Lok Sabha nod to bill to provide reservation to STs in Goa assembly amid din over Bihar SIR
Law Minister Arjun Ram Meghwal moved 'The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025' for consideration and passage amid din in the House. The legislation was passed by a voice vote.
Meghwal said over the previous sessions, some amount of discussion on the draft law has already taken place. After his opening remarks outlining the features of the bill, it was passed without further discussion.
Parliamentary Affairs Minister Kiren Rijiju said on Monday that the government will be compelled to push for Parliament's approval for its legislative agenda if the Opposition continues to obstruct its smooth functioning with protests.
Incidentally, the bill was introduced in the Lower House on this day in 2024 and has been pending since then.
This is the first bill to be passed by the Lok Sabha in the ongoing Monsoon session, which has seen disruptions by the Opposition on various issues, including the Special Intensive Revision of electoral rolls in Bihar.
After the passage of the bill, Sandhya Ray, who was in the chair, adjourned the proceedings for the day as protests by Opposition MPs continued unabated.
According to the bill, the population of the Scheduled Tribes has increased considerably in Goa as per the 2011 census vis-a-vis the 2001 census figures.
It noted that a "peculiar situation" has arisen in the state, wherein the population of the STs vis-a-vis the population of the SCs is considerably higher according to the Primary Census Abstract, 2011 for Goa.
The total population was 14,58,545; the population of SCs was 25,449, and the population of STs was 1,49,275.
"But no seats are reserved for the STs and they are unable to avail the constitutional benefit of reservation..."
As of now, no seat in the 40-member Goa assembly is reserved for the ST community, while one seat is reserved for Scheduled Castes.

‘Fansi ghar' row: Panel to summon Kejriwal, Sisodia, former speaker
New Delhi: Stressing there was no 'fansi ghar' (gallows chamber) on Delhi assembly premises, speaker Vijender Gupta Thursday said the matter will be referred to the privileges committee for inquiry. "The committee will summon former CM Arvind Kejriwal , his deputy Manish Sisodia, the then assembly speaker Ram Niwas Goel and former deputy speaker Rakhi Birla," he said. Gupta had earlier told the House the structure, which was renovated and inaugurated in 2022 by then CM Kejriwal as a 'fansi ghar', was actually a 'tiffin ghar' as per records. On Wednesday, displaying a 1912 map of the assembly complex, he said there was no documentation or evidence indicating the space was used for executions. The speaker said he gave AAP time to present "concrete facts and documents" in support of their claims of the existence of the execution room, but they failed to do so. "The plaque bearing the names of Kejriwal and Sisodia outside fansi ghar will be removed. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like The Most Beautiful Female Athletes Right Now Undo The 1912 map depicting it as a tiffin room will also be displayed," he told the House. Gupta said when the previous Kejriwal govt announced there was an execution room, they revered it as a site of martyrdom. "After three days of discussion, and in the absence of any concrete evidence, documents provided by the National Archives, Indian Council of Historical Research, and IGNCA confirmed that no fansi ghar was ever constructed at the site," he said. "When we were in the opposition, we were led to believe there was an execution room here. We were also emotionally connected to the site," Gupta said. However, after becoming the speaker, he conducted thorough research and discovered that the structure in question was actually a tiffin ghar, which was "deeply upsetting", he added. "History was distorted and they (AAP) played with the feelings of people. This is all deceit. People won't forgive them for this," he said. Delhi environment minister Manjinder Singh Sirsa said it was "highly condemnable" that a place where people would have consumed non-vegetarian food was called 'fansi ghar', where freedom fighters attained martyrdom. AAP had earlier accused BJP of trying to shield the British by saying that there was no execution room. Stay updated with the latest local news from your city on Times of India (TOI).
