multilateral initiatives like the IMEC, the India Middle East Europe Economic Corridor, the Global Biofuels Alliance, the Indo-Pacific Oceans Initiative, the International Solar Alliance, and the Coalition for Disaster Resilient Infrastructure.' He called trade and economic cooperation a vital pillar of partnership and also recalled attending the India-Italy Business Science and Tech Forum along with Italy's Deputy Prime Minister Antonio Tajani and Italy's Minister of University and Research, Anna Maria Bernini. He said, 'Trade and economic cooperation obviously form a vital pillar of our partnership. Last month, I had the opportunity to participate in the India-Italy Business Science and Tech Forum along with Deputy Prime Minister and Foreign Minister Tajani and Minister Bernini. The event brought together business leaders and representatives of universities and research centers of both countries to explore opportunities for collaboration and partnership across many sectors. This is also an opportunity to further boost our bilateral trade, which stands at USD 15 billion annually.' 'As the world's fastest-growing economy, fastest-growing large economy, India's tribes in various sectors open several opportunities for investment by Italian companies and you heard from the ambassador in that regard. Italy's technologies and best practices in various sectors such as clean energy, agri-tech, logistics, shipbuilding are amongst others that can be impactful as India makes the journey towards becoming a big 'Viksit Bharat' by 2047,' he added. Jaishankar said that the Indian diaspora in Italy is among the largest in the European Union and expressed confidence that the mobility of professionals, academics and researchers in future will increase the flow of knowledge and talent between India and Italy. He said, 'The Indian diaspora in Italy is among the largest in the European Union. They are well-received and appreciated for their contribution in sectors ranging from agriculture, dairy, industry, healthcare and other fields.
