Gov't offers free rides amid bad weather
Commuters don't need to buy tickets or load their Beep cards when taking the train systems—MRT-3, LRT-1, and LRT-2.
The Philippine Coast Guard and the Philippine Ports Authority were also ordered to deploy free bus and truck rides in the following routes:
Quiapo to Angono, Rizal
Quiapo to Fairview, Quezon City
Lawton to Alabang, Muntinlupa City
Malacañang suspended classes and work in government offices in Metro Manila, Cavite, Rizal, Batangas, Laguna, Bulacan, Pampanga, Zambales, Bataan at 1 p.m.
State weather bureau PAGASA said earlier in the day that the Southwest Monsoon or Habagat will continue to bring rains over the country.
Metro Manila, Ilocos Region, Benguet, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, and Oriental Mindoro will have occasional rains. Floods or landslides are possible due to moderate to heavy rains.

Over 80K individuals affected by typhoons, Habagat received aid from GMA Kapuso Foundation
A total of 83,804 individuals from various parts of the country who were affected by the recent typhoons and Southwest Monsoon (Habagat) have received aid from the GMA Kapuso Foundation. According to "24 Oras" Monday, Barangay Bucao in San Gabriel, La Union, was among the areas that were heavily impacted by the inclement weather, which left many homes devastated and caused a power outage in the neighborhood. "Nadaganan ng kahoy tapos 'yung iba, 'yung flooded po sila, we have a river kasi dito eh maraming residents sa area beside the river. Sila po 'yung victim ng baha," said Fr. Jonathan Obar, a Sanggunian member. "Nung humating-gabi na, lumakas yung ulan, lakas pa ng hangin, parang ipo-ipo na umiikot, lahat ng mga gamit naming sa loob, nabasa," said resident Magdalena Cariaga. In La Trinidad, Benguet, strawberry farmers suffered losses after their crops got damaged by the floods, while stores have been closed for almost a month due to the low number of tourists. "Kailangan ng bigas, wala rin benta kasi walang bisita," said Helen Hipol, a resident. The GMA Kapuso Foundation, under its Operation Bayanihan project, distributed relief goods to various parts of the country to help those who have been impacted by the heavy rains and floods. Relief goods were distributed to residents in Quezon City, Valenzuela, Bulacan, Rizal, Pampanga, Zambales, Bataan, Pangasinan, La Union, and Benguet. Families who worked in a landfill in Bauang, La Union, also received aid from the foundation. Aside from the 83,804 who received relief goods, a total of 2,800 individuals also received porridge with egg from the GMA Kapuso Foundation. DOTr offers free rides to MRT-3 passengers with issues in cashless pilot run
The Department of Transportation (DOTr) and Metro Rail Transit Line 3 (MRT-3) will provide free rides to passengers who will encounter issues in tapping out during the pilot run of cashless payments. 'Starting Monday, August 4, the DOTr and MRT-3 will provide free single journey tickets (SJT) to passengers who are unable to tap out at MRT-3 stations due to system errors during the pilot run of cashless payments in the train line,' the Transportation Department said in a statement. According to the DOTr, some MRT-3 riders complained that they were charged the maximum fare of P28 due to system issues when tapping out at exit turnstiles. 'As a solution, affected passengers will be given a non-expiring SJT equivalent to the maximum MRT fare, which they can use for their next ride,' the DOTr said. Affected passengers may proceed to any ticket booth and present proof of the failed tap-out transaction to claim the free SJT. 'Humihingi lang din tayo ng konting pang-unawa sa ilang mga problema ngayong pilot run, pero rest assured na within this August, dadami pa ang cashless turnstiles natin at tuloy-tuloy ang system upgrades para iwas-aberya,' Transportation Secretary Vince Dizon said. (We are just asking for a little understanding regarding some of the problems during this pilot run, but rest assured that within this August, we will have more cashless turnstiles and system upgrades will continue to prevent malfunctions.) On July 25, the DOTr rolled out the pilot run for the cashless transaction in MRT-3. Habagat, localized thunderstorms to bring clouds, rains
The Southwest Monsoon (Habagat) will affect Extreme Northern Luzon on Monday, while localized thunderstorms will affect Metro Manila and the rest of the country, PAGASA said in its weather forecast. Batanes and Babuyan Islands may expect partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the monsoon. During severe thunderstorms, flash floods or landslides may possibly result. Sunrise was at 5:40 a.m. while sunset will be at 6:24 p.m. PAGASA is also monitoring a low pressure area (LPA) outside the Philippine Area of Responsibility. As of 2 a.m., LPA 8a was estimated to be located at 1,455 km east of Eastern Visayas.
