Dundee United beaten by Rapid Vienna on penalties after thriller at Tannadice
Watters grabbed his second with a penalty three minutes before the break but Rapid striker Janis Antiste reduced the deficit in the 63rd minute with United defender Iurie Iovu involved in the ball finding the net.
Half-time substitute Ercan Kara levelled in the 77th minute to take an open game into extra-time and then penalties, where United substitute Amar Fatah hit the post, the only miss as the visitors triumphed 5-4.
There was no lack of effort from Jim Goodwin's men, who will regroup to take on Kilmarnock at Rugby Park in the Premier Sports Cup on Sunday, knowing that they have European experience to draw upon.
It was an exhausting evening which began with both teams flying at each other from kick off.
United's Vicko Sevelj tested Rapid keeper Niklas Hedl with a drive and Watters missed a chance from a Ivan Dolcek cross, heading wide.
For Rapid, Antiste broke through the United defence and his low drive was pushed behind by United keeper Yevhenii Kucherenko for a corner which was comfortably defended before the striker hit the side netting with a speculative shot on the turn.
The game turned in the Taysiders' favour when Watters, who missed the William Hill Premiership defeat by Hearts at the weekend with a bug, was picked out by stand-in captain Will Ferry's cross to the centre of the goals and he steered a header back across Hedl and into the net.
Rapid retaliated and in the 35th minute Bendeguz Bolla forced a save from Kucherenko with an angled-drive, again the corner fizzling out.
United striker Zac Sapsford slalomed through the Rapid defence but his pass to Watters was overhit.
However, Sapsford was wiped out by Rapid centre-back Serge-Philippe Raux-Yao before releasing the ball and, after looking at the pitchside monitor at the behest of his VAR, Greek referee Tasos Sidiropoulos pointed to the spot and Watters sent Hedl the wrong way with his spot kick.
Sapsford was replaced by Fatah for the start of the second half and, after repelling expected Rapid pressure, Ferry volleyed just off target in a United counter before Kecherenko made saves from Petter Dahl and Kara.
Peter Stoger's side kept going and got a lifeline when Antiste glanced in a near-post corner from Bolla and in the 72nd minute Kucherenko was at full stretch to brilliantly save Kara's curling shot from inside the box.
The equaliser looked inevitable, however, and arrived when substitute Nikolaus Wurmbrand crossed and Kara knocked it past Kucherenko from six yards.
The match had turned completely and moved into extra-time where United came back into the game and in the 100th minute Hedl saved a dink from United's Owen Stirton after the United substitute raced on to a slack back header by Nenad Cvetkovic.
The home fans rallied their side but the second half of extra-time could not produce a winner – Kara headed over from a corner with the last action – and so the tie went to penalties, where the home side fell short.
After Fatah hit the post with the first penalty, Ferry, Bert Esselink, Sveljt, Krisztian Keresztes all scored for the home side but so did Kara, Claudy Mbuyi, Andrija Radulovic, Raux-Yao and Bolla for the visitors.

David Gray says Hibernian's dramatic Partizan Belgrade win difficult to analyse
The Hibees led 2-0 from the first leg in Serbia but their advantage was wiped out by half-time in the return at Easter Road after two costly mistakes from goalkeeper Jordan Smith. Kieron Bowie's 59th-minute wonder goal put the William Hill Premiership side back in front in the tie and they looked to be in full control when the visitors had Nikola Simic sent off shortly afterwards. But Partizan struck deep into stoppage time to go 3-1 ahead on the night and force extra time, where Chris Cadden eventually landed the decisive blow of an exhilarating third qualifying round encounter to set up a play-off against Legia Warsaw. 'Trying to analyse that would be difficult, but ultimately it's a brilliant result,' said manager Gray. 'A brilliant performance for the players to come through that tie over two legs. One thing I did say to the players is that I massively played down the magnitude of the result in the away leg. 'We played it down knowing it was half-time in the tie, but over the course of it, again loads of things I'll need to analyse to make us better, but delighted for the players, delighted for everything that went with it. 'I think we fully deserve to be in the next round, so all in all, it's a fantastic night's work.' Gray felt his side showed their mettle to recover from going 2-0 down in the first half. 'I actually thought we played really well in the first half, the shape was good and we created big chances within the game,' he added. 'Unfortunately, we didn't take our chances and then it's a couple of mistakes from Smudge, who didn't cover himself in glory, but the second one, there were elements of that, we can defend better. 'So we find ourselves 2-0 down, and the message at half-time was that this is a massive test of your character but I think we certainly came through that.' Chris Cadden's extra-time strike sends Hibernian into Conference League play-off

Manager David Gray had stressed that Hibs needed to approach the second leg as if the tie was still level, and they responded with a purposeful start in which Cadden spurned a great chance just a couple of minutes in. The visitors soon started to settle into the game, however, and they reduced their aggregate arrears to one in the 17th minute. Milan Vukotic's strike from just over 30 yards was well executed but Smith – diving to his left – should have done better than help it into the net after getting both his gloves to it. The goalkeeper's evening took a further turn for the worse in the 44th minute when he meekly allowed Partizan to level the tie. Smith appeared to have done enough to block Jovan Milosevic's low shot from just inside the box but it somehow squirmed under his body and trundled agonisingly over the line, prompting jeers from a shellshocked home support. Gray resisted the temptation to substitute Smith at the interval, and the errant Englishman would have been mightily relieved when things swung back in his side's favour in spectacular fashion in the 59th minute. Bowie seized on a bouncing ball just over 30 yards out and unleashed an audacious lobbed effort that looped over the helpless Marko Milosevic, who was little more than a yard off his line. The Hibees' situation got even better four minutes later when Partizan – as was the case in the first leg – were reduced to 10 men after Simic, who had been booked at the end of the first half, was shown a second yellow card for a foul on Bowie. Smith redeemed himself somewhat with three big saves in the closing stages but he was unable to stop substitute Andrej Kostic netting from just inside the box with the last kick of normal time. Hibs were not to be denied, however, and Cadden followed up to ram home the rebound in the 10th minute of extra-time after Josh Mulligan had surged into the box and been denied by Milosevic.
