'We are issuing these directions keeping larger public interest in mind,' the bench said, stressing that infants and young children should under no circumstances fall prey to dog bites leading to rabies.

The Delhi High Court has ordered the reconstruction of four-decade-old trial records in a 1984 anti-Sikh riots case, saying the victims' and society's right to a fair investigation and trial cannot be compromised by missing files or flawed earlier proceedings. The directive, issued to the trial court, concerns the acquittal of five men including former Congress councillor Balwan Khokhar in the killing of four Sikhs in Ghaziabad's Raj Nagar. The court said the available material revealed 'several lacunae' in both the investigation and trial. The murders took place on November 1, 1984, a day after then PM Indira Gandhi's assassination. Three women had alleged that their husbands and son were burnt alive. In 1986, the trial court acquitted Khokhar and four others, citing lack of evidence. Now, nearly 40 years later, a bench of justices Subramanian Prasad and Harish Vaidyanathan Shankar WHEN has acted on petitions challenging the correctness of that verdict. The bench had earlier observed that the 1986 judgment appeared 'unsustainable' and noted it was being relied on in appeals by Khokhar, Captain Bhagmal, Girdhari Lal, Mahender Yadav, and Krishan Khokhar against their 2013 conviction for murdering five Sikhs in the same locality. Neither the state nor the victims had appealed the 1986 acquittal at the time. The court said the available material -- composite challans and the final judgments -- revealed 'several lacunae' in both the investigation and trial. Key eyewitnesses were never examined because summons were sent to addresses destroyed or abandoned during the riots. 'A composite challan has been filed for several cases, prima facie reflecting a perfunctory investigation,' the court said in its 66-page order, adding that the matter 'cannot be left to rest at this juncture.' Citing Supreme Court precedent in Abhai Raj Singh, the bench ruled that the trial court must reconstruct the records of Sessions Cases 31 and 32 of 1986, and only then can the High Court assess whether the original acquittals can stand. The matter will be heard next on September 1. 'The valuable rights of victims and the society at large to a free and fair investigation as also a real trial cannot be allowed to be compromised as a result of fait accompli,' the court observed. Senior advocate HS Phoolka, appearing for the complainants, argued that the 1986 investigation and trial were 'thoroughly inadequate and sketchy' and urged that the matters be remanded for retrial. Amicus curiae Siddharth Aggarwal asserted that the court, before giving any findings into the correctness of the judgements passed by the additional sessions judges, was under a mandate to call for the records, examine the same and only then proceed ahead in the matter. He submitted that the trial court records had been weeded out and it was inappropriate for the court to proceed further with the matter without getting the records. Khokhar's counsel had asserted that ordering a re-trial or further investigation, when the records have been weeded out, would violate his client's right to free trial. In a separate 26-page judgment, the same bench directed the authorities to widely publicise the various government compensation schemes available for victims of the 1984 anti-Sikh riots. It further instructed them to verify victims' claims within 16 weeks of receiving them and to disburse the compensation within two months thereafter.

1 2 Patna: From cracking down on heinous crimes to seizing illegal liquor and firearms, Bihar Police reported a strict enforcement drive between Jan and July 2025. In this seven-month period, over 54,900 accused were arrested, convictions were secured in more than 46,000 cases, and fines totalling over Rs 14.6 crore were imposed on traffic rule violators. The drive also saw large-scale execution of warrants, preventive actions against lakhs of people, and major seizures of narcotics, liquor and arms, said additional director general (law and order) Pankaj Kumar Darad, while addressing a press conference on Monday. He said execution of warrants and other legal orders was robust, with 234,366 summons, 171,561 bailable warrants and 189,932 non-bailable warrants issued from Jan to June 2025. Darad said, "A total of 1,300 criminals were identified for possessing assets acquired through illegal means, with property attachment proposals against 280 of them already submitted to the court. Following this, the court initiated proceedings to seize the assets of seven criminals. Under section 3 of the CCA (Crime Control Act), proposals against 1,662 people were sent to the district magistrates, resulting in orders against 339. Furthermore, under Section 12(1) of the CCA, detention orders were issued against eight criminals, with more actions underway. Further strengthening moves to maintain law and order, 5,174 people were arrested for instigating communal violence, attacks on police, mob violence, and indulging in celebratory firing in the seven month period. He said following strict order against celebratory firing, such cases have come down. "In the checking drives during the period, over eight lakh vehicles were checked, and fines of over Rs 14.6 crore collected. Additionally, seizures of illegal substances and weapons were made, including 91,684 litres of country-made liquor, 64,506 litres of foreign liquor, 159 firearms, 1,018 cartridges, and 941.857 kg of cannabis," he added. 1 2 Nagpur: The Nagpur Metropolitan Region Development Authority (NMRDA) has sent notices to the contractor firm BBG, Project Management Consultants (PMC), and four of its own officials on Monday, as two separate probes started into the slab collapse at the construction site of the VIP entrance at Koradi temple on Saturday. The officials have to reply to the notices, which ask why action should not be taken against them, within 24 hours. NMRDA has appointed a committee of four experts to conduct an independent inquiry into the matter. A separate committee under the district collector has been set up on the directions of revenue minister Chandrashekhar Bawankule. Sixteen workers, including four supervisors, had been injured in the slab collapse at the construction site of a gate as part of the development works at the Koradi temple pilgrimage site. Even as investigations into the cause of the accident are starting, NMRDA on Monday announced Rs1 lakh aid to those injured, and Rs2 lakh to the seriously injured workers. Guardian minister Chandrashekhar Bawankule has ordered an inquiry committee under the chairmanship of collector Vipin Itankar. The panel will consider the fact that when the slab casting work started at night, no representative of NMRDA or the consultant was present at the site. The NMRDA committee is headed by superintending engineer Abdul Javed (NMRDA), and includes executive engineer Lalit Raut, and deputy director of town planning Supriya Thul. This committee will submit its report within a week. Discussions about suspending some officials were underway in administrative circles on Monday, reliable sources from NMRDA said. Sources also said that an official decision in this regard will be taken in the next two days. "The slab work was 80% complete. Suddenly the slab started moving. Before we could understand anything, we all fell on the safety net. However, Naresh Baghel fell on the road from a height and was injured seriously. I had an injury to my waist. I was discharged from hospital on Monday, and doctors have advised rest," said an injured worker, Mukesh Vindane. Dharmendra Patle, brother-in-law of seriously injured worker Naresh Baghel (age 30 years), said Baghel had been working in the construction sector for 6 years. Baghel underwent a surgery for his head injury, and has serious injuries to his hands and legs too. Currently, he is in ICU. "Company officials are ensuring treatment is done at their expense. Baghel was the sole earner in the family comprising his mother, wife and seven-month-old daughter. Though originally from Balaghat, the family lives on rent at Jaripatka," said Patle.
