Law course admissions: Karnataka high court suggests review of language rule for Industrial Training Institute students

Bengaluru: Karnataka high court has suggested that the education department should reassess the lack of language subjects in job-oriented Industrial Training Institute (ITI) courses and issue appropriate instructions in view of its notification making language study mandatory for admission to law courses.
Currently, ITI courses don't include any language subjects and are considered equivalent to the two-year pre-university (PU) course. The state govt, on March 12, 2025, issued a notification mandating that law candidates must have studied a language.
Applications of ITI graduates aiming to join the three-year Bachelor of Laws (LLB) programme get rejected as they haven't studied a language during their ITI course, unlike applicants from the PUC pathway.

Adjudicating a petition filed by Shamasundar, a student from Ilkal town in Bagalkot district, Justice Suraj Govindaraj pointed out this anomaly in the system — on one hand, not teaching languages in job-oriented ITI courses, and on the other, making language mandatory for LLB courses.
Shamasundar, who had completed a job-oriented ITI course in 2015 and subsequently was awarded a Bachelor of Arts (BA) degree from Rani Channamma University, Belagavi, moved the high court after his application for admission to the three-year LLB course at Karnataka State Law University (KSLU) and its affiliated law colleges wasn't accepted because of the govt notification.
The petitioner argued that in the Rakesh Shetty case, which was similar to his situation, the high court had ruled that for a three-year LLB course, a degree such as Bachelor of Commerce (BCom) obtained after ITI could be considered for admission under Rule 5 of the Bar Council of India Rules.
The govt advocate, however, defended the notification, asserting that language or subject experience is necessary for enrolment in the law degree programme
Justice Govindaraj agreed with the petitioner's plea that the Rakesh Shetty judgment was applicable to his case. Since ITI courses don't include language studies, imposing a requirement for students to have studied a language within the ITI curriculum is unfounded and indicates a lack of consideration by the state govt, he added.
The judge permitted the petition and directed that the state law university issue an eligibility certificate based on the petitioner's BA qualification.

PARADIP: Paradip Lock police on Tuesday arrested a 23-year-old youth for allegedly blackmailing a 17-year-old girl and posting her nude photos on social media. The accused, Kartik Jena of Nahadia in Kendrapara's Pattamundai, was working as a cook at a private ITI institute in Paradip where the teenager was a student. Police sources said the accused developed a relationship with the girl and captured photographs of their intimate moments. He allegedly demanded `5 lakh from the victim and threatened to inform her family members and friends about their relationship. When the teenager refused to comply to his demand, the accused created a fake Instagram account and posted her nude photos. After the photos went viral, she disclosed the matter to her parents. Subsequently, her father lodged a complaint with Paradip Lock police last week. IIC Rashmi Ranjan Dash said police registered a case and arrested the accused from Vijayawada. He was produced in court on Wednesday.

An average of over a thousand challans per day were issued to auto drivers by the traffic police in 2024 for refusing to ply passengers, highlighting the extent to which Mumbaikars are getting hassled. Data with the traffic department shows that 3.69 lakh challans were issued annually for refusals in 2024, up 282% from 96,678 challans issued in 2022. Taking on excess passengers, another key violation, nearly doubled from 53,611 challans in 2022 to 1 lakh challans in 2024. Traffic police officers attributed the rise in numbers to an increase in crackdowns on errant auto drivers. "Refusal is a serious issue," said DM Gosavi, secretary of the Seva Sarathi Autorickshaw Taxi and Transport Organisation. "The govt had prepared a policy for rooftop indicators for autos, but it was never implemented. Coloured lights were supposed to go up if an auto was occupied by a passenger, or if the driver was off-duty, or the vehicle was available for hire. It could have reduced refusals to some extent. Our union has been pushing for the Yatri Mitra app to ensure there is an auto at the doorstep of the passenger and fare is paid strictly by the meter." Police data also shows a sharp rise in inebriated drivers from just two challans for drink driving in 2022 to 189 challans in 2024. Autos not adhering to pollution norms was another issue of concern with 1923 challans issued in 2024 for non-possession of PUC certificates, up 150% from 768 challans in 2022. Activist Godfrey Pimenta recounted a recent incident where two women commuting by auto from Bandra to Malad around 2am were harassed by the driver when they pointed out that his meter was rigged. He insisted they pay the inflated fare and threw their money back at them when they paid the regular fare. "The women got no support at the local police station either," Pimenta said. Activist Anil Galgali suggested that the traffic police should step up visibility at locations where frequent instances of refusals or taking on excess passengers were reported. "In certain areas such as Kurla, autos queue up only in the shared-autos lane. They do not venture towards passengers waiting for non-shared autos. Police must intervene and ensure all passengers find a ride to their destination," Galgali said. "The complaints redressal mechanism put in place by the transport department also needs an overhaul." Mumbai Rickshawmen's Union leader Thampy Kurien said they had complained to the authorities about instances where certain drivers blatantly flouted rules, but their complaints had fallen on deaf ears. To tackle the issue of excess fare being demanded from passengers, Kurien suggested getting at least 50 to 100 more legally approved share-auto stands which will have RTO-approved rates written on them.

Nagpur: A heart-wrenching accident occurred at Dongargaon, Hingna taluka, claiming the life of Bhisam Shahu (50), a resident of Kalamna. The incident took place around 10am on Tuesday when Shahu was fatally crushed under a container truck while crossing the road. Priyanka is a student at Government Polytechnic, Sitabuldi. The container, owned by Bharti Group of Industries, struck Shahu, trapping his leg under the vehicle and causing his head to hit a divider, resulting in his immediate death. Hingna police swiftly arrived at the scene, conducted a panchnama, and sent the body to AIIMS for further procedures. The truck has been seized, and legal action against the driver is underway. The tragedy left Priyanka, who was in the examination hall, devastated, casting a pall of grief over the family and community. Police are investigating to determine the exact cause of the accident.
